Fred Nelson owns Freddie's Place in South Austin. His outdoor seating area outnumbers what he has inside his restaurant.
For the most part, Nelson says he doesn't hear too many complaints.
"There are people who are militant nonsmokers. If someone is smoking a cigarette within 50 feet of them, it bothers them," Nelson said. "I'm a nonsmoker. Even still, I don't believe they should intrude on our rights any more than they do."
Nelson says he tries to accommodate customers disturbed by the smoke.
The idea of keeping smokers off patios hasn't yet made it before the City Council, but it has smokers like Jason Watson worried.
"If you give them this, they are going to take it further," Watson said.
Watson says he is trying to quit. In the meantime, he's considerate of those around him and never smokes near his daughter.
"If I am smoking a cigarette and there are several people eating dinner around me, of course I will go somewhere where they are not," Watson said.
But he feels an outright ban on smoking outside restaurants and bars could lead to laws controlling what he does on his own property.

AUSTIN (KXAN) - The city of Austin could consider expanding its smoking ban. Some want a ban to prohibit smoking on outdoor patios at restaurants and bars.
Austin Travis County Department of Health and Human Services Department says they first learned of the push from the city commission, Early Childhood Council.
General manager Garrett Edwards at Doc's on South Congress Ave. says he thinks banning smoking outside on patios is crossing the line.
"We only allow it on the designated area which is the outward most part of the patio," Edwards said.
But those restrictions in place at Doc's might not be smoke-free enough anymore.
People eating at Cain and Abel's in west campus Thursday had mixed views.
"That second hand smoke is pretty bad," said Aber Kanafani.
"I dont personally smoke myself, but I think its fine on a patio," said Gulmina Shah, "I dont think theres anything wring with it."
Health and Human services says Early Childhood Council is asking the city to consider this outdoor ban--freeing the air of second hand smoke.
"It's estimated over 7,000 chemicals, including 250 that are known to cause harm, and 69 known carcinogens," Dr. Phil Huang with Health and Human Services said of second hand smoke.

ORLANDO, Fla.Theatergoers sang Shen Yuns praises at the Bob Carr Performing Arts Centre, Jan. 1517. Donna Ganey, a retired interior decorator, adored the colors: Oh, the colors! I was going crazy!
I especially liked the ones where they looked like pansies. The fairieswhere they had the purple pansies. Oh, it was gorgeous, just gorgeous, she said.
Oh, I thought it was wonderful. The colors, the outfitsI dont know if they were silk, but the intensity of the colors was fascinating, she said.
And I have never seen a screen where the people levitated out like that. That was so unique and clever. She wondered if that had been done before. It was unbelievable! It was like a new form of art, Ms. Ganey said.
Many theatergoers are awestruck by Shen Yuns unique animated backdrops, which extend the stage and also complement and synchronize with every aspect of the performance. Dancers appear to float seamlessly between the stage and the digital backdrops, which display spectacular scenes of Chinas land and history.
I liked the history aspect of it. It was 5,000 years old. I loved that, she said of the traditional Chinese culture that Shen Yun embodies.
Mrs. Kay Lee, a retired accountant, accompanied Ms. Ganey to the performance. It was colorful, it was energetic, it was lively, and it made you feel good. Thats really what I liked, she said.
Judy Bilkey, a retired nurse, was moved to tears by the performance. It was phenomenal. The words that were being sung , she said, weeping.
The music really tore her up, said Jack Bilkey, who accompanied her.
The lyrics are all original compositions. Brimming with philosophical reflection about human life and deep layers of meaning, they traverse the boundaries of nation, race, and culture. , Shen Yuns website states. The lyrics are sung in Chinese, in bel canto style, with the English translation displayed on the backdrop.

Dalton is the undisputed Carpet Capital of the World, and Georgia residents should be proud of the carpet manufacturing industrys contribution to the quality of life of people throughout the world.
Carpet and rugs create a quieter, more comfortable, safer and more environmentally friendly environment in homes and businesses. But the carpet value chain consists of a lot more than merely manufacturing the product. Soon after distribution and sale, carpet has to be installed.
In past years, carpet installation was a trade handed down from employer to employee. But the quality of installation work was highly dependent on the quality of on-the-job training programs, as well as how receptive an aspiring installer was to that training. Unfortunately, there were no standards by which to judge the quality of an installation job or to guide the training process.
And in terms of consumer misperceptions about carpet, installation issues rank second, just behind maintenance and cleaning. This highlights the critical need for an installation standard.
And thats where the Carpet and Rug Institute, headquartered in Dalton, enters the picture. In 2009, the CRI, in association with the World Floor Covering Association (WFCA), brought the need for an installation standard to the Institute of Inspection, Cleaning and Restoration Certification (otherwise known as the IICRC). Since 1991, the IICRC has specialized in developing carpet industry standards and is approved for writing standards by the prestigious American National Standards Institute (ANSI). Thats a mouthful of acronyms, but together, they are the ingredients necessary to create a quality installation standard.
From 2009 to 2012, the IICRC assembled installation experts from major manufacturers, including Shaw, Mohawk and Beaulieu, along with installation trainers and others, to combine their expertise from the installation trades. Most of the expert volunteers hail from the North Georgia area many of whom live and work in this area daily.
Over time, some 16 chapters evolved to create the ANSI/IICRC S600 Standard and Reference Guide for Professional Carpet Installation, or simply, ANSI/IICRC S600.
The highly practical ANSI/IICRC S600 installation standard begins with areas of responsibility for all parties of the carpet value chain including: manufacturers, distributors, specifiers, retailers, architects, designers, installers and consumers or end-users. It continues with discussions about carpet components, carpet cushion and installation equipment, tools and materials.
The section on installation estimating and planning is followed by subfloor preparation, and descriptions of both glue-down and stretch-in installation methods, including both their advantages and limitations. The standard concludes by covering specialty installations, patterned carpet installation and carpet installation on stairs.
The ANSI/IICRC S600 carpet installation standard is scheduled for publication by mid-2013, assuming that the peer-review process proceeds on schedule.

Today MoMA PS1 declared CODA, aka Caroline O'Donnel, the winner of the Young Architecture Program. The architect stood out amongst a group of five finalists for her "Party Wall" project, a large-scale, experimental pavilion that will be built on the museum's Long Island City site this summer.
The annual Young Architects Program invites emerging architects to submit designs for a temporary, outdoor installation that can provide respite from the summer heat to MoMA PS1 visitors. CODA's "Party Wall" sustainable structure will play host to PS1's Warm Up music series this year.
"CODAs proposal was selected because of its clever identification and use of locally available resources," Pedro Gadanho, MoMA's Curator for Contemporary Architecture, stated in a press statement.

Cecil Ricks is president and director of Architecture and Design at MATRIX Architects Engineers Planners Inc., which is entering its 29th year as a design firm. He has specialized in commercial and industrial facilities, with a focus on renovation of buildings. Ricks holds a bachelor's degree in architecture from Kansas State University and is a member of the American Institute of Architects, the National Council of Architectural Registration Boards and Tulsa Zoo Friends.
1: The recession was difficult for many architectural and engineering firms. How did MATRIX make it through?
One of the keys to MATRIX's success over the years is the long-term relationship with our clients. We've worked with many remarkable clients who have helped us earn the reputation of being a great design firm that hires creative people and lets them be creative. The extended relationship between our staff and our clients is helping us make it through.
2: Is the demand for your firm's services rising significantly now?
We've seen a slow but steady increase in our workload. We've seen more requests for proposals from our clients over the last six months than we saw in the previous couple of years.
Architecture in this area has always been up and down. I recall a major downturn in the mid-'80s, another in the early '90s, a couple of bumps at the turn of the century and, of course, what's been happening lately.
3: What is your firm doing to make projects "greener?"
MATRIX always tried to work with more energy-efficient systems and more sustainable materials even before the "green" trend that we're seeing now. Whenever our clients wish to achieve LEED-certified projects, we have staff and consultants who can design to meet those requirements.
4: As president, what are your goals for MATRIX?
If you look up MATRIX in the dictionary, one of the definitions is "something within or from which something else originates, develops, or takes form."
