This is a column that I do not relish to write but living in a town without the balance of Ying and Yang or no sense of Feng Shui, it is high time for our elected members of the Windham Town Council to cast off their personal gains and differences in order to move Windham into the future.
For several years, the citizens of Windham have witnessed Town Council meetings that have shown how bad a town could operate at its worst. I really hoped that the present Windham councilors would be a welcome change but now its obvious that positive change is probably going to be hard to come by.
At the same time, one thing that is really noticeable in Windham is the lack of dedicated volunteers for the towns various committees and boards and the recent actions over reappointing someone to the Planning Board will no doubt cause even more to consider not volunteering for the town. Whats even worse is when town government makes selection of committee members so narrow as to include only those that will reinforce what the town government wants, as was the case with the selection of a new sewer committee. I really dont care if one wants to blame it on the town manager or the town councilors or both, its a problem in Windham that just keeps rolling along year after year and I am not the only one that believes its happening.
It is my belief that all of this began with a previous Town Council that succeeded in approving appointments to committees that might benefit, if not themselves, their friends. There is so much knowledge about that available to the public that I know I dont have to mention which councilors or which members of a particular committee. Its all there for all to see, one just has to look and listen. That was evident during the council meeting of March 11 when someone was reappointed to the Windham Planning Board although if members of a previous Town Council were still in office, that would never have happened. I wish all of this hogwash were hidden under a table so I hate to say some friends from other towns are aware of what is happening in Windham.
It is now time for the Windham town councilors to form a solid foundation in order to create a better atmosphere for the citizens of Windham. To this day, Windham still doesnt have a state-approved comprehensive master plan. Whether we like it or not, that is state mandated yet years have gone by with little to no action to correct that problem. Windham has spent lots of money on various studies that in the end accomplished absolutely nothing. Please dont blame all of this on the present councilors as they have enough time to prove whether theyre going to be the solution or the continuation of the problem. However, it is time for solid progress rather than piecemeal Band-Aids to cover problems as they arise.
Its beyond mid-March and the Windham town councilors are awaiting the town managers proposed budget for the next fiscal year. It appears that this years budget discussions will not be any different from those of the past. Wait for the managers budget, hack it to death and add what they fancy instead. I firmly believe that the budget process starts as soon as the new budget goes into effect. Theres certainly no lack of people who want to spend money for recreation areas or for parks. I have no doubt that municipalities will suffer from the state subsidies we received in the past and were so accustomed to getting.
So we will see if the Windham councilors come together over the town budget or continue the animosity that continues to surface from time to time when they meet.

Verdict
Seskinane had a couple of runs over fences before reverting to hurdles in a Grade 3 at Clonmel last month but the 3m trip looked too far for him. UN BEAU MATIN has been placed in two Grade 2 events this year and was by no means disgraced behind Dunguib and Zaidpour at Navan last month. This looks easier and he should prove too good for these. Gimli's Rock fell over fences last time and hasn't won a race since 2012 so the main threat looks like being Passage Vendome, who has been well beaten over fences this season including at Cheltenham last time.

Jockey Sam Waley-Cohen believes Long Run's class will come to the fore when he tackles the unique Aintree fences in the Grand National.
The amateur rider already has the 2011 Cheltenham Gold Cup on his resume courtesy of Long Run and while the horse has not been as impressive as hoped recently, Waley-Cohen says he can step up on April 5.
Well beaten in two initial starts, he unseated Waley-Cohen in the King George on Boxing Day but bounced back to winning form when dropped in class at Kelso last month.
"We're very happy with him. In many ways the season hasn't gone to plan, but we went to Kelso and that was a great confidence-boosting run," Waley-Cohen told Channel 4.
"You need a horse with class. If a horse can't travel comfortably, you're in trouble."
The Aintree fences have been significantly altered in recent years and while Waley-Cohen admits Long Run may not have tackled the race without the changes to the obstacles.
"They're a bit more forgiving and you can get away with a little bit more," he said.
"We wouldn't have (run him over the old fences), there is truth to that. He's gets a bit casual, he runs into one or gets racing and gets a bit casual.
"When you see him meet a fence right, he really uses himself well, he's neat and powerful. With the National fences, they back them off and they can think about them and respect them."

Apling, 29, had been in jail in February for driving with a suspended license and trespassing, both misdemeanors. He is now facing a new charge of second-degree escape. The 2011 Cheltenham Gold Cup winner is set to tackle the unique Aintree fences for the first time after failing to hit his usual heights so far this term.
Well beaten in two initial starts, he unshipped Waley-Cohen in the King George on Boxing Day but bounced back to winning form when dropped in class at Kelso last month.
Waley-Cohen reports his big-race mount, who is trained by Nicky Henderson, to be in good form ahead of his National assignment and believes his natural ability will stand him in good stead.
"We're very happy with him. In many ways the season hasn't gone to plan, but we went to Kelso and that was a great confidence-boosting run," he told Channel 4's The Morning Line.
"You need a horse with class. If a horse can't travel comfortably, you're in trouble. If you're always having to ask and push you never get into it. For me, you want a horse that can gallop and attack fences otherwise it's hard work."
The Aintree fences have been significantly altered in recent years and while Waley-Cohen insists Long Run is a good jumper, he admits he may not have tackled the race without the changes to the obstacles.
He said: "They are definitely different. They're a bit more forgiving and you can get away with a little bit more. I can't wait to ride him. People make a lot of his jumping and say he's not a good jumper, but I don't think that's accurate. He is a good jumper.
"We wouldn't have (run him over the old fences), there is truth to that. He's gets a bit casual, he runs into one or gets racing and gets a bit casual.

Mouse Morris is targeting Punchestown compensation for Baily Green after he fell in the Queen Mother Champion Chase at the Cheltenham Festival.
Last year's Arkle runner-up was still travelling well in the hands of David Casey when tipping up four fences from the finish in the two-mile championship.
Baily Green is now likely to be targeted at the Boylesports.com Champion Chase at the Punchestown Festival on April 29. Morris said: "He was going well (when he fell) and he was just coming into the race at the time.
"I think he would have run very well, so I was disappointed for the horse.
"He'll probably go for the Champion Chase in Punchestown."
Baily Green was one of four runners at Cheltenham for the Fethard-based trainer, with Rule The World bound for Aintree after finishing sixth in the World Hurdle.
Rogue Angel was not beaten far into seventh in the National Hunt Chase, while Rathlin occupied the same finishing position in the Ryanair and could be set for a spin over the Grand National fences.
"Rogue Angel was probably in front too long, but he ran a good race in the four-miler," said Morris.
"He'll probably go for the Irish Grand National next in Fairyhouse. We'll see what weight he gets.

Bright future gone when man walks outside home, hit by stray bullet

STOCKTON - Paco Martinez had a bright future as an electrician. Despite growing up in a neighborhood besieged by gun and gang violence, the 21-year-old Stockton native would have none of it.
He had completed San Joaquin Delta College's rigorous general electrician certification program and recently earned his certification. He had his second-round job interview scheduled this week with Pacific Gas and Electric Co., the same week as his funeral.
Francisco "Paco" Garcia Martinez, the third of four brothers who lost their father in June, was the victim of a stray bullet that crushed into his chest during the minute or so he walked outside his south Stockton home. That was around 7:30 p.m. March 10, and he was just going to check out a friend's car.
Stockton police say Martinez was an unintended victim, hit by a single gunshot. It was one of more than a half-dozen shots fired from the corner of Anne and East Eighth streets by an unknown shooter apparently toward a house across the wide street from the Martinez home, according to what the family has learned.
"He just walked outside. He wasn't even out there for two minutes," older brother Alfonso Martinez said Friday. "He grabbed his chest and laid himself down."
The youngest Martinez brother, Jesus, 15, witnessed what happened to his brother. Before the bullet struck Martinez, it went completely through a mailbox. A neighbor who is a nurse ran over to apply pressure on Martinez's chest until paramedics arrived. Police reported that Martinez died after being taken to a hospital.
Alfonso Martinez described Paco as shy, a good student who graduated from nearby Merlo Institute of Environmental Technology high school, went straight off to Delta College and held down a part-time job to help the family with expenses.
He was particularly attentive to his mother, Lourdes, and baby brother Jesus following the death of the family patriarch, also named Alfonso Martinez. He regularly collected Sunday offerings at St. Linus Catholic Church, and he and his mother would often bring the sacramental bread and wine up to the altar during Mass.

Political parties are trying to gain as many votes as possible during the open campaign period ahead of the April 9 legislative election, including fielding celebrities to secure a 3.5 per cent electoral threshold at the House of Representatives.
In a move seen as upping the ante, a number of political parties are fielding sexy models, not just simple celebrities, as legislative candidates. Their candidacy has been met with mixed reactions from the public, ranging from approval to strong opposition.
Destiara Talita, 26, a former adult magazine model, is running for a legislative seat for the Indonesian Justice and Unity Party (PKPI), vying against other candidates in Electoral District West Java VIII, which comprises Cirebon and Indramayu regencies as well as Cirebon city.
In addition to Destiara, who studies law at Indonusa Esa Unggul University, the PKPI has also nominated dangdut singer Camel Petir.
Destiara is not the only legislative candidate with a controversial career running for election. Angel Lelga, a B-movie actress and swimsuit model, has recently also been in the spotlight for her candidacy with the Islamic-based United Development Party (PPP).
PPP chairman Suryadharma Ali said Angel wanted to join the party because she wanted to complete her understanding of Islam and associate with Muslim communities.
However, she faced public criticism after she gave stuttered responses to questions posed by a talkshow host on a private TV station.
Celebrities seeking election draw various responses from the public, from welcoming such lawmakers with racy backgrounds to outright rejection.
Fisella Mutiara, who comes from a corporate legal background, said as long as long as the candidate did not rely solely on a sexy image to win the seat, she would not question her candidacy.
Meanwhile, electrician Temor said even though he could accept a celebrity legislative candidate, he would not vote for those who used to be sexy models.
