    Kuwait- Maid Admits To Murder of 19-Year-Old Kuwaiti Girl - March 18, 2014 by Mr HomeBuilder

    (MENAFN - Arab Times) Several lawmakers have expressed their anger over the killing of a Kuwaiti girl by an Ethiopian housemaid in Sulaibikhat on Sunday, calling on the Interior Ministry to immediately take the necessary action. According to the lawmakers, the ministry should not just stop the recruitment of Ethiopian maids but also deport all those currently working in the country.

    They expressed condolences to the family of the victim and urged all Kuwaiti families to terminate the services of their Ethiopian maids regardless of the cost. MP Talal Al-Jalala pointed out the people of Kuwait were shocked by the news on the brutal killing of the Kuwaiti girl who belonged to a prominent family. He asked the concerned authority to impose death penalty on the maid who admitted the crime, indicating the media must be allowed to cover the implementation of the punishment to serve as a deterrent to others.

    The lawmaker stressed the need to oblige housemaids to undergo tests regularly to ensure they are not suffering from any psychological illness. He said this is the responsibility of Social Affairs and Labor Minister Hind Al-Sabeeh, in coordination with the Ministry of Health. He also emphasized the need to conduct a study on domestic workers who commit crimes to look into patterns like nationality, age and other factors to help the State take a decision on stopping the recruitment of housemaids from a particular country based on the results of the study. He also suggested imposing tougher punishment on 'killer' maids and to open a special file for maids in Kuwait. He clarified he has no intention to discriminate the housemaids or downplay their role, because his aim is to guarantee the safety of citizens and residents.

    Commenting on the same issue, MP Humoud Al-Hamdan asserted the number of crimes involving foreign communities, particularly the Ethiopians; has been increasing at an alarming rate. He asked the government to take precautionary measures before allowing maids to enter the country; such as ensuring they have no mental or psychological problem, and are free from infectious diseases. He also underscored the importance of organizing public awareness campaigns in different languages to familiarize the expatriate workers on the local culture and nature of the Kuwaiti society, as well as ways of dealing with people from all walks of life.

    Moreover, MP Abdullah Al- Tamimi holds the domestic worker offices accountable for the inappropriate procedures in hiring housemaids, especially those from Ethiopia. He underlined the need to lay down rules and regulations in recruiting housemaids that must be followed by these offices. He said the security statistics he studied recently revealed that most expatriates accused of committing murder came from Ethiopia, especially the women.

    He added the Interior Ministry must deport these housemaids as soon as possible to prevent such crimes. He also urged all Kuwaiti families to end contracts with Ethiopian maids, if they have, in spite of the huge financial losses; stressing the Interior Ministry should quickly take the necessary measures to repatriate Ethiopian domestic workers. He argued this is not the first time that an Ethiopian is accused of murder as a number of such cases had earlier been recorded.

    MP Khalil Al-Saleh asked the government to stop the heinous act of the Ethiopian community and it should not be lenient towards them to prevent recurrence of killings. He added the murder of a young Kuwaiti girl on Sunday is a heinous crime which should not go unpunished, especially since this is the 11th time an Ethiopian is involved in a murder or attempted murder case. Al-Saleh disclosed more than 80,000 Ethiopians are currently living in Kuwait and most of them are domestic workers. He then applead to Deputy Premier and Minister of Interior Sheikh Sabah Al- Khalid Al-Sabah to stop domestic worker offices from hiring Ethiopian maids.

    MP Saleh Ashour asserted this incident is not new to us and its repetition indicates failure in the government. He asked the Ministry of Interior what steps it has taken to curb the rising number of murder cases. MP Safa Al-Hashem sympathized with the young Kuwaiti girl's family, asking the government why Indonesian laborers have been banned from entering Kuwait while members of a community implicated in several murders are allowed to stay in the country. She said the number of murders committed by Ethiopians totaled 11.

    Banning Majority of the MPs support the idea of banning Ethiopian housemaids from entering the country due to the number of murder cases involving members of the community - more than other nationalities. In another development, Al-Hashem said she is confused by the response of the minister of health to her queries about the High Council of Medical Specialists, complaints of doctors and the number of doctors. She said the minister's response was, "The concerned parties declared the unconstitutionality of the submitted query." The MP asserted the minister is digging a grave for his political career due to his answer. She threatened to submit an interpellation request if the minister does not answer properly by the end of March, asserting that her queries are constitutional. On another issue, Al-Hashem disclosed a report has revealed that the losses incurred by Kuwaiti Stock Exchange since its establishment reached KD 5 billion.

    She said every time she submits queries to the minister of commerce and industry regarding the issue, the standard answer she receives is, "My obligation towards the stock market is supervision only." Al-Hashem asserted the law gives the minister authority to ensure the stock market reaches its target, wondering if he is waiting for losses to reach KD10 billion. She added she has started taking the necessary steps in this regard and if the minister does not take proper action, she has no recourse but to present a grilling motion against him. Furthermore, the Legal and Legislative Committee on Sunday rejected request of the Public Prosecution to lift the immunity of MP Mohammed Tana.

    MANILA -- The former personal assistant accused by Claudine Barretto of robbing her was released from jail Monday, with the help of the former actress' estranged sister, Gretchen.

    Nineteen-year-old Dessa Patilan, who stayed at the Marikina City Jail for 10 months, emotionally faced reporters upon her release and thanked Gretchen for posting the P60,000 bail.

    "Salamat po sa kanya, dahil kahit ganito lang po ako, tumulong pa rin po siya sa akin. Nagpapasalamat ako sa pag-bail niya sa akin," she said.

    When Patilan was asked for her message to Claudine, her legal counsel, Atty. Alma Mallonga, offered to share a recent a conversation she had with her client.

    Mallonga said she had asked Patilan whether she is still angry with Claudine for putting her in jail.

    Recalling her answer, a tearful Patilan said, "Dati po, meron [akong galit na naramdaman sa kanya]. Wala na po [ngayon]... Si God na po bahala sa kanya."

    Patilan was imprisoned in May last year after being accused by Claudine of stealing from her a watch worth P1.8 million and several jewelry amounting to P8.5 million earlier that month.

    Four months later in September, Patilan filed a countercharge against Claudine, who she also accused of theft in relation to the same incident in May.

    In her complaint, Patilan demanded from her former employer P13,550 in damages, P50,000 in moral damages, P50,000 in exemplary damages, as well as the monetary cost for legal services.

    High winds and warmer temperatures can increase the chance for wildfires. But, imagine if your lawn service or landscape architect could help you figure out how to design and maintain a yard that is more resistant to wildfires. Monday the University of Nevada Cooperative Extension held a symposium to reach out to landscape professionals who are often on the front lines when it comes to creating defensible space.

    Cooperative Extension Natural Resource Specialist Ed Smith said it's important to enlist landscape professionals in the fight against wildfires. "In my mind it's a no-brainer," said Smith. "If we can get the landscape industry up to speed on wildfire threat reduction, proper vegetation management and reduce the threat, we'll have a very powerful and valuable ally that'll help northern Nevada residents reduce the fire threat."

    About 60 people attended the conference, including horticulture consultant Leslie Lyles. "One of the big things I've learned is how far the defensible space has to be. I've always used the 30 foot rule, but I'm learning now that on slopes it can be 150 - 200 feet depending on the steepness of the slope," she said.

    Reno firefighter Ben Rupert was one of the speakers at the symposium. He talked about why it's important to first responders that the houses they protect have defensible space. "Fuel moisture content is one of the biggest things we look at. The amount of moisture in the plant is very important." He cited juniper bushes as an example of a plant that's highly flammable. Landscape professionals can suggest other materials that can help homeowners reduce the spread of fire. "You're looking at decking, the siding, we have all different types of fire resistant material they can use to assist us," said Rupert.

    Experts hope that landscape professionals can spread the message about defensible space and help stop the spread of wildfires. Leslie Lyles will use this information as when she talks to clients about their plants. "We can't control the weather, and we can't control the topography of our lands, but we can control the fuel source," Lyles said.

    Like a young rock band bursting onto the scene full of blistering bravado, Joe Schmidts new Ireland have made their splash on the rugby landscape.

    No-one should complain about the early success delivered in Schmidts first Six Nations campaign since succeeding Declan Kidney as head coach last summer but when the first act goes so well, as it has with a first championship title in five years brought about by a victory in Paris that broke a 14-year drought, it sets the bar high.

    Stage two of the Schmidt era begins here, with a World Cup 17 months away and while the New Zealander has already made great strides in bringing the winning culture he cultivated at Leinster to the Test arena, there are still important steps to take before Ireland face Canada in their pool opener in Cardiff on September 19, 2015.

    He has just 10 Test matches two this summer in Argentina, three in November, five in the 2015 Six Nations plus the tournament warm-ups to settle not just on a starting side to win Irelands group and avoid facing a Southern Hemisphere giant before the semi-finals but also a wider squad capable of fulfilling his requirement to be every bit as knowledgeable of their roles and capable of executing them as the men on the field at kick-off.

    CHAPEL HILL -- It's one of the most frustrating experiences for drivers, when you park your car only to come back to find out that it's been towed.

    Officials with the Town of Chapel Hill say complaints from the public about predatory towing practices prompted them to update existing towing ordinances that have been in place for a decade.

    "In situations where one party is not equally balanced in the transaction, we have the authority to require reasonableness," said Matthew Sullivan, legal advisor for the Town of Chapel Hill.

    The changes require tow zones to be adequately marked with signage, preventing vehicles from being towed farther than 15 miles outside of town limits. Town officials also revised the ordinance to set a cap for towing fees from private lots and required tow operators call police when towing a car away.

    However, George King, owner of George's Towing, is taking a stand against that ordinance along with another ordinance: the ban of cell phone usage while driving.

    We're responding to the changing landscape of technology. We felt that we needed these additional ordinances to protect our community and the tow operators, said Sullivan.

    Towing is a mobile business. The towing operator does all his business from a cell phone, said Tom Stark, defense attorney for George King.

    King and his defense attorney argue these ordinances give the town the power to regulate how tow truck companies operate despite concerns that towing fees are too high.

    The case went before Superior Court, then the Court of Appeals and now it's in the hands of the state Supreme Court.

    On Monday arguments from both sides were heard before a panel of seven judges. It's up to them to decide if the ordinances will stand.

    A judgment against the Boca Raton-based Fidelity Land Trust Co. clears the titles of hundreds of homes statewide that were signed over to the firm in what the Florida attorney general says was a foreclosure-rescue scheme.

    The company had acquired about 100 homes in Palm Beach County before being shut down by the state in September 2012. It once boasted having more than 250 properties statewide.

    While an attorney generals civil case against multiple connected defendants continues in Broward County, the December judgment against Fidelity rescinds all deeds signed to the firm and declares them null and void. The judgment was filed in Palm Beach County official records last month.

    Fidelity told struggling homeowners it could cancel their mortgages through a complicated legal maneuver that involved suing their lender after the homeowner signed their deed over to the firm. Fidelity also offered borrowers new mortgages through an affiliated company.

    Fidelity made false and deceptive or unfair promises and representations to consumers in order to induce consumers to transfer title to their homes to Fidelity for no consideration and to pay Fidelity thousands of dollars in advance fees for services that could not be delivered, the judgment says.

    The Palm Beach Post first reported about Fidelity Land Trust in June 2012, noting in subsequent stories that it had been given title to properties that ranged from a million-dollar Boca Raton mansion on the Intracoastal Waterway to a $60,000 condominium west of Floridas Turnpike.

    After the attorney general froze its operations and assets, the firm began signing deeds back to its former clients, but real estate lawyers said it was important to get a court order clearing the titles.

    Having them sign a deed back wasnt sufficient because the attorney generals order said everything was frozen, said Alan Polin, a Boca Raton attorney who filed a lawsuit against Fidelity in April 2013 on behalf of former Fidelity clients. Someone could come back and make the point that the deed was invalid because they legally couldnt be operating.

    In May 2013, Polin got a judges order to release the couples home from the asset freeze and void the quit claim deed signed over to Fidelity.

    The damage done by these scams is not only to the consumers who are taken by them, but to the justice system overall because it muddies the water for other consumers and judges as to what constitutes a legitimate defense to foreclosure, said Royal Palm Beach-based foreclosure defense attorney Tom Ice.
