The road to Boulia at a spot where rain has brought relief.

A BLACKENED landscape splashed with green and devoid of livestock, or animals of any kind except flies this is the impression one gets travelling around the states north and far west at present.

Rain around Winton has given the countryside a brilliant emerald green tinge and brought on a frenzy of grasses madly seeding and reproducing, and its a heartening sight to see a triple road train loaded with cattle crossing a grid into a property for a change, rather than hauling another load off to whatever market the landholder can find.

Then you travel north from Kynuna towards Julia Creek and come to the sobering reality of bare ground again, with a few green weeds giving evidence of the only shower of rain that country has received, or north west to McKinlay where all the symptoms of a green drought are standing out very green shoots carpeting the ground but very short.

In other places good grass growth is yellowing and drying out for lack of a follow-up drink.

None of these scenarios will suffice to give landholders reason to restock or feel confident about the approaching winter.

McKinlay mayor Belinda Murphy says all thats been received is storm rain, not a general break to the season.

Rainfalls range from 150mm to 15mm and most people I talk to say that by June or July theyll be back to where they were last October. It wouldnt get us un-drought declared, thats for sure.

The art can stay, but the large parties have to go.

After this summer, there will be no more revelers treading on the grass at Wheeler Park during multi-day festivals. The city of Flagstaff believes the downtown lawn cant handle the abuse, and it will close most of Wheeler Park for July and August this year to replant sod.

That park was not designed as an event facility, and thats why we have issues with the number of people in there, and we have turf damage, said City of Flagstaff Parks Manager Steve Zimmerman. We dont have this going on at any of our other parks.

Zimmerman said that maintenance staff realized they werent giving the grass three weeks of rest between multi-day events, as specified in the parks management plan. And his office has the power to deny permits for maintenance reasons, he said.

City officials decided to approach Pride in the Pines and Hullabaloo to tell them they could either move their festivals this year or move them next year. But the events with more seniority and less traffic will be allowed to stay. That includes Art in the Park on Labor Day and the Fourth of July, as well as other one-day events.

Whats going to happen is after this season, theyre doing this major rework of Wheeler because all the grass is dying, said City of Flagstaff Public Works Section Head Mike OConnor.

He added that Wheeler Park will be closed for maintenance from July 7 to Aug. 29. During that time, a large section of grass will be fenced and off-limits to everyone, including all the other weekend events planned throughout the summer. OConnor said the replanting was happening during those months to take advantage of Flagstaffs wet season.

My goal is to maintain the turf in that park, Zimmerman said. For some of these multi-day events, Ive got to shut off the water. It causes damage to the park. In trying to get that park to look better, we decided to ask two groups to leave and in that process, knowing we cant just tell them Get out of here, we did give them some alternative sites.

But Kathryn Jim, president of Northern Arizona Pride Association, said Pride in the Pines was ready to move anyway and made the choice themselves, approaching the city first they werent pushed out. Pride took a big hit on last years festival and was debating whether they would continue their event into its 18th year.

Cyclone Lusi is broadening her target area with most of the North Island, and the top half of the South Island now in her sights.

The north will be hit first, but a flood-fatigued Christchurch could be in for another soaking, prompting the city council to prepare for the worst.

Those planning outdoor festival events are thinking again.

"A lot of our market and vendors run out of pop-up gazebos three metres by three metres, and in high winds they can become sails and frankly dangerous," said Silo Park Festival's Simon Van Prague.

At Vidal Estate in Hastings, pickers are working 24/7 to bring in a bumper chardonnay crop in case high winds strip the vines.

"The loss of the fruit would be catastrophic, significant at least, and the disease would spread and the quality of the wine would be affected," said Vidal Estate's Hugh Crichton.

So far the only high winds visible is an unrelated miniature tornado in the Waikato.

But as the Bay of Plenty enjoyed autumn, Civil Defence was getting ready and urging others to do the same.

Clinton Naude from Bay of Plenty Civil Defence says to clear drains, gutters, and to secure outdoor objects.

"We don't want the children's trampoline on the neighbour's roof."

Duaiseoir hasn't taken to fences and is best watched after refusing twice in a row. Valid Point won four times here over hurdles and this looks a lot easier than the novice chase he contested at Uttoxeter in November. But he didn't jump very well and hasn't been seen since. HEADLY'S BRIDGE won a novices' handicap by 19 lengths on his debut over the larger obstacles. He looks a natural over fences and has to be backed to double his tally here, despite carrying a penalty. Ata Boy has yet to show much ability in either bumpers or hurdles.

CLEARWATER, FLA. By the end of business Thursday, there was little talk of the Phillies 6-2 win against the visiting split-squad Yankees.

Instead, the conversation focused on an apparent rift between manager Ryne Sandberg and his shortstop, Jimmy Rollins.

It began Tuesday with Rollins telling a Philadelphia Daily News reporter who cares? when the subject of spring training statistics came up. When the season starts, thats when results matter. There really is no other way to put it. No one talks about preseason in June. ... No one does.

Sandberg interpreted Rollins comments as not caring about spring training. Rollins, coincidentally, did not play Tuesday, Wednesday or Thursday.

I wanted him to clarify that because I wanted to make sure that he cared, Sandberg said Thursday. And I wanted to make sure -- I know that everyone else in the locker room cared. So when he told me about what he was talking about, it made sense.

Rollins said that on Tuesday morning as he was preparing to come to work and get on the bus bound for the Phillies road game against the Braves, someone in the clubhouse called him to say Freddy Galvis would be starting instead.

Obviously [Sandberg]s upset about something, Rollins said Thursday before talking to Sandberg later in the day. That doesnt mean its over the course of spring training, it could have been one specific incident. But hes upset about it. Thats something when hes ready, hell let me know.

Sandberg initially said Rollins did not play because he was getting over the flu, a diagnosis Rollins confirmed. The manager also said he wanted to see more of Galvis at shortstop. But then he gave a no comment when asked about Rollins positivity and energy.

On Thursday, Sandberg backtracked.

You know, I would liked to have not said that and expand on what Jimmy has to offer and what he means to the ballclub, Sandberg said.

Forest Hills has become Deforest Hills, a man shoveling snow remarks about the community hes lived in for years. Pointing to his windows, the man says they remain constantly shut. Trees that used to absorb exhaust fumes along the road have been largely cut down, in apparent violation of city laws requiring greenery.

Despite his concern of the lack of trees, the man says he doesnt complain to the Department of Buildings over the violations and chooses to remain anonymous when voicing his opinion.

Honestly Im not looking into getting into anyones kitchen; I wouldnt want them to get into mine, he said.

For community activists throughout Queens who feel that yard violations are becoming a creeping concern to their communities, getting into someones yard (as in their business) at least, is the only way to curb violations.

Whos Violating What?

Enforcement seems to be the bottleneck, said Alex Blenkinsopp of the Woodhaven Residents Block Association about the slow response he says the city has on checking in on the violations.

For Blenkinsopp, implementing yard laws requiring greenery has been an ongoing struggle since the Yards Text Amendments was passed in 2008. Propelled by elected officials such as then-Councilman and now state Sen. Tony Avella (D-Whitestone), who were concerned about the quality of life and the stress to the environment in low-density neighborhoods, the laws restrict what a homeowner could do to his or her outside property.

Prior to the code changes, front yards were not required to be planted but with them, a certain percentage of greenery had to be planted based on square footage, with 20 percent for a yard less than 20 square feet and 50 percent for a yard 60 square feet or greater. The laws also addressed limiting the number of parking spaces, curb cuts and fence height.

Despite Blenkinsopp submitting several complaints to the DOB, which would issue the violations, he says their response is slow and not thorough enough.

One of his grievances over an allegedly illegal curb cut and driveway was dismissed altogether since at the time of inspection, they couldnt locate the illegal driveway, even though the resident had put a sign on his fence demanding that people not block his driveway, he said.
