A move to rescind fees for residential roofing, siding and window replacement in La Crosse cleared its first vote Tuesday.

The citys Judiciary and Administration Committee came out 7-2 in favor of dropping the permit requirement, now $32 for any or all of the three home improvement projects if done within a certain period.

Mayor Tim Kabat has pushed for the repeal, saying it would free up city inspectors to focus on priorities such as code enforcement. He also said voters told him during his mayoral campaign a year ago they saw the fees as a disincentive to upgrading their properties.

The council approved an extensive list of new fees during the 2012 budget process as a way to better control fly-by-night contractors, avoid faulty work in the city and generate funds after significant cuts in state revenue.

Several at the meeting noted Tuesday the fees are not unique to La Crosse but are done in some form in cities such as Eau Claire, Fond du Lac, Oshkosh, Racine and neighboring Onalaska.

Were playing catch-up, council member Francis Formanek said.

He and committee chairman Bob Seaquist were in the minority in opposing the measure, which moves on to the Committee of the Whole. If approved by the full council next week, it would be retroactive to Jan. 1.

The committee also granted another 13 properties a waiver to be registered as rentals during the citys moratorium against single-family home conversions, but did turn down four applications either because the owners were not present or did not demonstrate a hardship if it could not be rented out.

More than 100 homes have been granted waivers during the moratorium, originally to be six months ending in January before it was extended another 90 days, to April 21.

The city is looking at ways to better control the spread of rental properties into La Crosses residential neighborhoods. About half of the citys residential property already is rental, and a staff study for the committee indicated the city could have another 1,400 homes not on the registry.

Building green is thinking green, said Russell Murfey, who co-owns and operates Murfey Construction with his brother Scott. Murfey Home Construction, known for its high-end custom homes, remodels and commercial projects throughout San Diego, is building with green products and technology to provide big savings for both homeowners and the environment.

The company recently completed a custom-built, energy-efficient beach home facing La Jolla Shores Beach. The state-of-the-art home typifies the high-level quality and long-term savings that Murfeys design and construction team provide by using green elements.

The 4,200-square-foot, four-bedroom, four-bath solar-powered home with elevator features well-insulated windows and doors and a high-efficiency heating and cooling system.

It exceeds Californias Title 24 energy requirements with its installed water-efficient plumbing fixtures, including tankless water heaters, Energy Star appliances and LED lighting. Recycled and sustainable materials (such as insulation made from denim blue jeans, engineered wood flooring, sustainable tile and countertop materials, recycled wood and concrete products) were beautifully blended into the building process.

For the Murfey team, building efficiently is a hallmark of the design process. Russell said any well-planned project will provide good exposure to natural lighting and good ventilation.

As with all Murfey-built projects, the team is also using state-of-the-art building products that emphasize green technology to construct Famosa, a mixed-use residential-commercial project on the corner of Voltaire Street and Catalina Boulevard in Point Loma.

The property will include nine contemporary-styled three-bedroom, three-and-a-half-bath townhomes with two-car garages. A few of the 1400-1500 square foot townhomes will include a rooftop deck. The project will also feature 2,128 square feet of retail space for a business suitable to the pedestrian neighborhood, such as a coffeehouse, cafe and shops. Famosa is scheduled for completion this spring.

With our projects, we install highly efficient, cost-effective products whenever possible, including gas appliances, which are less expensive to operate than electric appliances, Murfey said. We build with Quartz countertops and recycled wood flooring, including bamboo and try to keep products out of the landfill by recycling more than 50 percent of the materials we use.
