Residents at Green Lake could soon be getting the sewers they've been demanding for 36 years, and at a reduced cost.
Nanaimo city council voted Monday to cover the entire $3.2-million cost of installing sewer services on public land instead of a proposed 80/20 split that would have required Green Lake's 107 property owners to fork over an additional $640,000.
Katherine Miller, a Green Lake resident who has lobbied council to install the sewers on the public's dime, said the decision is like a breath of fresh air.
"It's what we've wanted all along," said Miller. "It's the responsibility of the city to provide the sewers down the public roads."
Green Lake was amalgamated into the city in 1975 and residents have waited to be hooked up to sanitary sewer services ever since.
Still, landowners will have to pay an $1,800 connection fee, for which council has provided a 12-month grace period once the sewers are installed, as well as for the work which includes pumps, pipes and holding tanks to be installed on their properties.
Tom Hickey, general manager of community services, said the average cost for property owners to have connections completed will be about $7,500.
"Some properties will be significantly more challenging, like blasting rock for example, so they will be more expensive, and some will be less," said Hickey.
Without the city covering the cost of the main line, Miller estimates her costs would have soared to more than $15,000, instead of what she estimates will be half that.
"Once [the sewers] come it means a lot of us with larger properties will be able to subdivide a smaller piece off and stay there, which is my intention. Once I retire, I wouldn't have been able to afford to live on my two-acre lot, but now I can," said Miller. "I can afford the cost over a period of time."

Shoplifting was reported at 2:28 p.m. on May 29 at Walmart, 17432 SE 270th Place.
A residential burglary was reported at 8 a.m. on May 29. Police say an unknown suspect entered a home through the unlocked front door, and stole car keys, a wallet, cell phone and a car from the driveway at the 22200 block of Southeast 250th Street.
A pistol was reported stolen at 8:07 p.m. on May 28 during a burglary to a residence on the 16000 block of 258th Street.
An attempted shoplifting was reported at 2 p.m. on May 28 at Kohl's, 17002 SE 270th Place.

A rapidly growing Catholic Church in Norway has resulted in plans to build a larger cathedral in the northern city of Trondheim.
The new cathedral,expected to be completed in 2015,will cost 80m Norwegian kroner (10m), L'Osservatore Romano reported June 2.
The current cathedral in the city, dedicated to Saint Olav, is too small to accommodate its visitors and too challenging to be renovated. It will therefore be demolished to allow the construction of a new church with adequate capacity.
St. Olav's has seen increasing numbers of Catholic and Protestant pilgrims coming from Norway and the rest of Scandinavia ever since Pope John Paul II visited the city in June 1989.
That visit gave considerable impetus to the church, making it an ecumenical hub, L'Osservatore Romano reported. It also helped increase involvement of the Catholic Church in the ecumenical events of central Norway.
Today's Church in Norway has members from more than 70 different nationalities from all continents. Around 10,000 Catholics are registered in the diocese of Trondheim, while the total number of Catholics in the country totals about 150,000.
When considering whether or not to renovate, the diocese took into account the fact that the cathedral, completed in 1973 by the artist Hkon Bleken, had always had problems such as poor insulation, and rust that had affected the steel structures.
For these reasons, the cathedrals curate, Father Egil Mogstad, said it is time to start the hard work of building a new cathedral, with size, functionality, and architectural form in our city."
He anticipates challenges, but believes they can be managed. For example, he noted the parish is using its temporary chapel to celebrate Sunday Mass and, for large events, they can rent a larger church. He also noted the support they have received from volunteers and mentioned contributions of several dioceses in Germany.
