    COTATI (CBS SF) The fate of a rare redwood tree in Cotati has been decided after the SMART agency agreed on a new location near the citys new rail station.

    The coast redwood tree has grown alongside railroad tracks in Cotati for over six decades, and was saved from removal by the efforts of an arborist and the neighboring community.

    The tree, which grows green and white foliage is called a chimera, and displays both colors from separate sets of DNA. Arborists say the chlorophyll-deficient redwood may be the only chimera capable of producing both male and female cones, making it valuable for scientific research.

    When it was pointed out that this tree had some unique characteristics, SMART then determined that we should move that tree, Matt Stevens, SMARTs Community Relations Manager said.

    SMART announced that the move to City Hall was unfeasible due to power lines along the path on East Cotati Avenue, requiring 25 lines to be disconnected and reconnected.

    The action to award the contract for obstruction removal of trees on private property is on the Boards consent agenda for todays meeting, which is open to the public at 10 a.m.in the Flynn Center, 981 H Street, Crescent City.

    Susan Daugherty, airport program manager for the Border Coast Regional Airport Authority, recommended that the Board award the contract to Mountain F. Enterprises, which was the lowest bidder on the original project with a bid of $477,000, but that project has been scaled back to fit the $113,000 available from Caltrans Division of Aeronautics.

    Gasquet homeowners affected by the project say the project was scaled back because a second survey required more public involvement to determine the need to cut 330 trees that were tagged for removal.

    Donna Ruggles, a Gasquet property owner who has been fighting the project, wrote a letter to the Board saying the project should not have been exempt from environmental review under the California Environmental QualityAct.

    It is clear from the record that the CEQA analysis for this project is inadequate and that categorizing this project as exempt from CEQA is inappropriate, Ruggles said in the letter.

    Del Norte County Community Development Department staff have said that the CEQA exemption is only based on the original project submitted by the airport authority in 2012 and not the 330 trees tagged for removal that the airport authority put out for bid earlier this year.

    During a community meeting in April attended by airport director Jim Bernard and county supervisors Martha McClure and Mike Sullivan, it was determined that the project would be limited to what was reviewed by county staff in 2012.

    But Ruggles letter to BOS also cited other reasons why even the smaller-scaled project should not be allowed to move forward. The county should not be able to use Title III federal funds for the countys match contribution because Caltrans Division of Aeronautics has stated that the match cannot be from a federal or state funding source, Ruggles letter states.

    The flagpole outside of the Washington Parks Department office near Lions Lake is adorned with an ornamental tree, shrubs, flowers and a bench. Its a beautiful tribute to the late Lucile Mauntel, a great among many in the Washington Garden Club, but it wasnt always so.

    There was a time not too long ago when the ground surrounding the flagpole, which was dedicated to Mauntel, was barren.

    Enter the Washington Garden Club.

    Once it came to their attention, members dug in, literally, to plan and plant a garden that would be worthy of Mauntel, who served as president of the National Council of State Garden Clubs at a time when there were 400,000 members.

    Today the Lucile Mauntel Flagpole Memorial Garden is one of three gardens around Washington that the club maintains.

    Others are the pocket garden at the corner of Lafayette and Second streets, across from the Downtown Post Office, and at the Lions Lake bridge, where many people come to take photos for proms, graduations and weddings. Washington Garden Club members also help with gardens at the Downtown Washington Post Office, the old water works building on Front Street and at the Washington Public Library.

    For 75 years now the Washington Garden Club has been actively working to make the community a more beautiful place, even if the approach has changed over the last 7 1/2 decades their commitment has not.

    Theres a verse that I read when I was in middle school, and I think it holds so much meaning for our garden club, said Sally Bocklage, president:

    I have found that those who love a dog, a tree, a bird and flowers are usually thoughtful of larger needs that may be ours.

    Water conservation warning lifted, boil order still in effect after plant floods - June 26, 2014 by Mr HomeBuilder

    HANNIBAL, Mo. (WGEM) - Utility officials lifted a water conservation warning, but a boil order in Hannibal remains through Friday for residents in and around Hannibal.

    BPW customers and Public Water Supply District One of Ralls County residents were asked Monday to begin conserving water after the basement in the treatment plant flooded Sunday afternoon. The conservation warning was lifted Wednesday morning at 8 a.m.

    Monday afternoon, PWSD and Board of Public Works issued a boil order for all customers in the service territories through Wednesday at 1 p.m. That order was extended Tuesday, when officials said the boil order would expire Friday at 1 p.m.

    "Residents are now free to use water as they normally would," Kari Goodman, of BPW said. "However, some customers are experiencing dirty water, so please be mindful when doing laundry."

    An update on BPW's website said water levels were back to normal in the water treatment plant and system tanks Wednesday morning.

    "So anything that we cooked today, we used boiled water on and then for our dinner tonight we're making sure that we even boiled our coffee and tea to make sure we took care of that matter," Executive Director Debbie Catlett said. Ice was another concern for Catlett. So much so, workers went to a gas station to get enough for the day. Resident Tony Weldy said even he didn't fully understand how much water he used until Monday.

    "I do realize it, but I don't realize what all you need clean water for, I guess sometimes, so washing dishes in the dishwasher even or even taking a bath or shower," Weldy said. BPW Director of Operations Heath Hall still isn't sure how this happened, but the department is already trying to figure out ways to make sure they don't find themselves in this situation again.

    "We have several ideas in the works on how to prevent this from happening again, from putting some extra alarms in, to raising the motors up even higher," Hall said. "There are several things in the works, so we're going to try. Many of them very cheap."

    Catlett said it's a wakeup call for anyone who takes their drinking water for granted.

    "It's terrifying to think about it," Catlett said. "We all count on it, we're all so used to it. We're not ready for it really so we're all just going to have to do our best."

    The downtown Maple Ridge apartment building that burned in December 2012 is about to be reborn and will be sporting a new look in a year, says the agent for the property.

    Fire ripped through the top floor of the apartment building at 22355 McIntosh Ave. in the middle of that month and left dozens of people homeless before Christmas.

    Since then, the building has remained burned out and boarded up. Thats all about to change.

    So basically, its going to be a bright new building in there. It should stand out, said Rajinder Chhina, managing the rebuild project for building owner Parmjit Kaur Sandhu.

    Chhina said removal of the exterior cladding should start in a few weeks. The dark red, stucco-like material will be replaced with Hardy board, cement-based panelling, in shades of light blue and yellow along with stone in some places.

    Inside the 21-unit apartment block, the interior has been gutted to the studs, allowing new drywall. New wiring and plumbing, a new fire sprinkler system and a new elevator is also part of the project.

    Chhina said building and demolition permits have already been secured. If everything goes well, we want to start in two weeks.

    Other changes include removing some of the concrete walls at the front of the building and improving the entrance.

    Gov. Jerry Browns proposal for a pared-down $6-billion water bond would include $1.5 billion for water quality projects such as groundwater cleanup and $1.5 billion for watershed protection, according to an outline provided to stakeholders.

    An administration source said negotiations surrounding the water bond remain fluid. But the framework sheds new light on how Brown proposes divvying up funding for the myriad water infrastructure projects that a new bond would finance.

    Browns office would not confirm the document. The governor has not commented publicly on the water issue in weeks, although he did meet with legislative leaders Tuesday to convey his desire for a slimmer bond.

    According to multiple stakeholders who received the proposal, Browns $6-billion framework would include:

    The outline also states that the bond would be neutral regarding the Bay Delta Conservation Plan, the governors controversial proposal to build giant twin tunnels under the Delta to transport water to Central and Southern California.

    The $6-billion price tag is significantly lower than that of the $11.1-billion bond on the ballot. Lawmakers are seeking to replace that bond -- which has been widely criticized as laden with earmarks -- with a new plan.

    So far the Legislature's proposals have ranged from $8.2 billion to $10.5 billion. The plan must get two-thirds vote in the Legislature and Brown's signature to be placed on the ballot.

    Hillingdon council was today due to finish demolishing the two-storey structure at the bottom of businessman Syed Hussains back garden in Hayes, after a lengthy planning dispute.

    When officials gained access this week to enforce a destruction order, they found that it had been fitted with a kitchen and appliances.

    Illegally let outbuildings are a growing problem in London, with people often living in cramped conditions.

    London Fire Brigade says 13 deaths have been caused by fires that started in makeshift homes since 2009.

    One of Mr Hussains neighbours said: Well have a party when its ripped down. Another resident, who did not want to be named, said: It has been a nightmare. I cant be sure anyone has lived there but you could hear them coming and going at night.

    Enforcement action began after Mr Hussain constructed a larger building than allowed by his planning permission. It started as a one-storey garage.

    Mr Hussain claimed the building was a legal size, that no one had slept there, and that it had never been his intention to illegally let the building.

    He said: I had a lot of plans for the building, that it would be an office, another space for my family, but not somewhere where anyone would live. He added that the kitchen was there as he thought it would be useful.

    It is the first time that Hillingdon has had to demolish an outbuilding itself.

    A planning inspector dismissed an appeal by Mr Hussain against a council enforcement notice to demolish the building, and two applications to judicially review the appeal decision at the High Court were refused.
