KUALA LUMPUR: The move by the Home Ministry to make it compulsory for individuals applying for a job as security guards to have their identity cards (ICs) confirmed with the National Registration Department (NRD) effective September 1 is seen as enhancing public confidence on the service provided.
This is because the effort to improve security clearance management can address public ire on the occurrence of crimes involving security guards such as several cases that have happened previously.
Security Services Association of Malaysia president Datuk Shaheen Mirza Habib said the robbery incident in Subang Jaya last year involving a security guard who was found to have used a false IC, has become a lesson among many security firms.
In the Oct 23, 2013 a woman bank officer was shot dead in the head by the banks own security guard before fleeing with cash from the safety vault.
The new regulation will enhance the aspect of security in our industry, which really must stress on the security factor, he told Bernama yesterday.
The move was announced by Home Minister Datuk Seri Ahmad Zahid Hamidi yesterday to ensure all security guards were Malaysians and possessed valid ICs and, therefore, curb the use of false ICs by security guards.
Touching on security firms that recruited foreign workers besides Nepalese, Shaheen said the high demand was more on irresponsible firms that took advantage of foreigners who were not permitted to work as security guards.
We only have 30,000 Nepalese security guards. Demands (for them) are high resulting in some firms to be greedy and wanted to get workers as soon as possible and recruiting foreign workers illegally without the relevant process with the ministry, he said.
For the cash-in-transit and banking sector, he said, only locals were allowed to work while Nepalese nationals were permitted to work at private companies on a three-year contract.

DIXON New road closures in Dixon this week will be for the Petunia Festival, not a result of the downtown streetscape project.
Peoria Avenue, from First Street to Third Street will remain closed. So will First Street, between Hennepin and Galena avenues; Ottawa Avenue, from First Street to Second Street; and the south side of First Street, from Galena to Crawford avenues.

Progress farther west on First Street, according to information from the engineering companies, will wait until after the Petunia Festival, which runs Wednesday through Sunday.
Construction on Peoria Avenue includes sidewalks, landscape areas, preparation for road paving, curb and gutter work, installation of underground electrical connections, and construction oflight pole bases.
Starting today, River Street, from Peoria Avenue to Galena Avenue, will be closed for Petunia Festival setup. Beginning Tuesday, Hennepin Avenue will be closed from First Street to River Street.
In April, the Dixon City Council awarded a contract for the streetscape work to Fischer Excavating Inc., of Freeport, for nearly $5.8 million, a portion of which will be paid for by KSB Hospital for work to a parking lot off Ottawa Avenue.
The city also contracted Wendler Engineering Services Inc. and Willett, Hofmann & Associates, for a combined $321,000, to do engineering work and planning for the project, bringing the total streetscape cost to about $6.1 million.

WIMBLEDON Francis Tiafoes introduction to Wimbledon couldnt have been more fitting.
Scheduled to open play Saturday afternoon in the Junior Championships, as Wimbledons tournament for 18-and-under players is known, Tiafoe arrived at the practice courts for a 12:30 p.m. warmup just as it started raining.
After the skies cleared, he trudged back to the practice court, but the skies opened again before he hit the first ball.
Finally, after whiling away the afternoon in the junior players lounge listening to music, reminding himself to drink water and guessing how much to eat, Tiafoe was informed that his first-round match had been postponed until Monday, along with several dozen other matches, because of scheduling havoc wreaked by the weather.
You see it so much on TV, the rain delays at Wimbledon, Tiafoe said. This was the first time I experienced one. Its not easy, but youve got to stay focused and be ready to go.
Tiafoe, of Riverdale Park, has spent most of his 16 years in a tennis bubble, having picked up the game at 5 while his father worked as a maintenance man at College Parks Junior Tennis Champions Center. But he had never set foot on a grass court or owned a pair of grass-court shoes with pimpled soles until two weeks ago, when he and a contingent from the JTCC flew to London to compete in a Wimbledon tuneup at nearby Roehampton.
Frank Salazar, the centers director of high-performance training, prepared the youngsters Tiafoe, 16-year-old Raveena Kingsley and the Arconada siblings, Usue, 15, and Jordi, 17 for the quirks of grass-court tennis as best he could. All earned spots in Wimbledons 64-player boys and girls draws.
Salazar warned them that the ball wouldnt bounce as high, so they needed to bend their knees and stay low to the ground. He advised them to shorten their backswings to quicken their reaction time. And then he let them hit just for fun to get a feel for it, and then in a more structured way.
As the No. 7 seed here, Tiafoe is finding out that competing on grass is something he must learn by doing, with a racket in hand and sod underfoot.

Under legislation, weddings must take place at a location easily identifiable with an address and open to the public at reasonable times
A leading organiser of secular weddings is preparing a legal action against the State over what it describes as a narrow and arbitrary interpretation of legislation which has stopped it conducting outdoor ceremonies.
The Humanist Association of Ireland was granted the legal authority to solemnise weddings in late 2012 and will preside over more than 600 ceremonies this year. However, it has been blocked from carrying out the wishes of couples seeking to marry al fresco by the General Registrars interpretation of the legislation which is so narrow as to not make any sense.
Under legislation, weddings must take place at a location easily identifiable with an address and open to the public at reasonable times. According to the associations director of ceremonies, Brian Whiteside, the States current position is that this can only be a permanent structure.
The humanists have had multiple exchanges with the General Registrar in recent weeks trying to reach a comprise.
The General Registrars office said it insisted on weddings being held indoors to avoid situations where marriages are solemnised to which there may be an impediment, to prevent forced marriages, and to provide an opportunity for the making of objections.
It did not explain how four walls and a roof could safeguard against such eventualities.

Abbey proves an inspiration to youngsters

THE historic surroundings of Fountains Abbey were the perfect inspiration for students in a unique new link between the World Heritage Site and Ripon Grammar School.
The National Trust property provided the backdrop for imaginary public events the youngsters were tasked with developing as part of a literacy project.
The schools literacy coordinator, Sally Dring, said: "We held a pilot project with Fountains Abbey last year so this is the first time we've done this for real.
"The initiative is based around literacy but also incorporates numeracy, history, business and other subjects.
Fountains Abbey learning officer Emma Manners visited the school to brief the students on their task - to develop an event incorporating the unique character of the place and appealing to a range of visitors.
They were given an imaginary budget of 200 plus resources including water, power, tables, chairs, rugs, gazebos and a catering barbecue, and the services of a member of staff and two volunteers.
Divided into groups, the students had to decide the exact location of their event within the estate.
"In outlining the task to the students I kept the brief as close to a 'real' event as possible, including all the things we have to consider when planning an event, in particular thinking about the target audience," said Ms Manners.

If you thought you had it bad the morning after the night before then spare a thought for the army of workers whose job it is to clean up after the Glastonbury festival.
With the party officially over, campers had until 6pm today (Mon) to leave the farm and allow the clean-up operation to get into full swing.
A litter picking crew of around 800 will spend up to six weeks clearing the 1,200-acre site, which has been left carpeted in rubbish.
An estimated 11 tonnes of clothes and camping gear will be abandoned, including 6,500 sleeping bags, 5,500 tents, 3,500 airbeds, 2,200 chairs, 950 rolled mats and 400 gazebos.
It is thought that the festival organisers will spend around 780,000 collecting the rubbish from across the site.
It is expected that volunteers will sift through around nine tonnes of glass, 54 tonnes of cans and plastic bottles, 41 tonnes of cardboard, and 66 tonnes of scrap metal.
Nearly 200 tonnes of composted organic waste is also removed from the site throughout the five day festival, which was this year attended by 175,000 people.
Last year 49 per cent of all the waste was recycled but organisers are aiming for 60 per cent this year.
The fields of Worthy Farm will then be returned to grazing dairy cows.

FLINT, MI -- Police are searching for the male driver responsible in knocking down two fences outside a West Bristol Road business.
Police were called for a hit and run around 10 a.m. Friday, June 27 in the 2000 block of West Bristol and spoke with security who informed them a hit and run took place three days earlier.
An officer checking surveillance video noticed a dark-colored pickup truck westbound on Bristol Road. The vehicle can be seen entering the property and striking a fence on the west side of the property.
The vehicle continued traveling across the property, according to a Flint police report, struck an east side fence and pushed it into a parked vehicle.
The driver is seen getting out of his vehicle and checking it for damage before driving off.
A rear driver side tail light was damaged on the parked vehicle, along with damage to the fence areas. No further suspect information was available at this time from police.
