    California 'water cops' on patrol to bust lawn-sprinkling offenders - October 21, 2014 by Mr HomeBuilder

    California water cops are on the patrol, combing the streets of various communities to make sure nobody is watering their grass or washing their vehicles without government permission even asking neighbors to turn in neighbors who go against the states drought rules.

    Some even bring cameras on the job to catch violators watering their lawns at night, Reuters reported.

    If I can get a good picture if theres a lot of water Ill cite them, said Paul Brown, a hired meter reader who was patrolling his Sacramento-area neighborhood when he heard a running sprinkler system, Reuters reported.

    Mr. Brown said he specifically asked to patrol that particular area because a lot of neighbors were complaining about others in the community who were wasting water, Reuters reported.

    For the unlucky water sprinkler owner, Mr. Browns patrol brought on a warning but subsequent offenses could bring a fine of up to $500, Reuters said. A second offense would also require the homeowners to attend a meeting on how to save water.

    Sacramento has hired six water cops like Mr. Brown to patrol the streets for water violators and to field telephone calls from residents who want to turn in their neighbors, Reuters said.

    The patrols and tattle-telling seems to be working. Water use in the city fell by 25 percent in August 2014, compared to August 2013, Reuters said. And around the state, water use fell by 11.5 percent in that same month, compared to August 2013.

    Regulations make better results than voluntary exhortations, said Felicia Marcus, chairwoman of the State Water Resources Control Board, on the new enforcement measures, Reuters reported. People want to know that everybody else is doing it.

    In Los Angeles, the city has fielded 4,400 reports of water use violators leading to 2,200 warning citations. And Long Beach officers residents have the ability to use a water-waster app for their smartphones so they can report neighbors and businesses who use water to clean sidewalks, or who fail to repair water line leaks, to the conservation authorities, Reuters reported.

    Moving is the worst.

    Back in 2006, the wife and I fled New Jersey for a small mountain town, following in the footsteps of countless members of the witness protection program. We needed a moving company, and since my wife was on summer vacation at the time, she took charge of the process.

    Understand, however, that my wife is a once-in-a generation gentle spirit. Shes a kindergarten teacher by trade, so shes largely sheltered from the seamy underbelly of the adult world.Unfortunately,theres a point wherebeing kind and trusting borderson navet.All of this is just to saythat my wife is the kind of person who would happily include our bank account in an email if she thought it would help the deposed prince of Nigeria.

    So anyway, my wife interviews a potential mover over the phone, and receives a price quote thats one-third of the competitions. Sealing the deal, however, is the vibe she gets from the person on the other line; hes clearly just a great guy thats willing to move our stuff 2,000 miles for one-third the price out of the kindness of his heart, and not, say, a shiftless Russian mobster.

    Of course, he turns out to be the latter. Thankfully, we narrowly avoided getting ripped off because my wife, in another display of her giving nature, was so enamored with the mover that she recommended them to her friend, who was also heading to Colorado the week before us. We got an inkling that something was amiss when the friend got to Colorado, only to find that all of her furniture was being held hostage at a weigh station in Kansas, and the movers wouldnt deliver it unless she wired them three-times the originally quoted price, in cash.

    Needless to say, timing is everything.

    But heres the thing: even when movers arent stealing your stuff and holding it ransom, theyre breaking it. Its so commonplace that most moving companies will execute a contract with you that allows you to seek reimbursement when your armoireis inevitably reduced to kindling.

    This all leads us to the point at hand: last week, the IRS issued a Chief Counsel Advice regarding moving companies that offers a nice illustration of therules governing the timing of a deduction for an accrual method taxpayer; specifically, the interplay between the economic performance rules and the recurring item exception.

    In the CCA, the moving company (Movers) offered customers a contract that formalizedMovers level of liability. The contract provided two options for placing a value on broken items: under the first option, Movers liability was capped at an amount equal to the greater of X or Y (these amounts are not explained in the CCA), while the second option limitedMovers liability to amounts lost or stolen.

    LEE COUNTY, FL -

    We are uncovering new information about the death of a Cape Coral teenager who was fatally struck by a Lee County Sheriff's Office deputy's cruiser while riding his bike.

    According to a newly released report detailing the full investigation, LCSO Deputy Douglas Hood was not driving in his lane, when his vehicle struck Austin Dukette, 15, on Kismet Parkway in Cape Coral in August.

    The report shows the deputy was adjusting the brightness on his vehicle computer around the time he collided with Dukette.

    Cape Coral Police Department's investigatory report reveals Lee County Deputy Douglas Hood was not watching the road moments before the collision that killed Dukette. Hood told investigators in the report that he was lowering the brightness of his laptop's computer screen.

    When he looked back up - Hood said he tried to swerve out of the way, according to the report.

    Residents are reacting to what happened.

    "I think he needed to pull over and do that before - I mean it was too late after he had already ran the child over," said Robin McDuffie, who lives near the location of the crash.

    Cape Coral police found that Hood was at fault along with these other details: He was not driving within his lane at the time of the crash; was not looking at the roadway as he was driving moments prior to the crash; and not driving in a careful manner.

    As a result of those findings, Hood was cited with careless driving.

    FOR Michelle Simcock, life was a struggle seeing her baby boy grow up to become an active little toddler and not be able to join in his fun.

    Weighing 19 stone, the single mum was constantly lacking the motivation and the energy to go out and do things.

    But wanting to be more involved in her three-year-old Alfie's active life, Michelle was determined to slim down for him.

    And in just under a year after joining the Chell group of Slimming World in June, 2013, she has managed to shed an impressive five-and-a-half stone, and drop 10 dress sizes.

    "When I had my little boy, I just wanted to do everything I could with him," said the 38-year-old, from Harriseahead. "I didn't want to be an overweight mum in the playground. "It could have meant bullying for Alfie and I never wanted that for him.

    "I'd always felt uncomfortable doing things, but he was the real reason I took the first step and joined a group."

    But it was only after Michelle had joined the group did she find the desire to change the way she looked. "It was very daunting getting on those scales for the first time," she said.

    "I was so shocked at how much I weighed. I'd deluded myself into think t wasn't so bad, but I thought now I can see how big I am, I never want to go back to that. "I'd always been a bit of a yo-yo dieter, but that was the heaviest I'd been.

    "From that point on I was 100 per cent committed to the plan."

    Milford There are two candidates running for the Senate District 18 seat. Incumbent F. Gary Simpson is a Republican from Milford. Challenger Patrick Emory is a Democrat from Lincoln.

    District 18 stretches from the Delaware Bay to the Maryland line. It begins at the northern border of Sussex County and includes Milford, Ellendale and Greenwood.

    Pucketts, the longstanding Nashville-area group of restaurants, plans to take over the space that TGI Fridays had occupied next to the Tennessee Aquarium.

    The family-owned restaurant plans to open its first Chattanooga location at 2 Broad Street in spring 2015.

    Known for its southern comfort food, Pucketts brand extends back to the 1950s with a small grocery store in the village of Leipers Fork, Tenn. Today, Pucketts Gro. & Restaurant has locations in downtown Franklin, downtown Nashville and downtown Columbia.

    Pucketts plans to create a more expansive dining atmosphere in the 6,750-square-foot space on the riverfront, making it conducive to live music. Construction could start as early as December.

    Weve been wanting to come to Chattanooga for a couple years now, said Andy Marshall, Pucketts owner. I love what the city is about. I love how active the city is that it has so many good independent operators in one area.

    Pucketts makes everything from scratch, including its barbecue, an 18-hour process, Marshall said. It sources from local farms as much as it can, he said.

    TGI Fridays had operated downtown from 1993 until late September, when it closed abruptly. The restaurant included more than 200 seats and operated as a franchise before the parent company acquired the location in 1996.
