PennDOT officials were assessing how to restore traffic flow to normal Wednesday because of a retaining wall on a bridge that started to collapse a day earlier under the westbound lanes of Interstate 70 in Rostraver.
Our thing right now is coming up with a plan to get it stabilized and resume with the rest of the project, PennDOT spokeswoman Valerie Petersen said.
We don't have any estimate on how long it's going to take, she said.
Officials shut down the interstate Tuesday afternoon after workers discovered the retaining wall between exits 46 and 43 was moving. Beech Construction Inc. of Carnegie is replacing the bridge, which spans Wheeling and Lake Erie Railroad tracks, Petersen said.
Traffic traveled over that section of bridge earlier Tuesday, Petersen said.
As they were working on it, (the retaining wall) kind of started to move, Petersen said. We needed to get traffic off the road.
Detours were set up, first manned by state police and others. The changes in traffic flow caused confusion and congestion, especially in the area of nearby Route 201.
There was a detour put in place. I don't know about signs, but we had people there moving people through, Petersen said.
Claire Holbrook, owner of Exxon 70 along Route 201 (Rostraver Road), watched traffic slow to a crawl in front of her business Tuesday evening.
It seemed like it was moving, but slowly. It was bumper-to-bumper. I think I did have some people (motorists) come in here. I know when it's bumper-to-bumper like that, sometimes people don't want to get out of line, Holbrook said.

The Tiruchirappalli City Corporation has begun the construction of retainer wall along the new bridge across the Uyyakondan canal built as part of the Anna Nagar link road.
A sum of Rs.70 lakh has been allocated for the work. The retaining wall is being constructed to retain the soil in the elevated curve along the link road connecting Anna Nagar Main road and Lawsons Road near MGR statue. It is expected that the wall will resist the lateral pressure of soil along the unnatural slopes of the link road. The 9-10 feet wall will extend for about 50 meters.
R.Chandran, Executive Engineer, Tiruchirappalli City Corporation, told The Hindu on Wednesday that the retaining wall would enable the opening of vehicle traffic from the MGR Statue to Anna Nagar Main Road, in addition to the trial run of existing one-way traffic from Anna Nagar Main Road to Lawsons Road. Similarly, laying of approach roads has also been undertaken. It had been decided to complete all works within a month. Traffic on both sides (two-way traffic) on the link roia was likely to be opened from November 15. Once the works were completed, there would be no need for the vehicles to pass via Pattabiraman Pillai road to enter Anna Nagar main road.
Similarly, corrective works had also been taken up to protect the mainline of Underground Drainage (UGD) which is passing near the newly formed link road in Anna Nagar.
The link road project was initially sanctioned at an estimate of Rs. 4.38 crore, which included a grant of Rs.1.20 crore from the Seed Capital Assistance Scheme of the Department of Town and Country Planning.
