The Logan-Hocking school superintendent was at a meeting at Logan High School in the spring when he smelled sewage.
Stephen Stirn asked a maintenance worker if there was a problem in the building. No, he was told. The high school has been connected to the Logan city sewer system since opening in 2008. Stirn contacted the Hocking County Health Department.
His tip led sanitarians to a recurring problem raw or partially treated sewage seeping into a ditch across the road from the high school on Rt. 328. It was leaking from a failing septic system or systems among the 14 houses along that stretch of road.
Sewage has been leaking into the ditch since at least 2009, health-department records show, and despite inspections and some repairs, nothing has been done to permanently stop the escape of effluent.
Its a pretty bad odor, Stirn said.
Whats more important, raw or inadequately treated sewage also contains bacteria and viruses that pose public-health and environmental threats.
State health officials hope that new rules governing septic systems across Ohio will help residents install and maintain well-running systems that capture, treat and disperse their household sewage safely.
The rules are to take effect on Jan. 1, replacing rules in place since Ohio enacted its septic-tank law in 1977. The rules are expected to reduce the number of failing septic systems, mainly by requiring county health departments to inspect systems regularly rather than wait until problems occur, and by requiring modern design methods for new or altered systems.
An estimated 31 percent of a reported 628,493 home septic systems in Ohio are leaking untreated waste into the ground and streams, the Ohio Department of Health reported in a 2012 survey of county and city health departments.

MEMPHIS, TN -
(WMC) - Cobb County police in Georgia recovered two stolen Porsches at Riverside Apartments outside of Atlanta on Tuesday.
The tag numbers and VIN on the cars confirm the vehicles were stolen from Tennessee.
Memphis police reported Wednesday that one of the Porches recovered in Georgia was stolen again from a wrecker yard.
This comes after seven luxury Porsche cars were driven off a Memphis dealership in a heist on Tuesday.
Memphis police cannot say yet if the cars recovered in Georgia are the ones stolen from Gossett Porsche on Covington Pike. They are still investigating as of Thursday evening.
Five cars were located in Memphis on Wednesday, and that resulted in four arrests.
Douglas Scott, Jettie Harris, Michael Ward, and Lauren White are charged with auto theft and conspiracy after seven cars were stolen.
Harris came from Atlanta to drive the Porsches back to Georgia's capital, according to the affidavit.
Police say he pulled up into the Crowne Plaza parking lot on Second Street to get two Porsches; officers were there towing the cars.

A five-alarm fire tore through two neighboring triple-decker homes in East Boston early yesterday, displacing 34 residents and leaving two firefighters with minor injuries, authorities said.
Firefighters responded to 1051 Saratoga St. just before 1 a.m. and found the rear porches on fire before the blaze later spread to a neighboring home, said Boston Fire Department spokesman Steve MacDonald.
Everyone inside was safely evacuated, said MacDonald. They were fleeing out of the two buildings as firefighters were arriving.
Josephine Ruggiero, a St. Andrew Road resident, said she worried the fire would spread to her home, which backs up to the two buildings on fire.
It was horrible, said Ruggiero. The flames were really bad. It was unbelievable like an orange ball of fire.
Daiki Sato, 22, who carried several black trash bags of his belongings, said he only found out about the fire when he showed up to move into a second-floor apartment at 1053 Saratoga St. yesterday. He said he hadnt met his roommate yet.
Two firefighters one with a knee injury and the other with heat exhaustion were treated and released, according to MacDonald.
The blaze began at 1051 Saratoga St. and later spread to 1053 Saratoga St.
The fire was in one building and it jumped to another building, said MacDonald. Theres probably 7 feet between each house. The houses are close together.
Damages were estimated at $1 million and the cause of the fire remains under investigation, MacDonald said.
