ST. LOUIS Two months ago, amid much fanfare, Mayor Francis Slay kicked off an effort that put 51 homeless veterans into their own apartments in one day.
After so many years of wrangling with red tape, many of the vets couldnt believe theyd get free rent and utility assistance, until they were dropped off with a set of keys.
One of them, Kevin Stradford, 55, still cant believe it. His power was shut off Wednesday for unpaid bills. Two other veterans in the apartment complex in the 3100 block of Cherokee Street had the same pink slips hanging from their door knobs.
Program managers said five other veterans in the program were expected to have their power turned off.
They are supposed to take care of us up to a year, Stradford said. Ive got no income. They are not living up to their end of the deal. I cant even open my freezer because all my meat is in there. Who is going to pay for that when it goes bad?
Stradford said hed passed along cut-off notices hed received in the mail from Ameren to Gateway 180, the nonprofit agency in charge of case management for the rapid rehousing project hes part of.
Stradford said Gateway 180 told him that it doesnt pay the bills, just submits the paperwork to the city, which receives federal funding for the program.
Kathleen Heinz Beach, executive director of Gateway 180, said Wednesday that the program has been a contractual nightmare because the city is bailing on their agreement to pay the bills.
Its been difficult
The citys former director of homeless services, Antoinette Triplett, came up with the idea to put the vets into apartments. Its easier to provide wrap-around services and case management if people are housed.

MANCHESTER The opening of a new center for entrepreneurs at MCC on Main is the highlight of Imagine Main Street's First Thursday event.
The dedication of the Viscogliosi Entrepreneurship Center is set for Thursday from 7 to 8:30 p.m. The event will include remarks by Tom Chappell, co-founder of Tom's of Maine and Ramblers Way Farm, and Mayor Jay Moran.
The center was made possible by a donation from residents Paula and Anthony Viscogliosi, organizers said. The center is meant to provide students, entrepreneurs and small business owners "with opportunities to explore and develop their business passion and vision through innovative and informative educational and networking opportunities," said officials from Manchester Community College
Anthony Viscogliosi is "an accomplished entrepreneur and business strategist with a track record for leading businesses from startup, through commercialization and expansion," college officials said. Paula Viscogliosi is also an entrepreneur and interior decorator who created a rug design and manufacturing business, with gallery locations in Manhattan.
Tom Chappell is an entrepreneur, environmentalist, philanthropist and author. After Chappell and his wife, artist Kate Cheney Chappell, settled in Maine to live a lifestyle closely connected to nature, they founded Tom's of Maine, a pioneer in the natural personal care business.
A reception will follow the dedication. The event is free and open to the public, but space is limited and reservations are required. For more information, contact Diana Reid at 860-512-2909.

The Australian Institute of Architects will ask Brisbane City Council to redraft a "fluffy cartoon"plan to develop South Brisbane that it says has no details.
It will also add its weight to calls by 1700 residents on Wednesday to ask Deputy Premier Jeff Seeney to extend the Friday deadline for public submissions on the future of the riverside land.
AIA Queensland president Richard Kirk confirmed architects had raised major concerns over the Kurilpa Peninsula plan with council's planning team at an industry briefing on September 25.

"The Kurilpa Master Plan is a world-class opportunity for Brisbane and deserves a world-class process," Mr Kirk said.

"And we have not seen that world-class processs."
The Queensland chapter of the AIA hosted last week's briefing, attended by the Urban Design Alliance of Queensland, architects and landscape architects.
Briefing notes seen by Fairfax Media show industry figures questioning traffic, the proximity of buildings, the amount of green space and the purpose of the site.
