A fly fisherman stands in the middle of a river, whipping his fishing line back and forth as if he were an artist painting a masterpiece. Its a natural movement, and the 8-foot rod acts like an extension of his person, similar to the weapon he once held fighting in the Iraq War.

A whistling sound echoes as he sends the weightless fly soaring into the clear water where hungry trout await its descent. The trick, some say, is launching the lure with dead-eye accuracy. It is an art that is performed on a four-count rhythm between ten and two oclock, writer Norman Maclean explained in A River Runs Through It.

The art of fly-fishing is being perfected on the Lower Mountain Fork River that flows through southeastern Oklahoma by veterans from Project Healing Waters North Texas. The local organization is a branch of a larger nonprofit, Project Healing Waters Fly Fishing, dedicated to the physical and emotional rehabilitation of disabled active military service personnel and disabled veterans.

There are an infinite number of lessons that rivers teach us, Matt Symthe, a veteran, wrote on the nonprofits website. Project Healing Waters Fly Fishing works to give [injured veterans] something sustainable something positive that they can carry with them on their journey home, instead of the weight that has followed them back from war.

Former Gunnery Sgt. Lew Duckwall, a Lake Dallas resident, is the man behind Project Healing Waters North Texas. He takes a group of wounded warriors throughout the year to the Lower Mountain Fork River, located at the foothills of the Kiamichi Mountains, to spend three days lost in the beauty of Beavers Bend State Park.

I want people to know, said Duckwall, that the person who started this, who will be with them on every outing, understands what theyve been through because Ive been through it, too.

Like Clint Eastwood in Heartbreak Ridge, Duckwall has a hard-edged presence shaped in part by the Iraq War, Operation Desert Storm, and a skirmish in the 80s in Central America that hed rather not discuss. But theres also something humble about him, seen as he slowly made his way toward a sitting room in the home of a Project Healing Waters volunteer in Corinth, where he discussed the goals of his new chapter that he began early last year.

Its a humbleness of a person whos nearly lost everything yet rediscovered his purpose, a newfound respect toward life, you might say, or an awareness that comes only from experiencing tragedy.

Duckwall comes from a patriotic family. His grandfather served in World War II, and his uncle fought in the Vietnam War. He had always admired people who served their country during times of war, so he joined the military a year after he graduated from high school in 1979.

According to the Associated Press, the resignations of two ministers in Abes newly reshuffled Cabinet and reports that political funds of the replacement trade minister were used in a visit to a sex show bar were just the start.

Those reports got people digging into the riches to be found in publicly available political funding disclosures.

They show some lawmakers spending hundreds and often thousands of dollars a night on visits to restaurants and mahjong parlors, while ordinary households are struggling to keep up with rising costs for food, heating and other necessities.

The most recent opinion polls show Abes approval ratings slipping to around 50 per cent. They had mostly been in the 60s since 2013.

The controversies are unwelcome distraction at a time of sharpening divisions within the ruling party over whether Abe should press ahead with a sales tax hike next year that is needed to help fix the tattered finances of the worlds third-largest economy.

News of possible election law and political funding violations forced the resignations last week of Abes justice and trade ministers, both among the five women who had just taken office in the early September Cabinet reshuffle that showcased Abes commitment to stronger roles for women in leadership.

Its a serious setback. So much of the Abe Cabinets shine was due to its aura of invincibility and inevitability, said Michael Cucek, a Tokyo-based analyst and fellow at Temple University Japan.

Troubles over campaign funds and related issues have long contributed to Japans famous revolving door politics. Abes first term as prime minister, in 2006-2007, ended when he was driven from office by scandals and health problems after just a year.

Butler County, MO

Route 72 in Bollinger County will be reduced to one lane as Missouri Department of Transportation crews perform shoulders repairs. This section of roadway is located from Old Route 72 to Route B.

Existing lanes of Route 67 from CR 323 to Route 160/158 will be signed as Route C. The north end of Route C (existing Route 67) will remain closed for about two months as work is completed at the intersection of Route 67, Route C, and CR 323.

Cape Girardeau County, MO

The City of Jackson's annual Asphalt Street and Sidewalk Improvement Program is scheduled to begin at 7 a.m. on Thursday, Oct. 16, weather permitting. The schedule includes:

Starting at 8 a.m. on Monday, Sept. 29, contracted concrete slab repair and replacement will begin on Silver Springs Road between Independence Street and Bloomfield Road in Cape Girardeau. The work will cause lane closures. The expected project completion time is about four weeks.

MoDOT plans to replace the bridge on Route 61 over Hughes Creek - two miles from Route CC. Construction is set to begin in 2015.

Property owners adjacent to the bridge will have access to their properties. A marked detour is proposed here:

From the north: Route 61 south to Route KK, west on KK to I-55, south on I-55 to Route E, then east on Route E to Route 61.From the south: Route 61 north to Route E, east on Route E to I-55, north on I-55 to Route KK, then east on KK to Route 61. Maps are available at MoDOT's Sikeston Office on N. Main St. Property owners can request a hearing in writing if affected.
