Missoula County commissioners bent the ear of U.S. Sen. Steve Daines new field representative Tuesday and asked for the senators support in passing the Forest Jobs and Recreation Act, and to help free up funding for a planned Seeley Lake sewer system.
Commissioners also asked Dylan Klapmeier to relay their concerns to Washington, D.C., regarding pipeline safety, and to ask the Montana Republican to support an amendment by Sen. Ron Wyden, D-Ore., that would retroactively fund the Secure Rural Schools Act.
The program expired last September and was not reauthorized by Congress. The act provides consistent funding to counties that include U.S. Forest Service lands.
If that was reauthorized right now, it wouldnt include the last year, so wed basically have a years gap in funding, said Chris Lounsbury, the countys chief operating officer. In Missoula County, thats just shy of $1 million in road and school projects.
Wyden has introduced an amendment to the Keystone XL pipeline that would retroactively fund the Secure Rural Schools Act. Doing so would also restore roughly $70,000 in fuel mitigation to the county, Lounsbury said.
It has a huge impact to Missoula County, he said. Sen. Wyden is looking to make sure it goes retroactive, and wed certainly support Sen. Daines taking a look at that.
Klapmeier introduced himself to county commissioners and staff Tuesday and asked for their concerns regarding state and federal legislation.
A planned sewer system in Seeley Lake topped the county's list of concerns. Commissioner Jean Curtiss said the system has been designed and funding has been allocated for construction.
But the final funding source is being held by the Army Corps of Engineers, and only the Senate can appropriate the money. Curtiss asked for Daines help in releasing the funding.
Our goal is to ensure this improves public health in the community, but doesnt financially make it too burdensome for the folks who live there, Curtiss said. There are a lot of pieces to this, and that last piece keeps holding it up. Its just a matter of appropriating the money.

Revised zoning regulations in Lake Elsinore soon will soon allow property owners to build custom homes and other structures on the northeastern shore, activity that has been banned for over three decades.

For years, owners of properties along Lake Elsinores northeastern shore have clamored for the right to build there.
They soon will have that right as a result of City Council action this week. The council voted 4-0 Tuesday night, with Daryl Hickman absent, to approve revised zoning in an area dubbed the Lake Edge District, which wraps around about two-thirds of the lakefront that is within the citys jurisdiction.
The most significant change in that district is a newly created lakeshore zone stretching between Elm Grove Beach park near downtown to the northwest corner of the lake, about where Lowell Street meets Lakeshore Drive.
Once the revision becomes effective in about 45 days, property owners within that zone will have the right to install custom homes and even restaurants, hotels and tennis courts if permits are obtained.
Such development hasnt happened since the early 1980s when a huge flood wiped out nearly all housing along the shore. While a few homes remained, the city banned further development there because of the flood potential. That possibility was has greatly reduced, however, after the Army Corps of Engineers reconfigured the lake, including the installation of a levee at its southeast end.

Nothing beats the look of real wood. Natural woods add eye appeal to any part of your home, but are especially important in highly visible outdoor decks, porches, and ramps. Of course, these structures will also need to conform to building standards so you and your family can enjoy them in comfort and safety. Here are some questions to consider when you are planning to build a ramp, porch, or deck.
Is a permit necessary when you are planning to build a deck, porch, or ramp?
That depends. According to where you live, you are likely to need a permit if the structure will be more than 30 inches above grade at any point, or constructed on top ofa part of your home (such as a basement). In such a case, you will need to submit drawings of both the lot and the planned construction for approval. The design must conform to the International Residential Code (IRC). Be aware that inspection of the projectis required and that you or your carpentry contractor will be responsible for requesting such inspection. Generally, structures lessthan 30 inches above grade and 200 square feet in size are exempt from the IRC permit requirements (although they must accord with local zoning laws). However, the IRC is still useful as a safety guideline.
What type of wood is best for outdoor structures?
Redwood and cedar are extremely popular ... and for good reason. They offer rich coloration and rugged good looks to enhance your property's appearance. In addition, their natural resistance to decay means that structures built of these sturdy woods will give you many years of safe enjoyment. Old growth redwood construction can last for 50 years or more! Other woods used by carpenters to build decks, porches, or ramps will generally need to be specially treated with preservatives against rotting.
Is building an outdoor structure allowed if it will be above an emergency egress window or door?
Rooms in your basement which are used as bedrooms are required to have a window or door installed for the purpose of emergency egress. It is permissible to build a porch, deck, or ramp above such an exit as long as the window or door is still capable of being fully opened and there is an emergency exit path at least 36 inches in height.
What are the safety considerations regarding construction of an ADA universal access ramp?
Strength, width, and incline are important for safe use of a universal access ramp to your home. The ramp must be both strong and wide enough to accommodate a wheelchair, walker, or scooter. Planks should be solid enough to bear the combined weight of the mobility device and its user, without buckling or sliding. In terms of incline, for each inch of rise to the home entrance, you'll need one foot of ramp length. This 1 inch: 1 foot ratio is simple to calculate. As an example, if you need to go up 10 inches to get in your front door, the ramp should be 10 feet long. Too steep a ramp will make access difficult and dangerous. If you do not have sufficient space to accommodate the optimal length, two practical alternatives are switchback ramp construction or building to the back entrance, rather than the front.

A CONVOY of classic cars set off on a 1,670-mile trip to Monte Carlo in a popular rally.
Porches and Minis were among dozens of vehicles that left Paisley last night for the journey to the French Riviera.
Other starting points include Barcelona, Turin, Copenhagen and Reims for the Monte Carlo Classic Rally, which was first held in 1911.
Commonwealth judo gold medallist and Royal Marine Chris Sherrington was the first to set off with his wife Zoe in their 1966 Triumph Spitfire Mark II.
The pair are driving the stage between Scotland and Reims to raise money for Help For Heroes.
The cars travelling all the way to Monte Carlo will head for Dover, then travel across the French Alps if all goes to plan, reaching their final destination at the end of next week.
Rally co-ordinator Douglas Anderson said: "This was another memorable occasion enjoyed by young and old alike.
"Once again, Paisley Abbey provided a stunning backdrop to the glamour of the cars, and the public turned out to support the event.
"I would like to wish bon voyage to all the drivers currently on their way to France for the adventure that lies ahead for them."
Paisley has been the UK starting point of the rally for two years, celebrating the town's links with classic cars through the former Hillman Imp factory.

Is it blasphemous or humorous?
Praise the loft, reads a slogan on a tall sign erected outside a church-turned-lofts development that leaves some Junction Triangle residents in a righteous anger.
Daniel Masih is calling for developers to remove the sign from the Union Lofts construction site and to strip the slogan from their website. He started a petition two weeks ago. It now has 33 signatures, he said.
The slogan is in bad taste, said Masih, calling it blasphemous.
Masih, who grew up Catholic in the area, said his mother alerted him to the sign earlier this month.
It made my mom very upset and I couldnt live with myself if I didnt do something, he said. If I was the marketing person for that I would definitely be ashamed.
The project by Windmill Development Group, Cornerstone Lofts Ltd. and One Development is on the corner of Perth and Wallace Aves., an increasingly gentrified neighbourhood.
Its a pun. Its a joke, said Alex Speigel, head of Windmill Development Groups Toronto office. I think people should lighten up.
He said no one involved in the project is anti-religious and the slogan is not blasphemous. It and another prepare to be converted are a whimsical reference to the structures history as a church.
Speigel was surprised by the timing of Masihs complaint, which wasnt made until two years after the sign went up and six months into construction.

The Church of Jesus Christ of Latter-day Saints is poised for expansion in Glendale and throughout the West Valley as construction has started on a retail service center and a warehouse and office complex.
The two buildings, located near West Bell Road and North 67th Avenue and close to the Kmart and Chuck E. Cheeses, will span nearly 70,000 square feet and cost almost $10 million, according to building permits the city issued in December.
It is anticipated that the opening will occur sometime in the first quarter of 2016, said Jennifer Wheeler, a spokesperson for the churchs Greater Phoenix Public Affairs Council.
The first building will contain a Deseret Industries retail store and an employment resource center. Future expansion could include a family history center, where people can do genealogical research, according to the citys building design review narrative.
The second building will have a bishops storehouse, to which local church leaders can refer the poor and needy for commodities; a center for food storage and commercial packaging; and offices to oversee missionary efforts in the region and where church members can receive counseling.
The services available at those buildings will be familiar to many church members.
The Deseret Industries chain operates 43 stores in seven western states with significant numbers of church members. Arizona already has two DI stores, with one each in Mesa and Phoenix. The Glendale DI will replace the one in Phoenix, Wheeler said.
Arizona has four home storage centers, where church members often package food that they plan to store for months or years, but the only one serving the Valley is in Mesa. The new center in Glendale will help meet the demand in the Phoenix area.
The Church makes every effort to construct facilities where there is a concentration of members to allow them to worship and have other support services that are convenient for them to access, Wheeler said.
The mission office slated for Glendale might house the staff for the already-existing Arizona Phoenix Mission, since the church did not announce any new Arizona missions at the start of this year, according to an article in the Deseret News.
