    Toad-Proof Fence - March 23, 2015 by Mr HomeBuilder

Toad-proof fences around dams can prevent the pests from cooling down in the hot, arid zones of Australia, killing them in large enough numbers to stop their spread. This is the first study to demonstrate long-term control of cane toads, says A/Prof Mike Letnic of UNSW

Letnic, who was lead author of a study published in the Journal of Applied Ecology, explained that most of the areas that these toxic amphibians will invade in future are semi-arid or arid. Cane toads need water to survive, and we have previously shown they use the dams as refuges in the hot, dry periods. They enter the water during the day to cool down and rehydrate. Then, when the rainy period returns, they move on from these dry season refuges into new territory.

To determine the impact of restricting access to the water, the researchers constructed small fences from shade cloth around three dams in the Victoria River region of the Northern Territory and maintained them for a year. Toads could not jump over the fences or burrow under them.

The toads were still attracted to the water but they died en masse while attempting to settle at the fenced dams. Their numbers remained suppressed for a further year. By comparison, there were 10 to 100 times more toads living at the unfenced dams that were used as controls in the study, Letnic says.

By excluding toads from dams, we converted their invasion refuges into ecological traps and thwarted their spread, Letnic says. If conducted strategically, excluding toads from man-made water sources could effectively control their populations across large areas of Australia and relieve the impacts that cane toads are having on native predators and dung beetles.

Rare show of trust as Pakistan returns 57 Indian boats - March 23, 2015 by Mr HomeBuilder

In a healthy sign of mending fences diplomatically amid a long period of an estranged relationship bordering on hostility, the governments of India and Pakistan finally seem to have come together. This has resulted in the safe return of 57 boats belonging to Gujarat fishermen that were impounded by Pakistan's Navy.

Indian fishermen are slated to receive these boats at Porbandar, on Monday afternoon. The last time something like this had happened was in 2004. 53 Indian boats were brought back from Pakistan. Each of these boats is about 4 to 5 years old and cost around Rs 24-26 lakh.

Interestingly, the 57 boats would be handed over by the Pakistan Maritime Security Agency (PMSA) to the Indian Coast Guard in the same area as the International Maritime Boundary Line (IMBL) where a suspicious Pakistani boat had sunk under mysterious circumstances on New Year's Eve.

The ministry of external affairs (MEA) and Indian high commission at Islamabad with the help of the Pakistan Maritime Security Agency (PMSA) arranged for the inspection and return of these boats to India.

After several rounds of discussions with Pakistan, the Indian team including representatives of the Indian high commission, Islamabad, inspected the boats and projected a fund requirement of Rs 1.28 crore for the repair and return of the boats.

The Union home ministry in consultation with the Gujarat government sanctioned the amount on an urgent basis with a view to expedite repair work.

The home ministry also arranged the movement of an 8-member team on March 10 as proposed by the Gujarat government to Pakistan for inspection, repair and return of the boats.

As per protocol, the boats were towed away by Pakistani trawlers to a designated location at a site along the International Maritime Boundary Line (IMBL) in sea water under the supervision of the PMSA and then towed away by Indian fishing boats from the IMBL site to the Indian coast in Indian waters under the supervision of the Indian Coast Guard.

To accomplish this feat of building trust, Gujarat arranged for 57 towing boats, 407 fishermen, and 10 state government officials who sailed from Porbander to the designated IMBL site on Sunday to receive the Indian boats from Pakistan.

New Afghan president thanks US troops, taxpayers in break from predecessor - March 23, 2015 by Mr HomeBuilder

March 23, 2015: Afghan President Ashraf Ghani speaks at the Pentagon.(AP)

Afghan President Ashraf Ghani, in an apparent effort to mend fences with the U.S. after years of tension under the Karzai government, thanked U.S. troops and taxpayers for their sacrifice and support during a Pentagon ceremony on Monday.

"What I want to state on behalf of the Afghan people is that each one of you also has left a memory in the heart of every Afghan that you've touched and encountered," Ghani said in a message to American troops, honoring the more than 2,000 soldiers who "paid the ultimate sacrifice."

Ghani also offered assurances that his country would not be a burden on the international community as it continues to struggle against the Taliban and its own internal divisions. Defense Secretary Ash Carter welcomed Ghani and Afghan Chief Executive Abdullah Abdullah at a ceremony in the Pentagon's center courtyard.

Ghani thanked President Obama and top administration officials, but also American taxpayers who "make your hard-earned dollars available for Afghanistan."

His message was welcomed. "Karzai never did this. It's nice to be thanked," one Marine officer told Fox News.

The Afghan president's tone was markedly different from that set by his predecessor, Hamid Karzai, who had a falling out with the U.S. government and left office amid an atmosphere of mutual distrust.

Karzai did thank U.S. taxpayers during a speech in 2012, but by the time he left office his message had changed. In farewell remarks last year, Karzai accused the U.S. of not wanting peace, and thanked a slew of countries for their efforts in Afghanistan -- without thanking the U.S.

At the time, the American ambassador to Afghanistan James Cunningham called the comments "ungracious and ungrateful."

The Pentagon was a poignant setting for the start of Ghani's Washington visit. On Sept. 11, 2001, terrorists hijacked an American Airlines jetliner and flew it into the Pentagon, killing all aboard and 125 people in the building. The U.S. responded to the attacks on Washington and New York by invading Afghanistan a month later.

Attorney General Warns of Springtime Scammers - March 23, 2015 by Mr HomeBuilder

Spring is in session and many are starting Spring cleaning or home renovation projects.

Ohio's Attorney General Mike DeWine warned people Friday to be aware of scams, especially from solicitors who offer roofing, driveway paving or tree trimming.

Washington County Sheriffs said they get reports of scammers every year around this time.

Sergeant Bradley Holbert said seniors are often targeted.

He explained that everyone should be aware of con-artists, and there are some red flags to keep in mind.

"There are several small businessmen and contractors, it's difficult to determine who's legit. Basically, probably stay with your local guys that you trust, that you know, that are in the phone book if it's a bigger business. The smaller businesses, probably not as trustworthy as the one that's most common," said Holbert.

The sergeant said it's a better investment in the long run to pay a little more for a service with credible references and good reviews.

The Attorney General's warning also highlights some signs to be on the lookout for.

These include a request for a large down payment or a cash-only payment.

He advises that credible contractors will take the time to plan a time frame for work to be completed, and they won't start work that same day.
