Northampton County Executive John Brown will have to fill a vacancy in his cabinet after Director of Public Works Richard Young tendered his resignation this week.
Young will have served just over a year on the job when he steps down next Friday. In that time, he began a presentative maintenance program at the Human Services building in Bethlehem Township, oversaw construction on dozens of bridges and began repairs on the Louise Moore Pine farmhouse, among other projects.
One of his first acts in office was repairing a broken generator at Gracedale for $3,000. Young estimated the county wasted about $50,000 by leasing the replacement for 18 months instead of fixing it.
"He did a good job here. I wish him well," Brown said Thursday.
Brown said the county will seek out internal and external candidates to replace Young, who made $95,921 in his first year.
Young said Friday a personal matter led him to reassess his career path, and he found he wanted to do less administrative work.
During his six-and-a-half years as Allentown's director of public works, he split his duties between engineering and running the department, but his time at Northampton County was spent mostly overseeing other engineers and tending to paperwork, he said.
"The higher up you go in engineering, the less engineering you do," he said.
Young, 60, will start working for T&M Associates in Bethlehem as a principal engineer at the end of the month, he said.
Although county politics have grown more combative in the past year, Young enjoyed wide support from both sides of the political aisle.

MOUNT CARMEL Two area building contractors are now the subject of a criminal investigation after allegedly building a $30,000 room addition so poorly in Mount Carmel late last year that it literally had to be torn down before it fell down and hurt someone.
When Lewis and Ada Kilgore decided to add on to a second story room at the rear of their home, Lewis went to the Lowes Home Improvement store on W. Stone Drive in Kingsport seeking advice about contractors.
But, Lowes no longer recommends contractors. Lowes advertises a Seattle based website called Porch.com which is supposed to provide the names of reputable licensed and insured contractors for any building project.
The Kilgores wanted a room expanded off the back of their house on S. Sheerbrooke Circle so there would be more space for grandchildren to play during holidays and family get-togethers.
They said Porch.com recommended Lee Sturgill of Lees Construction Services, which lists an address of 5613 Memorial Boulevard in Kingsport. Sturgills business card states, If youre not happy, then Im not happy.
The Kilgores arent happy.
If a Mount Carmel Police Department investigation results in criminal charges, Sturgill and his partner wont be happy either.

Downtown Helena has a new beer and wine business called The Hawthorn Bottle Shop and Tasting Room. It is located in the first block of the walking mall at 46 N. Last Chance Gulch. They are open Tuesday through Saturday from noon-10 p.m and on Sundays from 1-7 p.m. They also feature special cheeses and appetizers to enjoy with your beverage.
Also downtown, Bert and Ernies has done a large remodel, expanding Sommeliers Wine Bar into a much larger wine and specialty food destination. Owner Toby DeWolfe also did considerable remodeling to the Bert & Ernies restaurant side. You need to stop by and check it out.
The Red Lion Colonial Hotel recently completed another phase of remodeling and the result is a totally changed look as you enter the hotel. The lounge area has been opened up and a new fireplace has been added. The hotel has an upscale urban feel that is welcoming and comfortable. Stop by and see what a difference the remodel has made. Significant changes were also made to the Natatorium meeting room and the pool area. Their chef is extremely talented and you need to sample the latest menu. A new buffet bar is in the works as part of the changes.
A longtime accounting firm, Galusha, Higgins, & Galusha, PC, has teamed up with a new partner and has changed their name to Wipfli LLP CPAs and Consultants. No major changes will happen here in Helena -- same people, same services. The change will allow bigger resources and support systems. GHG has 137 professionals, including 22 partners that will become part of the Wipfli group. GHGs locations included Billings, Bozeman, Havre, Helena, Idaho Falls, Malta and Missoula.
Windemere Real Estate has moved their real estate office from the Power Block Building to the Great Northern at 55 W. 14th St., Suite 101, in the building that also houses DSA Architects (Mike Dowling) and Mast Family Dentistry. A new real estate office called Exit Realty is opening at 849 Great Northern Blvd. in the building attached to the north side of the Great Northern Hotel. Pam Bailey is the broker/wwner. Also new on Last Chance Gulch near the Bagel Company is Black Jack Realty with Larry Brown as the broker/owner.
The Chamber just completed its 20th Annual SWISH Basketball Tournament at the first of March with a near record number of 98 teams. It is a huge undertaking to put on an event such as this with 11 courts in 9 gyms being used simultaneously for about 10 hours each day. That requires approximately 400 hours of referees (of which this year nearly all refs were MOAs) and volunteers to cover all scorekeeping, clocks, ticket desks, shirt sales, concessions and more. An estimated 4,000-4,500 people, including the teams, coaches, parents, friends, family and spectators, were in attendance and in Helena spending money for the two days the event lasted. The tournament books about 2,800-3,000 room nights at our hotels and has an overall economic impact of $500,000-$750,000 over the weekend. Kudos to the businesses and volunteers that made the event a big success!
This years tournament was dealt a big blow when we lost our committee chair, Chris Kanthack, who chaired the event for eight years. Chris will be greatly missed -- he was a wonderful guy and dedicated a lot of time and effort to this event. A big thanks to David Jensen (State Farm) for stepping up to co-chair the event this year. We also honored Mike Taylor, who works for David Jensen State Farm, for serving on the SWISH Committee since its inception 20 years ago.

PORT CHARLOTTE, Fla. -- Terry Ryan could hardly believe what he was hearing.
Typically, when the Twins' general manager makes his round of calls to invite non-roster players to big-league spring training, the response falls somewhere between stunned silence and gushing appreciation.
Tyler Grimes was different.
When Ryan invited the Class A utility man to spring camp, Grimes asked for some time to think it over.
"That one caught me off guard," Ryan said. "His mental thoughts at the time were not what I was hoping to hear. He was struggling a little bit. That was odd."
Grimes, 24, had spent the past two offseasons doing construction work back home in Wichita, Kan., for a company owned by the father of a boyhood friend. Looking to learn the business from the ground up, the former fifth-round draft pick out of Wichita State tried his hand at roofing and siding installation.
He was paid $14 an hour.
"It's tough work, but it's a job," he said. "I was making some money."
After spending the past four seasons in the Twins' minor league system, including a Florida State League championship last year, Grimes started to question how far he could take his baseball dream.

The Watertown City Council unanimously approved a proposal that will replace the playground equipment at Highland Park during its meeting on March 10. The project had been delayed for several years.

[Highland Park] is one of the higher use parks one of the jewels of our park system, City Administrator Shane Fineran said. It has been years since a sufficient upgrade to Highland Park. Despite a push in 2011 for a replacement, budget pressures didnt allow the plan to move forward until now as funding is now available. After receiving presentations from both Minnesota-Wisconsin Playground/Game Time and Flagship Recreation/Landscape Structures in January and February, the Park Commission decided to go with the Flagship plan. The structure includes two slides, a suspension bridge, rope climbing and two other independent play features within the play container, including the Topsy Turny, a free standing, independent spinner. It will be one of the first in Minnesota, Flagship Recreation Playground Consultant Paul Satterlund said. The structure is geared to 5 to 12 year olds, but Satterlund pointed out that there were features included for toddlers as well. We added free standing events that are great for the young, so parents can be involved wih 2-5-year-olds, Satterlund said, noting several shallow large steps that would be accessible by toddlers. We also added higher decks to challenge kids [ages 5-12] who want a challenge. Included in the quote will be concrete play container curbing, sidewalk connection to ADA parking, and installation of wood fiber chips that are ADA compliant, unlike the current gravel which is glorified sand. All included, the project will cost $50,000. Installation of the equipment will be led and managed by Landscape Structures, employing many area residents, including the removal of the existing old wood beams and replacing them with curb siding. The swing set will remain, but chains and seats will be updated. The hope is to have the project finished by May, weather permitting. The Park Commission will review color combinations at its March 18 meeting.
Retaining wall reimbursement FEMA has notified the city that they are able to start submitting reimbursement requests for the repair of the Castle Ridge retaining wall after the unusual June torrent of rain that severely damaged the structure. The restoration and replacement of this retaining wall, and all associated fees, including engineering, bidding, and legal, have been confirmed as an approved project eligible for disaster relief funds up to $255,413.67. The only thing not included was roughly $6,000 in plants and other landscaping around the retaining wall, other than grass deemed covered for soil erosion prevention. The three options the council was to consider were to either only plant the grass that was FEMA approved, pay for the roughly $6,000 in plants and landscaping, or some option in between. While some council members thought the landscaping may spur future housing development opportunities in the area or generally add aesthetic, others were worried about the maintenance factor. It is better with grasses, Mayor Steve Washburn said. It went into such disarray before. Council member Adam Pawlek agreed, saying that the philosophy should be less is more, considering how previous planting ventures have grown together and have become a mangled mess for both maintenance and aesthetic value. The wall could have fallen whenever, Council member Michael Walters said. We are luck FEMA is picking up $250,000. If we are spending only $6,000, we got off without paying a quarter of a million. Fineran recommended to make the budget amendment for the full job, noting that the city now is aware of its responsibility with the retaining walls in town and Public Works wont let the plantings go to disarray again. We have a lot of good activity going on in this neighborhood, Fineran said. Ive got to think that this lends to if people are driving through this community and see the investments the park, the landscaping that is being done, theyve got to say Watertown is the place that I want to be. The council approved the motion to make a budget amendment to pay for the $6,660 in landscaping.
In other news: Jennifer OConnell was appointed to one of the two vacant positions on the Planning Commission after an interview with Washburn and Council member Deborah Everson interviewed her on Friday, March 6. OConnell was approved unanimously by the council to a term ending Dec. 31, 2015. The council will hold a special meeting on March 26 to hear from Sen. Ortman and Rep. Nash as they report on the legislative session. Time is still to be determined, but was suggested to be started around 6 or 6:30 p.m.
