For the last two years, its been difficult for 75-year-old retired watch repairman Cliff Jenkins to get around in his own home.
Advanced diabetes has caused nerve and muscle damage, and Jenkins now uses a wheelchair to get around.
But the living room in his home of more than 30 years on 27th Avenue in Albany had a sunken living room.
He had to use a makeshift ramp to get into and out of the room, explained Trent Suing, housing rehabilitation coordinator for Community Services Consortium.
Jenkins is one of four local residents taking part in a new housing rehabilitation program sponsored by the CSC and the city of Albany. It combines the resources of the Housing Rehabilitation Loan Program, the weatherization program, YouthBuild and the citys block grant funds.
The program is called One Block at a Time, and it offers low-income homeowners no-interest deferred loans and skilled technicians to fix up their properties.
Last June, CSC Youth Build members handed out information fliers advertising the program in targeted neighborhoods throughout the city.
Suing said he first learned about Jenkins 17 years ago when he was a private contractor and installed some vinyl windows and doors in the 1,000-square-foot house.
YouthBuild crew members worked under and around the house, and John Jolings contracting crew went to work repainting the homes interior and exterior walls, replacing rotted siding, building up the sunken floor, installing laminated wooden flooring, replacing vinyl in the kitchen and bathroom and contracting out for a new central heating system and new gutters.
They replaced the water heater and demolished an old shed that was in the back yard.

GARY | Former Andrean High School Principal Mary Beth Ginalski filed a wrongful termination lawsuit in federal court Thursday against the school and the Diocese of Gary.
Also named as defendants are Andrean High School President Harry J. VandeVelde III, of Valparaiso, and Dr. Barbara OBlock, superintendent of schools for the Diocese of Gary.
Neither VandeVelde nor O'Block returned Times calls for comment.
In her complaint, Ginalski, who was hired as Andrean principal in August 2012, alleges VandeVelde began to usurp her authority and undermine her position as principal upon his hiring as president on Sept. 30, 2013.
Ginalski claims VandeVelde spent significantly more time on duties relative to the role of principal, such as sports and teacher/classroom-related issues, than financial and leadership duties for which she believed he was hired. She contends the Diocese of Gary did not provide a clear list of responsibilities she and VandeVelde were supposed to handle, noting he appointed himself freshman girls basketball coach.
Ginalski stated VandeVelde, meeting with school staff on Sept. 25, 2013, proclaimed himself King of Andrean, and everything that happened there would go through him. She added that VandeVelde sidestepped her authority and inserted himself in an issue between a girls volleyball player and coach, siding with the coach and suspending the player who had done nothing wrong, according to the lawsuit.
In November 2013, VandeVelde moved Ginalski out of her principals office and into smaller, closet-like quarters, where she was isolated and no longer visible to parents and students, the complaints states. And as time went on, she had less interaction with VandeVelde, although he would make frequent comments about her weight, the lawsuit said.
After complaining to OBlock and other administrators, in January 2014, Ginalski said OBlock and VandeVelde placed her on a probationary action plan, but was given no explanation why. Up to that time, Ginalski claims she had received glowing reviews, had overseen the remodeling of a portion of the school and that Andreans ranking from the Indiana Department of Education had risen to an "A" from a D.
Ginalski said she was given more secretarial and menial tasks, but had completed the action plan in the allotted 22-day period although was offered no constructive criticism, according to the lawsuit.
Ginalski's lawsuit stated she was called into VandeVeldes office on March 3, 2014, with OBlock present, and informed she was terminated, the reason being she had not completed the action plan. Ginalski said she was denied her request to finish the school year and soon found her key pass to the school no longer worked and was not allowed to clear out her office, according to the lawsuit.

City offering lamp posts to homeowners South Bend Tribune Report SouthBendTribune.com
SOUTH BEND The city of South Bend is offering to install lamp posts in peoples yards as part of the Light Up South Bend Program.
For a non-refundable fee of $250, the city will install the posts in a homeowners front yard as part of a special Lamp Post Project.
Residents will incur extra fees if installation requires more than 50 feet of wiring or if a nearby power hookup is not available, according to a news release.
Residents may choose from one of three designs in black or rustic bronze. The lamps will feature dusk-to-dawn sensors and control for sky glow.
Once installed residents will assume maintenance of the lamp posts, including bulb replacement.
A limited number of lamps are available and residents will be accepted on a first-come, first-served basis, the press release states.
Initiated by council members Tim Scott and Karen White, Light Up South Bend seeks to improve street lighting throughout the city.
