Our view: Fences make good neighbors

They say fences make good neighbors, and nowhere is that more true than in the margin between where one person make their home and another conducts their business. More often than not, its ripe for conflict.

Thats particularly true for those in long-established neighborhoods adjacent to burgeoning commercial areas, places like Dothans Garden District or, more specifically, the few homes along Rosetta Circle off Rosemont Drive. Those property owners are concerned about a four-story Hilton hotel proposed for a piece of land between their homes and Ross Clark Circle. It seems the residents arent trying to throw a monkey wrench into the works; they just dont want hotel guests looking out their upper-story windows and into the residents back yards.

FLINT The transformation of a major eyesore in Flint will begin this spring as the broken concrete of Chevy in the Hole is covered up and unwelcoming chain-link fences come down.

The former General Motors industrial site is slated to become Chevy Commons a natural park along the Flint River that's expected to include wetlands, woodlands, grasslands and other green areas.

The plan includes transforming a portion of the former Chevrolet manufacturing site into a public park with walking paths intertwined in low-maintenance native plants, greens and wetlands that should help minimize storm water management costs.

"The new Chevy Commons will come alive this spring," Flint Mayor Dayne Walling told The Flint Journal. "It will be an important symbolic change for the entire Flint River corridor. And create an exciting gateway for the west side of Flint."

The Genesee County Land Bank and city of Flint, which owns the site, came together to put a plan together for the site, which served as the backdrop for the Sit-Down Strike of 1936-37 and now holds a prominent place on the riverfront between downtown Flint and Kettering University.

For years, the property has been the focus of discussion and blight elimination plan. In April, the official plan for Chevy Commons was unveiled.

A $1.6 million grant from the U.S. Environmental Protection Agency paid for a draft plan, with the majority of the money going toward the upcoming construction. Before that, thousands of trees had been planted on the site to help naturally remove contaminants from the area.

This spring will start the major look of the landscape, Walling said.

ORLANDO, Fla. As Florida's housing market tanked seven years ago, construction worker David Rager saw jobs dry up. So he left construction, along with 2.3 million others nationwide during the economic downturn, and got a job installing traffic signals and street lights.

"I couldn't afford to sit at home for a month here and a month there," said Rager, 53.

Now Rager is back in construction, working with a crew on a custom-built home in Orlando, framing walls "and doing a little bit of everything." In the past four years, hundreds of thousands of workers have returned to construction, making it among the nation's fastest growing job sectors.

In the busiest markets, there aren't enough construction workers to keep up with the pace of building. In a recent survey of more than 900 contractors by Associated General Contractors of America, 83 percent said they were having trouble filling craft positions. The most difficult positions to fill were carpenters, roofers and equipment operators.

Given the amount of building going on, "it's going to be interesting because we're going to have a labor shortage here in South Florida," said Scott Moss, president of Moss & Associates, a South Florida-based construction firm with offices in California, Texas, Georgia, South Carolina and Hawaii.

Yet it's a measure of how hard the sector was hit that at it has regained just 900,000 of the 2.3 million jobs it lost from 2007 to 2011. The annual unemployment rate for construction workers stood at 9.8 percent last year, down steeply from the industry's 20.6 percent annual unemployment rate in 2010, but still significantly higher than last year's national annual unemployment rate of 6.2 percent.

In the meantime, returning workers such as Rager are finding a different business from the one they left.

The Florida Department of Transportation advises drivers in Sarasota and Manatee counties that crews will be working this week at the following roads, where delays and detours may be expected:

SARASOTA COUNTY

Sarasota County Advance Traffic Management System (ATMS) Phase IV:

Construction project: Sarasota County has contracted with Traffic Control Devises, Inc. (TCD), to upgrade the traffic signal controllers and equipment for 52 intersections throughout Sarasota County, City of Sarasota and the City of North Port. The improvements will consist of installing, integrating and testing the ATMS field elements, including traffic controllers and cabinets, Closed-Circuit Television (CCTV) cameras, and fiber optic communications cable and transmission equipment along the roadways. As part of this project, 10 intersections will receive full Americans with Disability Act (ADA) upgrades to meet current standards. Expected completion is spring 2016. Beginning Wednesday March 4, 2015, the contractor will begin the work of removing existing copper cable and existing pull boxes in order to install new fiber optic cable and newer pull boxes for the communications infrastructure for the countywide ATMS system. This work will start at Tuttle Road and 17th Street, moving in an easterly direction to Beneva Road. This work will also include removal of sections of sidewalk along the South side of 17th Street, and re-construction of the removed sections of sidewalk with the newly installed pull boxes. There will be construction equipment and personnel operating in the area. Motorists should use caution while traveling through this area and be mindful of the construction personnel and equipment. Appropriate sidewalk closures will be in place with detour directions. Minimal concrete dust will be present, but suppressed.

I-75: From Sumter Boulevard to River Road: Construction project: This project expands I-75 to six lanes. Crews are clearing and placing embankment in the median, installing drainage, constructing ponds and placing sod on the outside shoulders, Monday through Saturday, 7 a.m. to 5 p.m., weather permitting. Expect nightly southbound inside lane closures between 9 p.m. to 5 a.m., from Monday, March 9 to Friday, March 13. Pay attention to traffic signs and barricades throughout the construction project, stay alert, and use caution in the work zone. Estimated completion is summer 2016. The contractor is Conalvias USA.

US 41 at SR 789: Maintenance permit project: The sidewalk located along the west side of US 41 from SR 789 to Ritz Carlton Drive and sidewalk located along the north side of SR 789 from Sunset Drive to US 41 will remain closed until construction of the development located at the corner of US 41 and SR 789 is complete. Pedestrians should follow the established detour.

US 41 from Marcia Street to Baywood Drive and from Reynolds Road to Gulf Gate Drive: Construction project: Crews are resurfacing the roadway, installing highway lighting, constructing sidewalk and making drainage improvements. Nighttime/overnight lane closures occur from 7 p.m. to 11 a.m. Expected completion is spring 2015. Ajax Paving is the contractor.

US 41 Between Oscar Scherer Park and Bay Acres Road: Maintenance contracts project: Crews will be cleaning and reshaping roadside ditches both north and southbound directions. Contractor will conduct intermittent outside lane closures between 9 a.m. and 4 p.m. through March.
