The Emerald Coast beach line is the seasonal home not only to snowbirds and tourists, but also to several species of sea turtles, who take to the land each year from April through November. The animals come to shore long enough to nest on the sandy beaches and lay their eggs before returning to the sea.
In recent years however, development along the water line has led to trouble for the turtles. Often, when new hatchlings attempt to trek back to the Gulf, they are misguided by bright lights coming from the shore, as they mistake the lights for their honing beacon, the moon. In order to address this problem, the city of Destin has been working since 2013 to implement turtle-safe lighting along waterfront properties, and has now reached the final stages of accomplishing full compliance.
In our land development code there is a whole outdoor lighting section detailing the marine turtle conservation areas, said City Community Development Director Ken Gallander. We have a whole set of standards to improve the nesting habitat so that it is not polluted by lighting.
The code states that turtle-safe lighting requirements include; ensuring that light is not directly visible from the beach; that only low wattage bulbs of 50 watts or lower are used; that parking lot lights are shielded by directing light downward; and that reflective materials are removed from beach line-of-sight.
In late 2013, the city received a grant and began the West Destin Beach Nourishment Project. The grant, which included state and federal dollars, required the city to follow state regulations for all properties within marine turtle conservation zone.
Our code enforcement officers worked with a beach nourishment consultant and began with Holiday Isle on the west end of our beaches, said Gallander. The numbers that came out were 171 lighting violations, but all of those were brought under compliance by the property owners.
Once the west end of Destin was completed, city officials focused on the area from Pelican Beach east to the county line.
There were 121 violations when we started in the late summer of 2014. We have been whittling them down and now we have less than a dozen, said Gallander.
Although there is no set timeframe for the lighting changes to be met, Gallander said that every property owner so far has complied and he hopes to see the project finished soon.
Some properties have the whole South side of their property facing the Gulf so we work with property owners as much as we can, said Gallander. We are close to getting full compliance and hope to complete those before the turtle nesting season starts.

Last year, Ypsilanti Township ordered 563 lawns mowed on vacant properties at a cost of $29,552 to taxpayers.
It charged the property owners - mostly banks and out-of-town absentee individuals - around $5 per lawn, leaving residents to pay for a significant chunk of the cost.
With fees that low, officials say it's common for property owners to choose to let the township pay for mowing because it's cheaper.
But proposed new rates could curb that practice and motivate property owners to mow their lawns.
Mike Radzik, the township's director of the office of community standards, offered the Ypsilanti Township Board of Trustees an ordinance amendment that would change the rate property owners pay to $35 per mowing, which he said was closer to the average cost.
But Trustee Mike Martin said that didn't go far enough.
"I don't know why we should be benevolent. I think we should (set the rate) to the point that it stings a little bit. Why not make it egregious enough that they flinch when they see that bill?" he asked.
Radzik said he would take another look at the fee and come back with a figure that covers all the cost of mowing, though no punitive costs would be included.
If approved, the ordinance amendment wouldn't impact homeowners who live in a house and aren't mowing their lawns.
Township lawns must be kept under eight inches, and ordinance officers typically write owners of an occupied house a notice of violation that's essentially a warning to mow the lawn.

Outdoor kitchens can be put on a back deck, making food preparation more convenient as the cook can easily move back and forth between indoor and outdoor spaces. Wood-fired ovens are also popular, and these can range from a simple portable oven to a permanent landscape feature.
The most elegant outdoor living rooms are equipped with several luxurious features vaulted, beamed ceilings, ceiling fans, lighting, sound systems, and TVs. Pergolas are popular, as they protect the outdoor living and dining rooms from the hot summer sun while creating a feeling of intimacy.

After clearing way for rural land reform, China's top legislature ended its latest session on Friday to prepare for the upcoming annual parliamentary session.
Legislators agreed to suspend a number of laws in 33 localities to help pave the way for rural land reform. Under the pilot programs, rural construction land will enjoy the same rights and market price as other land, while the right of use for existing collectively-owned rural construction land can now be transferred, leased and traded for shares.
In addition, approval for building a rural dwelling was delegated to lower levels: townships can approve existing construction land, while counties can approve new construction land. Compensation, housing and social insurance must be properly managed for those whose land is expropriated, and authorities must provide training, pensions and medical care for those eligible.
Zhang Dejiang, chairman of the Standing Committee of the National People's Congress (NPC), stressed that that public ownership of land would not be changed, the "red-line" minimum of arable land would not be breached and farmers' rights were not undermined. He called for adequate supervision of the pilot programs which will run till the end of 2017.
The meeting also reviewed a bill on revisions to the Law on Promoting the Transformation of Scientific and Technological Achievements, aimed at making innovation profitable for research institutes and universities.
A draft of the Counterterrorism law including a new, narrower definition of the term "terrorism", was also reviewed, as was a draft report on the work of the NPC Standing Committee. Zhang Dejiang noted "new progress and achievements" by the committee in the past year.
"We will uphold democracy, handle proceedings in line with the law, and host the session in a democratic, uniting, pragmatic and endeavoring way," he said. Zhang also called for an NPC session in line with the CPC's frugality rules, and urged members of the standing committee to forge closer ties with other lawmakers to improve the quality of their work.
Friday's meeting appointed Chen Jining as Minister of Environmental Protection, replacing Zhou Shengxian, and approved two cooperation agreements with Ukraine and Turkmenistan and a consular agreement with the Republic of Korea.
Lawmakers approved the draft agenda of the annual session, a draft list of candidates for the session's presidium and secretary-general, and the list of observers for the session.
