WATERLOO A new Perkins Restaurant & Bakery will be located at the former Lone Star Steakhouse site at San Marnan Drive and Hammond Avenue near Crossroads Center.
Construction is expected to start soon and the restaurant is anticipated to open in late September, said Matt Rahfaldt, vice president of operations of of Cy-Hawk Hospitality, which operates Perkins restaurants in Altoona, Ankeny, Fort Dodge and Sioux City, and in other states.
The existing Perkins on University Avenue in Waterloo is a separately-run corporate store and recently completed a remodeling. It has operated there since 1978, according to Courier files.
Were happy to be in Waterloo and we felt Waterloo could support a second Perkins, Rahfaldt said, as well as maybe a third in Cedar Falls at some point in the future. He said there is, in particular, a market for the restaurant in the southern part of the city.
Work is underway gutting the restaurants interior in preparation for installing Perkins fixtures, said Rahfeldt, an Ames High School and Iowa State University graduate now living in Kansas near Kansas City. Well make it look brand new, he said. He said the project represents a $500,000 investment by his company, its 14th Perkins.

The new Waterloo location will be staffed by about 80 full- and part-time employees and will feature Perkins full menu.
Lone Star ceased operations at the Hammond and San Marnan location in January. It had operated there since 1993. Lockard Development owns the building.
We are excited to have Perkins as a new tenant in our building in Waterloo, Lockard executive vice presdent Dave Wilson said. This will be an excellent location to serve the needs of the community. Lockard is very thankful to have them as a long-standing tenant, and that Tori Lockard and Dustin Whitehead on my team were able to secure them in this location.
In addition to its proximity to Crossroads, Wilson noted the new restaurant is close to Lost Island Waterpark and a considerable amount of senior housing in the area.

Crews are working on both Interstate 81 and Interstate 690 and it's causing longer commutes and traffic jams for many drivers.
The summer season is prime-time for construction projects. If you need proof of that, just look at two major highways that run through Syracuse.
Crews are working on both Interstate 81 and Interstate 690 and it's causing longer commutes and traffic delays.
The delays coming into Syracuse on Interstate 81 north are heavy; it's right where downtown traffic comes onto the highway at the hospitals. Crews are closing the two left-side, the through lanes, between 9am and 2:30pm to avoid rush hour, but that means the work time is shortened, so the closures are expected to continue until Thursday.
That closure has proven especially tough when people approach the Interstate 690 interchange, according to state Department of Transportation spokesperson Gene Cilento. "A lot of the people coming up from the ramp wanna go left, and people on 81 wanna go right," he explains. "So there's a lot of weaving, a lot of movement of traffic in that small area. And, this is one of the busiest road areas in Syracuse, seeing almost 100-thousand vehicles daily.
It's going to be longer before the I-690 work near Teall Avenue is done - workers are almost halfway through this year's portion of a two-year project to rebuild the elevated areas of the highway there. However, after months of demolition dismantling, onlookers are now starting to see construction at the site.
"The pile driving just started within the past few days and there's also work going on clearing some demolition work on the Teall end of the bridge," Cilento said.
The massive construction project - and all the detours along Beech Street - is also tough on businesses in the area like Edward Joy Electric. They're working extra hard to let people know they're still in business."We just want to make sure that, with this construction and with the detours, they know that we're still open," Brandon Turner of Edward Joy Electric said. "We will be open even when they close the other exits as well."
There is some good news for the businesses and people who live close to the construction: It was really loud last week, as concrete was pounded off the bridge decks, but most of the demolition is done and the building phases should be quieter.

Does your upholstered furniture look dingy and tired? Is your couch in desperate need of a clean? What about your car? Upholstery, like carpet, needs regular attention, says Shawn Bisaillon, owner of Professional Carpet Systems of North Denver. As an industry consultant for cleaning and restoration, he's sharing insider tips for keeping upholstery looking great.
1. If you're going to hire a professional: Bisaillon recommends having upholstery cleaned by a certified cleaning technician every 12 to 24 months more frequently in households with small children or pets.
To assure that youre getting a qualified cleaner, look for certification by International Cleaning and Restoration Association or International Institute of Cleaning and Restoration. Before booking an in-home cleaning, request the name of the technician and his/her ICRA or IICR registration number.
2. Vacuum: Use upholstery and crevice attachments (they make a huge difference!) to pick up crumbs and dust on a weekly basis.
3. Clean spills immediately: Blot them up ASAP. If the spill leaves a spot, follow instructions on the fabric care label. If its safe to use water, blot the area alternately with a damp towel and a dry towel to remove it.
4. Treat the stain: As always, follow cleaning instructions on the fabric care label. For stains on silk and antique fabrics, consult a professional, otherwise if the stain is from an organic source, like mustard, coffee or other foods, Bisaillon suggests lightly misting it with 3 percent hydrogen peroxide.
Pro tip: Always test in an inconspicuous place first to make sure the fabric is color-safe.

For other stains, Bisaillon uses a CRI-approved spot remover like Benefect Impact Cleaner for Carpet and Fabric. Test it first in a hidden spot, then follow manufacturers directions. After working on the stain, leave a towel on top of the treated area as well as on the underside of the fabric to absorb residual liquid.
What to do:
1. Start by thoroughly vacuuming, using the upholstery and crevice attachments.
2. If using cleaning products to break up soil, remember to lightly mist them onto the fabric. (Overspraying can cause the cleaner to seep into cushions.) Then, with a gentle touch, groom the fabric with a soft sponge or brush.
3. Rinse the fabric by lightly spraying with warm water and suctioning away moisture with a wet/dry vac. Blot with an absorbent towel. Allow furniture to dry completely before using. To hasten the drying process, use fans or place the cushions outside to dry.
Those vacuum attachments make a huge difference!
What to use:
For touch-ups, look for professional-grade home products like Stain X Pro Carpet and Upholstery Shampoo or any other approved upholstery product listed on the Carpet and Rug Institute website. Never use bleaches or de-greasers.
For pet messes, use a wet/dry vac to vacuum up as much of the urine as possible. Apply a bio-enzymatic urine digester, such as Urine Off or Nilodor, according to package directions.
A word to the wise: Be proactive!
You can spare yourself a lot of work and expense by applying a fabric protector to new or newly cleaned upholstery, especially if the upholstery is made of delicate, soft fibers like silk. For such fabrics, professionally applied Fiber ProTector repels stains, adds UV protection, reduces static electricity and inhibits growth of bacteria, mold and mildew.
For family-friendly fabrics, professionally applied, high-performance 3M Scotchgard does the job. Regular 3M Scotchgard, while not as powerful, is a good DIY option.

PHOENIX It is simply the end of a chapter for a Peoria library. The wait for the next one will be short.
Peoria Main Library will be closing from Sept. 4-8 for interior renovations.
Routine enhancements with new furniture, carpet cleaning and reconfiguring of key areasare all planned, with a re-opening date set for Saturday, Sept. 9, at 9 a.m.
We havent updated the Peoria Main Library for a number of years and it is one of the busiest libraries in the community, said Nathaniel Washburn, Peoria library & cultural services manager, in a press release. This renovation project allows us to make improvements to the library to enhance the experience for our patrons. We cant wait to share the new and improved library with the public.
Although the library will be closed, the book drop will remainopen. Services will still be available from Sunrise Mountain Library, along with the website.

Some White House and Republican officials are exploring the idea of putting West Virginia Democratic Senator Joe Manchin in charge of the Energy Department, according to four people familiar with the discussions, a move that could boost President Donald Trumps stalled legislative agenda.
If Manchin were offered and accepted the position, that would allow West Virginias Governor Jim Justice -- a newly minted Republican -- to appoint a GOP successor and bring the party a vote closer in the Senate to being able to repeal Obamacare. The idea is in the early stages of consideration, and its unclear whether it has support within the administration, according to the people, who described the conversations under condition of anonymity.
A spokesman for Manchin declined to say whether the senator would take the Energy secretary job -- currently held by former Texas Governor Rick Perry -- if offered.
Senator Manchin has not had any recent conversations with the Administration about the Secretary of Energy position. He remains committed to serving the people of West Virginia, said Jonathan Kott.
Manchin, who faces a tough re-election battle in 2018, was considered for the post after Trump won election in November. His nomination fell through in part because Trump wouldnt assure him he could pick his own staff, according to two people familiar with the staff selections, who described them on condition of anonymity.
Perry was named Energy Secretary instead, and its unclear whether he would be open to taking another position in the administration. He has been among the candidates considered to replace John Kelly at the Department of Homeland Security, according to three people familiar with the deliberations. Kelly, who became White House chief of staff last week, and Trump havent yet decided who should succeed him as Homeland Security secretary.
Perry has not been a seamless fit with the Energy Department, where the two most recent secretaries had Ph.D.s in physics. Perry was an animal science major at Texas A&M, and he advocated abolishing the department during his own presidential bid. The Air Force veteran was initially under consideration to lead the Pentagon under Trump.
With an annual budget of about $30 billion, the Energy Departments work ranges from safeguarding nuclear weapons to the research into carbon-capture technology and maintaining the Strategic Petroleum Reserve. Perry has expressed a deep interest in the nuclear security and intelligence aspects of the post, and has become a vocal advocate for the national laboratories and for U.S. energy exports.
The ultimate goal of such a Cabinet shift would be to jump-start Trumps agenda in Congress, particularly repealing the 2010 Affordable Care Act.

Yet to execute the idea and pass an Obamacare repeal, Republicans and the administration would have to pull off a highly choreographed series of events. Perry would have to agree to take another job, the Senate would have to confirm Manchin as Energy Secretary, and Senate Majority Leader Mitch McConnell would then have to bring a repeal bill back up without losing any of the 49 Republican senators who voted for the so-called skinny repeal.
Some of those senators, however, like Lindsey Graham of South Carolina, said they were only voting for the bill to bring it to negotiations with the House. Other Republicans, like Lamar Alexander of Tennessee, are working on a bipartisan fix.
Moreover, Manchin would face intense pressure from fellow Democrats not to leave the Senate and bear some personal responsibility for a repeal of the Affordable Care Act.
Manchin has said in interviews that he warned Trump personally that people in his state who gained insurance under the law dont know who gave it to them, but would surely know who took it away.
Earlier this month, Trump appeared at a political rally in Huntington, West Virginia, where Justice announced that he was changing parties from Democrat to Republican.
Manchin has sought to position himself as a political independent. In a recent interview with the Charleston Gazette-Mail that he wont commit to Democratic policy positions just to win re-election.
The bottom line is, if it doesnt help West Virginia, it doesnt make sense to me,Manchin told the newspaper. Just because theres an election doesnt mean I sign on or dont sign on,

KINGSLAND Texas Parks and Wildlife Department investigators are reconstructing a suspected accident scene on Lake LBJ where a Kingsland man died following a boat crash Aug. 13.
According to the report, the incident happened sometime around 11 p.m. in the Rock Bluff subdivision just off CR 127 in Burnet County.
Russell B. Bowman Jr., 68, of Kingsland was reported as both the driver of the 20-foot boat and the victim of the collision.
Investigators said the boat crashed into a concrete retaining wall.
The victim sustained a severe head injury and apparent internal injuries, a Texas Parks and Wildlife Department news release stated.
The victim was pronounced dead at the scene by Burnet County Precinct 1 Justice of the Peace Roxanne Nelson.
A 66-year-old female passenger in the boat was treated and released at the scene, the report stated.
Crews were scheduled to take measurements Aug. 14 to recreate the incident.
Were investigating what took place, Game Warden Cody Hatfield said.
