Decks were cleared for N Srinivasan to contest the ICC Presidential elections on June 27 with the Supreme Court today refusing to entertain a Cricket Association of Bihar (CAB) plea seeking to restrain the BCCI President-in-exile from fighting the polls.
A bench of justices J S Kehar and C Nagappan said that the earlier apex court order was "clear" and it will not hear the plea of CAB on this issue."The person, who has been restrained from functioning as the BCCI President till the conclusion of probe, cannot be allowed to take contest for the post of President of the ICC," the counsel for CAB said. The apex court, on May 16, had ordered a probe by the Justice Mukul Mudgal committee against the beleaguered BCCI head and 12 prominent players in IPL betting and spot-fixing scandal.
The court, which had asked the panel to file a report in a sealed envelope before it by the end of August, had also asked Srinivasan not to act as BCCI President during the probe.
Earlier, Srinivasan, during the summer vacation, had moved the apex court seeking modification of earlier orders to enable him to function as BCCI President for non-IPL cricketing activities. The plea, however, was turned down.The court had said that it cannot modify the orders passed by another bench and asked Srinivasan to approach the bench which had delivered the verdict.
The court had earlier appointed veteran cricketer Sunil Gavaskar as an interim president of BCCI for managing IPL 7.
Shiv Lal Yadav was appointed as an interim BCCI president by the apex court to look after the other cricketing activities of BCCI.

Infrasense, Inc., a national leader in detecting subsurface conditions, has recently performed subsurface investigations on 49 bridge decks in Wisconsin's Southwest, Northeast, and North Central regions. A suite of nondestructive tests were performed, including a ground penetrating radar survey, infrared thermography scanning, and impact echo testing. These tests provide a condition assessment of the reinforced concrete bridge decks without requiring any cores or exposed rebar, and with minimal disruption to traffic flow.
Since 2007, Infrasense has surveyed more than 350 bridge decks across Wisconsin using its multi-phase approach. After completing a quick and simple preliminary (Level 1) analysis, many are found to be in good condition and require no further analysis. Those found to have more significant deterioration levels are mapped in detail (Level 2), providing data to accurately plan, program, and budget maintenance and rehabilitation.
Ground penetrating radar (GPR) data is collected to estimate rebar depth and corrosion conditions. The GPR data is collected in a series of lines spaced 3 feet transversely across the width of the deck, with each line representing a cross sectional slice of the deck at a particular offset. Decks in good condition consist of strong and uniform radar reflections from the rebar. GPR data with weak and inconsistent reflections indicate rebar-level deterioration in the bridge deck.
The infrared data is collected in a series of passes across each deck, with each pass covering a deck width of between 12 and 15 feet. During the survey, selected areas that appear delaminated in the IR image are manually sounded to confirm the presence of delamination. Because many of these decks have overlays, the reinforcing can be 4-5 inches from the surface, and sounding is not always capable of detecting delamination at this depth. For those locations where the delamination cannot be confirmed by sounding, testing is carried out using the Impact-Echo method. By analyzing wave frequencies through the concrete, the impact-echo equipment is capable of detecting delamination at any depth throughout the thickness of the deck.
Many agencies apply GPR and IR separately as tools for bridge deck assessment, or use only one preferred method. Each method has specific strengths and weaknesses, and Infrasense uses a combination of both to create a more effective bridge deck condition assessment. By combining IR and GPR surveys, the maximum amount of information can be obtained for the least cost. Decks with concrete overlays are common in Wisconsin, and illustrate how GPR and IR methods complement each other. Infrared surveys are effective in detecting overlay debonding, while GPR is effective in detecting rebar-level delamination. Combining GPR and IR methods becomes economical when applied with a two-level survey approach.

Raleigh City Council members expressed interest in beginning to charge a $5 flat rate fee to park in several downtown decks on nights and weekends.
The Wilmington Station, Moore Square, Cabarrus, City Center and Municipal parking decks, which are currently free for use during weekdays from 7 p.m. to 7 a.m. and over the weekend, are the most feasible to charge for parking because of their high levels of use during these times. However, the fee may be applied to any deck used by the City of Raleigh.
The Raleigh City Council met June 2 to discuss city budget issues when the idea for adding parking deck fees for nights and weekends was brought to its attention.
According to an analysis of the potential revenue from the prospective new parking fees, these decks could produce a projected revenue of around $1 million per year, according to the minutes of the June 2 council meeting.
Data confirms that from Thursday to Saturday nights the city parking decks are close to capacity if not completely full with downtown visitors, according to the meeting minutes.
City of Raleigh records show most vandalism and criminal activity in the decks occur during the nights and weekends. The city has also received complaints about the cleanliness of the decks on Monday morning when people return to work and use the decks, according to the meeting minutes.
Several council members said they believe that the elimination of free parking will help cut down on the rise in criminal activity during these hours in the decks.
However, definitely adding fees to these parking decks is not currently on the agenda but is just an idea under consideration, according to City of Raleigh spokeswoman Jayne Kirkpatrick.
The fees under consideration will only be in effect for parking decks used by the City of Raleigh, which is most of them, Kirkpatrick said. The parking decks owned by the City of Raleigh are managed by McLaurin Parking, and the company will only assist in collecting these charges if the suggestion is eventually accepted.
Installing equipment that would accept the payments electronically would cost $358,474, and using these machines would save $41,340 for staffing reductions with the introduction of the electronic pay-to-exit machines, the minutes stated.
