COLUMBIA An engineering firm hired to evaluate all MU structures sent a letter to Larry Hubbard, director of campus facilities, in March to "strongly recommend" that access to the rear decks of all 16 buildings at Tara Apartments be closed off.
According to the letter, engineers from Trabue, Hansen and Hinshaw Inc. looked at the decks from the ground during its campuswide evaluation and noticed that the supporting beams had "lost some of their original capacity due to age and exposure to the elements."

One deck was able to support three adult men, according to the letter, but there was enough "deflection" or give that the firm recommended sealing off the decks to allow time for further inspection.
The decks were sealed beginning March 21, per the firm's recommendation. An email sent to residents said engineers would evaluate the decks for signs of weathering, according to an email sent to Tara residents on March 20 that was forwarded to the Missourian.
The decks remained sealed as of Friday, and the university was still waiting for a final report from the firm, MU spokesman Christian Basi said.
The firmcompleted an inspection of buildings on campus after the University Village collapse in February.

How many times a year do you use your outdoor deck? Tell us in the comments below.
If you think winter was tough on your lawn, think about what your outdoor deck endured. Show it some love -- and get it ready for the season -- with the tips and ideas in the links below.
Popular Mechanics reminds us to replace splintered and rotted parts, and sand down any rough spots before cleaning a deck. Check to be sure your deck was constructed with stainless-steel or weatherproof fasteners, not drywall screws or plain steel fasteners, which rust. Check for structural soundness so that your deck isnt in danger of collapsing.
For detailed guidance, download the Deck Evaluation Checklist from the North American Deck and Railing Association.
Wood decks are susceptible to surface mold, mildew and discoloration, says HGTV. Decks built in a shady backyard or in very humid climates can mildew because they stay damp after rains.
If your deck suffers from mold or mildew, consider a power wash, but do it safely. Keep the stream of water away from your feet, or wear closed shoes or boot and eye protection so that youre not injured.
Periodic cleaning is needed if you want your deck to retain its original beauty, but a pressure washer in inexperienced hands can remove a layer of wood along with dirt. The website Decks.com has a series of articles on how to clean your deck safely.
Apply a wood brightener and cleaner if UV rays have turned your deck gray, recommends Lowes. Deck cleaners help remove dirt, nail stains, algae and mildew. If your deck isn't brand-new, always use a cleaner before applying staining or sealing the wood.
Sometimes, it takes refinishing to refresh a deck. Better Homes and Gardens also has a step-by-step deck refinishing guide.

The Supreme Court on Wednesday cleared the decks for nursery admissions in the capital and asked the government to accommodate 24 students under the inter-State transfer category whose parents approached it.
A Bench headed by Justice H.L. Dattu quashed the Delhi government notification issued on February 27 by which it had scrapped the inter-State transfer (IST) category, but made it clear that only 24 students who approached it will be getting admission under that bracket.
It upheld the governments earlier notification issued on December 18, 2013, by which it had allotted five points to the IST category.
The apex court passed the order on a petition filed by those parents, who had come to Delhi from other places in the country and had sought admission under the IST category, which was deleted during the admission process by the Delhi government owing to its abuse on a large-scale.

While most observation decks elicit responses ranging from ahh to ooh, visitors to Chicagos John Hancock Center may be more inclined to opt for something like, Whoa!
On Saturday, the buildings 94th-floor observation deck will unveil TILT, a glass-lined, 8-person enclosure that will pivot out from the building faade and provide views that stretch from the city skyline to Michigan Avenue, almost 1,000 feet below.
As such, it promises to provide a whole new slant on the observation deck experience.
Traditionally, visiting an observation deck has been a fairly passive experience where you go up to a floor, stand at the windows and take in the view, said Nichole Williamson, general manager of 360 Chicago, which owns and operates the observation deck. The idea came to us to introduce a sense of movement into the experience.
That experience entails standing in a bank of bays as the enclosure pivots outward and tilts downward 30 degrees for about 30 seconds.
You definitely get the sense that something unusual is happening as you start to tilt out, said Williamson. You can see directly down the face of the building, which is a view you dont normally get to see.
Having done it dozens of times herself usually in 4-inch heels she says the experience is designed to be thrilling rather than terrifying.

AirAsia India on Wednesday got the final nod for a take off from the aviation regulator but the joint venture will have to wait for conclusion of a case in the Delhi High Court to start operations.
Once operationalised, the $30 billion venture in which the Tatas and Telestra are playing second fiddle to Malaysian carrier AirAsia Bhd, will trigger a fare war that is likely to benefit fliers.
Before starting operations, AirAsia India will have to wait for the outcome of the High Court case though AirAsia India CEO Mittu Chandilya claimed that they are prepared to start operations from June.
The Directorate General of Civil Aviations (DGCA) final clearance came amid an inconclusive fight in Delhi High Court over granting of licence. The regulator has cleared the file on Air Operators Permit (AOP) on the ground that the High Court has not stayed the official proceedings.
What a battle that was. Proud day for me and all AirAsia all stars. History has been made today in aviation, everything has been hard for AirAsia but we never gave up. Today AirAsia India has got approval, AirAsia Group CEO Tony Fernandes tweeted. Chandilya tweeted, Boom. 1815 hours (IST) today AirAsia India was born. So proud of my team. Who is ready to revolutionise air travel in India.
We started this journey and have gone through seven and half months of AOP process. We thank the DGCA, Civil Aviation Ministry, as they have been helpful and instrumental in helping us get the license. We are prepared to start operations from June this year, he told reporters.
BJP leader ubramanian Swamy, who is among the petitioners in the court, condemned the DGCAs decision and said it was done in reckless disregard of the rules and regulations.
