Centre taking steps to amend theCoal Bearing Areas Act

Kolkata, April 15:

The Centre is moving to amend the Coal Bearing Areas (Acquisition & Development Act), 1957 to ensure that the first round of coal block auction is a success.

The Act gives special power to State-owned miners to acquire coal-bearing land. On the flipside, land once vested and possessed using the CB Act can never be returned to anyone, even to the government.

The proposed amendment seeks to create an opportunity for returning the land.

In a meeting in Ranchi with prospective bidders for captive coal assets earlier this month, AK Bhalla, the Joint Secretary of Coal, said a move was initiated to amend the law, a source told Business Line. Of the three blocks, at least two assets earmarked for cement and sponge iron sectors include areas once acquired through the CB Act by Coal India Ltd.

While the Centre had taken back the assets from CIL for redistribution, the existing legal provisions made it impossible to hand over this land to the successful bidders.

Around 40 companies, including Tata Steel, SAIL, NMDC, JSW, JSPL, Bhushan Steel, Lafarge, UltraTech Cement, India Cement and Reliance Cement, have expressed interest in participating in the bidding round.

CIL welcomes move

Welcoming the move, a CIL official said the proposed amendment would help the company return large chunks of mined-out land to the Central or State governments either for afforestation or rehabilitating the project-affected people.

With up to 6x dubbing speed with BD-R discs, the SR-HD1350US and SR-HD1700US are the fastest JVC combo decks to date. New features include the ability to pause during direct-to-disc recording, record directly to DVD in DVD-Video format, and create BDMV and BDAV discs from live sources.

Using a simple, menu-driven interface, videos are transferred from a camcorder or other device to the internal hard drive, assembled into a completed project and output to disc. The units support BD-R or BD-RE (erasable) Blu-ray discs, as well as DVD-R (SL/DL) or DVD-RW DVDs. Unprotected DVD and Blu-ray discs can be easily duplicated as well. Authored discs can be produced with auto-start or repeat playback for retail point-of-sale displays and other applications.

Both decks feature a variety of inputs for compatibility with current and legacy equipment, including composite, S-Video and i.Link (IEEE-1394) interfaces, as well as an SD/SDHC media card slot (SDXC memory cards can be read via a USB card reader). HDMI and other outputs provide flexible monitoring options.

The SR-HD1350US includes a 320 GB hard drive, while the SR-HD1700US has a 500 GB hard drive. The SR-HD1700US also offers additional features, including the ability to transfer NLE footage via LAN, compatibility with .MOV or .MXF files up to 35 Mbps created with JVC ProHD camcorders, and external control via LAN or RS-232C.

Both decks are available now and will be demonstrated at the 2014 NAB Show (Booth C4314), which runs April 7-10 in Las Vegas, Nev. The SR-HD1350US has a suggested list price of $1,595, while the SR-HD1700US has a suggested list price of $2,995.
