Top ULFA militant Anup Chetia may be handed over by Bangladesh as early as next week with decks being cleared for extradition of two top Bangladeshi criminals now in Indian jails to facilitate the repatriation.
According to officials, Bangladesh had sought the extradition of Subrata Bain and Sajjad Hossain in exchange for Chetia. Bain was arrested in Kolkata last year on charges of carrying fake currency and illegal arms, and for illegal immigration. He had been arrested in Nepal earlier but had managed to escape. He is currently in a Kolkata prison.
Hossain, who is lodged in Delhi's Tihar Jail, is wanted in several cases of murder in Bangladesh.
The Awami League government of Bangladesh contends that Bain and Hossain were involved in attacks that targeted its top leadership. Bain is an accused in the 2004 grenade attack on a rally of Bangladesh Prime Minister Sheikh Hasina.
Officials revealed that Chetia has been moved from his current location in a Dhaka jail, indicating that the process of moving him to India had been initiated. The former ULFA general secretary was arrested in Bangladesh in 1997. He had sought political asylum there but dropped the request and agreed to return to India after the Centre initiated talks with the ULFA leadership. He is likely to join the ongoing talks between the government and the Arabinda Rajkhowa faction of ULFA.
The exchange of Bain and Hossain for Chetia has become possible as India and Bangladesh signed an extradition treaty earlier this year during Home Minister Sushil Kumar Shinde's visit to Dhaka.
Home Ministry officials asserted that paperwork for the extradition of Bain and Hossain, including their identification as Bangladeshis, had been done and the requisite court orders obtained.
There were suggestions earlier that Dhaka was attempting to use Chetia's extradition to extract concessions from New Delhi, including the land boundary agreement and firming up of schedules for signing of the Teesta water sharing pact.

D.C.s Historic Preservation Review Board approved a roof deck for a row house near 15th and T last month, but not before a few members lamented ever setting a precedent of allowing them in the first place.
In the Dupont, Logan and U Street historic districts, there are a wide variety of decks on the backs and tops of row houses. The practice for many years has been to deny additions to row houses that are visible from in front of the house but to be much more permissive about changes on the alley side.
Following that precedent, Historic Preservation Office staff reviewer Kim Elliott recommended the board approve the deck.
However, Elliott also noted that unlike on some blocks, all of the two-story row houses here have the same, uninterrupted roof line from the back (as well as the front). The 3-foot high railing for this deck would create a pop-up effect from the rear. Elliott pointed out that the board started allowing roof decks some years ago, setting a precedent.
The Historic Preservation Review Board ultimately agreed with Elliott and approved the deck, though Bob Sonderman suggested making the owner shrink the deck a few more feet by pushing the railing away from the rear of the house.
Members Graham Davidson, an architect at Hartman-Cox, and Nancy Metzger, formerly with the Capitol Hill Restoration Society, both wondered if the board might have made a mistake allowing roof decks in the first place. The pair have been consistently skeptical of buildings and have pushed hardest for changes such as removing floors from new buildings.
At the boards recent meeting, Davidson noted that many of these decks are fairly poorly built and clunky, because people are trying to get them done at low cost. Hed like to improve the quality of alleys throughout the city. Thats a worthy impulse, but why do many preservationists thus feel that the solution is to reject the decks or shrink them toward invisibility?
