The MOU between the RCA and the RSSC has expired in July last and the latter was reluctant to renew it owing to violations by RCA and its denials to clear the dues which amounted to crores.

Jaipur: The decks were finally cleared for the Rajasthan Cricket Association to host the home matches of Rajasthan Royals in IPL-6 after it decided to sign a Memorandum of Understanding (MoU) with the state government regarding the use of Sawai Man Singh Stadium.

A deadlock between the RCA and Rajasthan State Sports Council (RSSC) has threatened to take away all the home matches of Rajasthan Royals and to Ahmedabad and Rajkot in Gujarat.

The BCCI was compelled to take a decision in this regard but the hectic activity in top political circles and the court verdict paved the way for Jaipur to host atleast some of the IPL matches.

In accord with a decision by the divisional bench of the High Court the RCA and State Government signed a MOU for five years.

"A MoU was signed between the RCA and the State Government which means that Jaipur would be hosting the home matches of the Rajasthan Royals in the IPL-6. We have also deposited post dated Cheques of Rs.20, 00,000/= (Twenty Lakhs) for each match.

"Dr. C P Joshi the president of the RCA has shown a good gesture by giving a cheque of Rs 1 crore to the Government for utilizing it for the cause of other sports in state," said K K Sharma, the acting secretary of RCA.

"The government had added a clause in the MoU which states that the SMS stadium will remain to be a property of the state Government. We do not object to it. We are happy that we now have the possession through MoU. We have the right to use the North and the South Pavilion and we would start the preparation as soon as possible.

"We are determined to enhance the reputation of the state by holding the matches in grand fashion. He whole executive is eager to contribute for the cause," he said.

As reported in Friday's "new-look" National Business Review, activist institutions wielding lists of blacklisted directors are prompting nervous companies to clear their decks before attempting capital raisings.

A flurry of board changes at Snakk Media, which plans to seek a compliance listing on the NZX alternative market, have all the hallmarks of this, as it cuts ties with directors and shareholders associated with controversial company SeaDragon, a major Snakk shareholder.

Maybe the resignation of Mighty River Power director Jon Hartley, who will step down later this month, is the start of a similar process at the state-owned enterprise, which is first on the block for partial sale in the government's stuttering mixed ownership model.

Mr Hartley is a former chief executive of Brierley Investments, who left in 1999 after the rationalisation of the group's New Zealand's assets. He jumped ship to loss-making state-owned enterprise Solid Energy and left shortly after, following a strategic review.

He went on to chair Sky City Entertainment Group, now SkyCity, and joined Pacific Road Corporate Finance as a director.

He is currently a director of ASB Bank, Chorus and Sovereign Assurance Company.

High regard

There's no suggestion Mr Hartley is on any directors' blacklist.

He says he has commitments with World Vision International and its micro-finance subsidiary, VisionFund International, of which he is vice-chairman.

The completion of this project will bring the total bridge decks evaluated in Minnesota to 137 (over 2.5 million square feet) since 2009.

Ground penetrating radar (GPR) data is collected at highway speeds to estimate rebar depth, corrosion conditions and deteriorated concrete. The GPR data is collected in a series of lines spaced 3 feet transversely across the width of the deck, with each line representing a cross sectional slice of the deck at a particular offset. Decks in good condition consist of strong and uniform radar reflections from the rebar. GPR data with weak and inconsistent reflections indicate rebar-level deterioration in the bridge deck.

Recently a study evaluating the accuracy of Infrasense's results provided to the Minnesota DOT was carried out by an independent consultant for MnDOT. The study compared the predicted quantities for 12 decks surveyed by Infrasense against subsequent construction repair quantities. The study found that, on average, Infrasenses predicted deterioration quantities were within 3.5 % of the documented construction quantities.

Ground penetrating radar surveys provide transportation agencies with accurate and comprehensive bridge deck condition information, enabling effective preservation, rehabilitation, and replacement decisions. With large bridge deck inventories, highway agencies have primarily relied on visual inspection at the network level. Since the mechanisms of deterioration occur below the surface, their manifestations are not readily seen in the visual inspections, often leading to subsequent project-level focus.

Traditionally, highway agencies have employed sounding (chain or hammer) to identify delaminated areas for project-level rehab. Although sounding has proven reliable, the labor and closures required for a sounding survey makes it prohibitive for obtaining data of a large number of decks. Also, sounding is not effective when there is an asphalt overlay. In response to these limitations, a number of highway agencies, including MnDOT, have utilized alternative methods, particularly ground penetrating radar.
