Chattanooga Housing Authority may apply for the demolition or sale of College Hill Courts in 2015 and the demolition or sale of East Lake Courts in 2017, according to its 2015 Annual Agency Plan.

CHA officials say nothing is set in stone, but it is possible for the application process for College Hill Courts, its oldest and largest public housing site, to begin in the next year.

If an application is submitted, it takes a year just to get approval, said Naveed Minhas, CHAs vice president of development.

The deferred maintenance and dollars necessary to sustain these projects is extremely high, said Minhas, CHAs vice president of development. So we know that sooner than later, we will ultimately have to apply for a disposition or demolition. The properties are not sustainable in the long-term.

CHA estimates it will take $100 million, with $50 million spent at each site, to bring College Hill and East Lake Courts up to standards. The sites were constructed in the 1940s and include more than 900 households.

Units at both sites have outdated sewer systems, outdated electrical systems and issues with mold and leaking roofs, said Minhas.

OAKLAND, Calif.

The demolition of the 78-year-old original eastern span of the Bay Bridge is proceeding on schedule in a methodical, piece-by-piece manner, a Caltrans spokeswoman said Thursday.

During a media tour of the old eastern span, which went out of service when the new eastern span opened up a year ago, Caltrans spokeswoman Leah Robinson-Leach said the dismantling of the old section is taking place in the reverse order from which it was built.

The first phase was to cut the suspended span of the cantilever truss at its center in order to begin removing it, Robinson-Leach said.

There is now an 800-foot gap in the middle of the cantilever span, which is visible to drivers on the new eastern span.

Robinson-Leach said demolition has also begun on the temporary detour near Yerba Buena Island known as the S-curve.

The second phase will involve removing the five truss spans and the truss causeway and the third and final phase calls for removing the underwater foundations for the old span, she said.

The demolition work began last year and isn't scheduled to be completed until 2018, Robinson-Leach said.

One of the challenges for workers is keeping the old span stable while it is demolished. One way to accomplish that is by installing temporary support trusses, she said.

Another complication is that many of the large number of cormorants who have nested under the old eastern span for many years have refused to leave their spots and move over to the new span, according to Robinson-Leach.

Richard Peacock Jr. a principal with Broadway Ellwood Co., is dispatching a letter this week to Alamo Heights residents about the beginning of asbestos abatement on the abandoned structures at Austin Highway, Broadway and Ellwood.

According to Peacock, the asbestos abatement program is to start Monday, Sept. 29, and take three to four weeks to complete.

Peacock said he and his business partners hope that demolition will begin by early November, and end by that month's end.

The property continues to be scrutinized by Alamo Heights officials and residents, as it was where Dallas firm Alamo Manhattan had proposed a multi-story, multi-use complex.

Following months of debate and sizing down the project to address concerns, the developer nixed the plan and terminated its contract for the property.

We really thought we were on a good path with it, Peacock told the Alamo Heights Weekly about Alamo Manhattan's basic concept.

We thought it had met requirements for redevelopment, and thought it'd be a good use of the land.

Peacock said he and his associates acknowledged all concerns expressed over the Alamo Heights Gateway project. In the meantime, the city has granted the property owners' request to get rid of the existing structures.

We are as anxious as anyone that these buildings be removed, and are very sorry for the delay in the demolition process, Peacock wrote.

We initially thought we could donate/move the houses, and it took us an extended period of time to determine that this unfortunately wasn't possible.

Demolition delayed for vacant Alamo Heights property

PARSIPPANY The company that will be demolishing the former Greystone Park Psychiatric Hospital in Parsippany is expected to begin its work "within a month," according to Morris County Administrator John Bonanni.

The work will start with the environmental remediation that must precede physical demolition of the 675,000-square-foot Kirkbride Building, Bonanni told the freeholders at their meeting this week.

The remediation includes the removal of asbestos, lead paint and other hazardous materials.

The area around the 1876-built Kirkbride Building has already been fenced in for the project, Bonanni reported.

Bonanni, who met with both state officials and the contractor, said the "entire project" is expected to take about two years. The company, NorthStar Contracting Group Inc. of New York, which includes LVI Demolition Services, was awarded a $34.475 million contract for the work.

"An area" on the property will be "designated in memory" of the Kirkbride Building, Bonanni said.

The hospital closed in 2008 and was replaced by a new, modern hospital nearby.

Demolition of the Kirkbride Building had been vigorously opposed by preservation groups that wanted to keep the Kirkbride Building intact as a mental health historic landmark, but state officials said the plans they reviewed to redevelop the property would have been too costly.

Ultimately, the 165-acre property is to be turned over to the county, but that won't happen until the bonds issued for the project are retired, Bonanni said.

Meanwhile, county officials are working with state officials to develop plans to access the property, Bonanni said.
