The city is planning an emergency demolition of 3278 6th Ave. on Monday after a partial building collapse there earlier in the month.
Michael Morris, a city spokesman, said the building is a threat to public safety.
Morris said a letter was sent Tuesday to the owner of the dilapidated 6th Avenue building, Mordechai Kaplinsky of New Jersey, but Kaplinsky has not responded.
The collapse damaged the Troy Bike Rescue headquarters next door at 3280 6th Ave., and founder Andrew Lynn said the volunteer bike repair and refurbishment shop is closed indefinitely, as advised by the city, until the collapsing building is dealt with.
Troy Bike Rescue's annual fundraiser takes place on Saturday, but because of the damage the organization has relocated the event to the Sanctuary for Independent Media at 3361 6th Ave.
Lynn said the city has been aware of the disrepair of Kaplinsky's building since last year, but has been slow to act.
"It is really hard to get any info from the city of Troy," he said. "All we know is we are closed indefinitely."
Lynn said he is holding the city responsible for fixing the damages to Troy Bike Rescue.
Morris said Lynn's claim is currently an internal legal matter.

Baton-wielding riot police charged protesters, fired foam bullets across the barricades and attempted to disperse the crowd using a high-pitched horn.
The violent disturbances were blamed on a small group of troublemakers but the protest has won support from across Spain and peaceful demonstrations to show solidarity have been planned in other cities this weekend.
"These protests are not just about the eviction. The eviction was just one more blow after the crisis," a Can Vies representative said.
"The people are fed up of taking blows and in the end they explode."
The abandoned property was occupied in 1997 by left-wing activists who used it to host concerts, training courses and other community activities in the rundown area of the Catalan capital.
But the transport authority which owns the property wants to redevelop the area and turn it into a park.
Police forcibly cleared the house on Monday following a court order issued after negotiations broke down between the city and the squatters.
After an emergency meeting Barcelona city council said it would attempt new dialogue with neighbourhood leaders to reach a peaceful accord.

Demolition of the brick building that once housed the operations of the Daily Camera in downtown Boulder is scheduled to occur next week, a couple days after an early morning project to replace a transformer on the property.
Early next week, likely Tuesday morning, a backhoe will start ripping down the building at 1048 Pearl St., said Dan Schuetz, project manager for Nichols Partnership.
Schuetz's Denver-based firm is developing PearlWest, a 160,000-square-foot commercial development on the site of the Camera's former properties at 1048 Pearl and 1023 Walnut St.
Construction-related work on PearlWest commenced on May 12 with workers fencing off the property. In the days following, they demolished the brick wall and archway that lined the sidewalk along Pearl Street.
The building was expected to start coming down as well, but that work should come next week.
"There are just a lot of moving parts in a project like this, probably thousands of moving parts," Schuetz said.
The majority of the activity in recent weeks has been based in the alley south of 1048 Pearl, where workers conducted pre-construction work to replace an existing transformer that fed the building and three neighboring properties.
Xcel Energy plans to remove the existing transformer and install a new transformer between 3 and 7 a.m. Sunday, said Mark Stutz, a spokesman for the utilities provider.
A "handful" of customers would be affected by the transition, he said.

YARMOUTH One of Yarmouths most ambitious demolition projects in quite some time is underway this week.
Zion Baptist, a historic church and town landmark, is being dismantled, with the walls expected to come down after the weekend.
Employees of a New Glasgow demolition firm removed bricks by hand Thursday from high atop a west wall of the 118-year-old church.
Were just taking that wall down some because its close to a house and with brick you never know which way its going to go sometimes, said Marinus Verhagen, owner of Verhagen Demolition Ltd., the company in charge of pulling down the building.
The church is surrounded by homes and a museum.
You have to be careful, Verhagen said. Weve got to watch traffic on the street, too.
Yesterday we took the steeple off so we could get at the bell.
The huge bell cast from a bronze-brass alloy weighs about 475 kilograms, church trustees said. It was made in Baltimore in 1900 and installed a year later in the church, which opened for worship in 1896.
Workers removed some asbestos from the basement Thursday and expect Monday to begin knocking down walls in the Parade Street edifice featuring Queen Anne Revival architecture.
Theyll be permitted to fill the basement hole with broken brick, once other materials have been trucked away, said Verhagen.

MARQUETTE - The Cinder Pond Marina service building has been demolished, the casualty of a particularly cold and harsh winter.
The structure was taken down Wednesday as part of an ongoing project to plan for a new facility.
Cinder Pond provides fuel, launching, docking, and other support services for seasonal and transient recreational boaters.

A large crack was discovered on the outside of an exterior wall on the southwest corner of the marina building on March 12. The extreme frost level caused by cold-weather conditions caused the foundation to fail, city officials said.
The crack wasn't the only damage noted in the 20-year-old building. Discovered were cracks in the cement floor between the women's restroom and boater lounge and cracks in the drywall in the boater lounge ceiling.
Following the damage, the Marquette City Commission took steps to prepare for the boating season. The first of a two-phase project calls for temporary facilities that include showers and restrooms.
The second phase involves construction of a new facility.
Earlier this year, the commission approved a bid from JP Electrical Professionals Inc. of Marquette for $67,280 to reroute electrical service at the marina, a necessary task due to the building's condemnation.
JP Electrical is to reroute the utilities to maintain electrical service to the piers and pump-out and fuel systems after the structure's demolition is complete.
