'Sickened' by the prospect of demolition JOELLE DALLY
High-profile Christchurch businessman Ben Gough has applied to demolish the central city's heritage-listed art deco Public Trust Office building.
The New Zealand Historic Places Trust (NZHPT) says the building should be saved, and a heritage advocate is "sickened" by the prospect of demolition.
Tailorspace Investments, owned by Gough, has applied to the Canterbury Earthquake Recovery Authority (Cera) for a section 38 notice that would allow the demolition of the building, at 152-156 Oxford Tce.
Designed by renowned architect Cecil Wood, the 1922-1925 building is a Group 3 protected heritage site in the Christchurch City Plan and a NZHPT Category 2 historic place.
Earthquake-strengthening was carried out in 2009, with the work including the incorporation of new shear walls to the full height of the building.
Ben Gough is controlling shareholder and deputy chairman of Gough Holdings, one of the city's biggest family-owned companies. His relative, Antony Gough, is behind a $140 million Oxford Tce development.
Cera confirmed Tailorspace had applied for a section 38 notice and that a decision was "imminent". The trust is legally powerless to prevent demolition if a section 38 notice is issued. Its archaeological consent is only required for pre-1900 buildings.
"The number of heritage buildings remaining in the central city has halved and this is a stand-alone survivor on its block," trust southern general manager Rob Hall said.
Ben Gough and Tailorspace Investments management did not respond to calls yesterday. A company representative said it was "going through a PR company" and would not be able to respond until Monday.

The demolition of the old KeySpan building located at 250 Old Country Road in Mineola is currently ongoing. The complete tear-down is expected to conclude some time in February. Lake Success-based Lalezarian Developers will construct a nine-story, 315-unit apartment complex at the site.
Parts of the structure were pulled down earlier this month. The final demolition days are at 4 a.m. on Thursday, Feb. 6, Tuesday, Feb. 11 and Friday, Feb. 14., but are subject to change. No explosives are being used during tear-downs, according to Mineola village officials.
Weather initially delayed the start of the demolition, Mayor Scott Strauss said. Lalezarian had to postpone the first few pull-downs of the structure.
Its going the way its supposed to go, Strauss said in a phone interview. They have the rest of the building scheduled to go and its moving along as it should.
Developers resubmitted plans to Mineola twice since taking over the property. Ken Lalezarian estimated the total demolition would be 85 percent complete by this week.

ALGONQUIN Three structures in the Old Town District are slated for demolition.
The Village Board, in a 4-2 vote on Tuesday, decided to reverse a Historic Commission decision and allow for the demolition of two commercial buildings and a garage at 107-111 W. Algonquin Road, which is in the Old Town District.
As part of the board's decision, the property owners have to make buildings available for anyone wishing to relocate or salvage them. The owners however have six months to complete the demolition on the property and put sod on the land, among other things.
The owners also have to provide a $40,000 site restoration bond the village can use in case the owners don't complete the work on the property.
There are no plans for the site other than to remove the buildings and sod/seed the property. Any plan for site redevelopment would need Village Board approval.
"We as a board have to look to the future, and try to blend both the historical value as well as having something vibrant in our downtown that will lure more people, to utilize our downtown." said Trustee Jerry Glogowski, who voted in favor of allowing the demolition, along with Trustees Brian Dianis, Jim Steigert and John Spella.
The building has many structural problems and there are leaky pipes and cracks in the foundation. Repairs to the buildings could cost $100,000, according to village documents.
The village's downtown redevelopment plan calls for redevelopment of the property as a multi-story commercial and/or residential development.
Trustees Robert Smith and Debby Sosine voted against the demolition request.
"Our ordinance is in place for a reason. It's to preserve this area. Anyone who buys there knows it's there," Smith said. "To sit there and let this property owner neglect our ordinances, pay no attention to it and let this building just go away . [and] they're going to seize the opportunity to get out from underneath it From a business sense I can see that. But at the same point, they have aresponsibility to the community, they have to adhere to our ordinances."
