Framingham levels problem house - January 7, 2014 by Mr HomeBuilder

Neighbors rejoiced Monday as a demolition crew the town hired started tearing down a vacant house that had partially collapsed onto a neighboring home.

Building Commissioner Michael Tusino said the family that owns the home at 1 Newton Park Road abandoned it and has refused to take responsibility. The town even tried unsuccessfully to get a court order in recent months for the owners to step up.

The owner of record told the magistrate he didnt own it, "and everybody was kind of pointing the finger my cousin owns it, my sister owns it, my brother owns it," Tusino said.

"Once it started collapsing, it became a public safety issue," Tusino said.

At that point, the town stepped in and hired the demolition crew, he said.

The job is complicated by the fact the home is wedged tightly between two other houses. With no access to the backyard, the crew from Maximum Emergency Services planned to take the house down by hand, from the roof down.

Workers used saws and ripped away pieces of the home by hand on Monday, carrying debris to Dumpsters and using shovels to toss out loads of junk.

Bernard Le Blanc, who lives next door, said the house partially collapsed against his during the snowstorm. He is waiting for a damage estimate from his insurance company, but was glad to see demolition crews.

"Its going to be done finally thank God," said Le Blanc, who moved into the neighborhood in 1980.

The eyesore next door had been empty for at least 15 years before that, he said.

Demolition Underway Of Parking Garage At Airport Hilton - January 7, 2014 by Mr HomeBuilder

DANIA BEACH (CBSMiami) Demolition got underway Tuesday of the two story parking garage at the Airport Hilton in Dania Beach.

The garage and the hotel itself have to go to make way for a new runway at Ft. Lauderdale-Hollywood International Airport.

Airport officials considered using explosives to knock down the 400 room eight story hotel at Griffin Road and I-95 in Dania Beach but the Federal Aviation Administration nixed that idea, according to the Sun-Sentinel, because it is too close to Ft. Lauderdale-Hollywood Internationals runways and I-95.

Even though the parking garage is coming down, the three decades old hotel will remain open until early April. Crews will then take it down bit by bit. It is scheduled to be completely razed by early June.

It was determined that the garage and hotel had to go because they posed a potential hazard to planes which will use the new eight-thousand foot long south runway which is scheduled to open in September.

The new runway is expected to ease air traffic delays.

FEMA Denies Cedar Rapids Sinclair Demolition Disposal Funds - January 7, 2014 by Mr HomeBuilder

CEDAR RAPIDS, Iowa - The Federal Emergency Management Agency will not reimburse the city of Cedar Rapids an estimated $6.5 million for part of the cost to remove and dispose of material from the former flood-damaged Sinclair meatpacking plant south of downtown.

FEMAs decision comes with a fault-finding explanation.

The agency concluded that it could not determine the reasonableness of the cost reimbursement sought by the city because the city made an "intentionally inaccurate representation" of the scope of the demolition work when it sought bids for the project, according to FEMAs written ruling to the state of Iowa and the city.

The agencys analysis suggests that the city lessened its estimate of the projects scope from 100,000 tons to 65,000 tons of demolition debris, which "may have influenced" the number of firms that would compete for the work. In the end, the project doubled in size without new, competitive bids as the project grew, the FEMA analysis states.

The latest denial comes from the federal agencys headquarters in Washington, D.C., and it is a denial of the citys second appeal on the Sinclair cost reimbursement issue. FEMAs regional office denied a first appeal nearly two years ago.

City Manager Jeff Pomeranz, and Joe OHern, the citys executive administrator for development services, on Monday called FEMAs new decision a final one.

"Theres nowhere else to go," Pomeranz said.

OHern said the city also continues to contest a different FEMA decision tied to the Sinclair plant that would deny the city another $3.5 million in reimbursement for damage at the Sinclair plant because of a private insurance award the city received from a fire that hit the plant after it was flooded. The city is still involved in its first appeal of the matter related to fire insurance, OHern said.

Both Pomeranz and OHern said they were "disappointed" with the new FEMA ruling.

Neither was with the city at the time that the Sinclair work was bid, but Pomeranz said he had confidence that the city acted in an "upfront, forthright manner."

Demolition of historic theater set to begin - January 6, 2014 by Mr HomeBuilder

LIVINGSTON By this time next week, the historic Livingston Court Theater will be just a memory in the minds of longtime city residents.

City officials couldnt save the landmark theater from demolition, but they took steps Friday to begin saving a few of its iconic features the marquee, the sign and the ticket booth.

It was important to save these elements of the Court Theater because theyre historic relics that can be used in the future when a new facility is built, said City Manager Jose Ramirez. The pieces will be stored in the citys public works yard, he added.

Ramirez said demolition of the Livingston Court Theater, built in 1945, will begin Tuesday. The building has been vacant since it closed in 1977. The city bought it in 2001 for $120,000.

The city once planned to restore the building, but thats an unlikely prospect with repairs estimated at $6 million to $7 million and a $150,000 shortfall in Merceds proposed budget.

Whenever you have an iconic building, and theres a lot of history and culture behind it, you always look at how you can save it, Ramirez said. Sadly, we couldnt save it because of financial constraints and health and safety issues.

The demolition will take about a week, Ramirez said. A large excavator will be used to knock down the theater piece by piece. The empty downtown site will then be filled with soil.

The cost to raze the building is not to exceed $30,000, according to city documents.

The City Council voted to enter into a demolition agreement with Jim Brisco Enterprises Inc., a Merced-based general contractor.

Demolition Begins Tuesday On Airport Hilton’s Parking Garage - January 6, 2014 by Mr HomeBuilder

DANIA BEACH (CBSMiami) Demolition crews are scheduled to get to work on Tuesday tearing down the Airport Hiltons two-story parking garage, according to a spokesman for the Broward County Aviation Department.

The garage and the hotel itself have to go to make way for a new runway at Ft. Lauderdale-Hollywood International Airport.

Airport officials considered using explosives to knock down the 400 room eight story hotel at Griffin Road and I-95 in Dania Beach but the Federal Aviation Administration nixed that idea, according to the Sun-Sentinel.

The FAA will not allow us to implode a building that close to the airport runway and in such close proximity to a major interstate, airport spokesman Greg Meyer told the paper. We cant do any explosions at the site there at all.
