    MERIDEN Demolition of the abandoned power plant atop Cathole Mountain will begin next month under an agreement between the city and the plants owner.

    The city and NRG finalized a settlement over the abandoned power plant building on South Mountain Road earlier this month. It calls for NRG to begin demolition by Jan. 31 and complete the work by June 30. Since first proposed about 15 years ago, city officials and residents have been concerned about the visual impact of the 82-foot-tall structure.

    In addition to the demolition, the city will receive $500,000 in two installments before June 30. Beginning in the 2014-15 fiscal year, the city will receive an annual tax payment of $71,886.96 from NRG after the fair market value of the property was set at $2.93 million. Meriden will keep $701,800 in performance bonds since work on the plant and surrounding property was not finished.

    City Manager Lawrence J. Kendzior said he is glad demolition will begin early next year.

    We were pleased with the outcome of the (Connecticut Siting Council) hearings (and) relieved to bring this dispute with NRG to a satisfactory conclusion, Kendzior said.

    NRG, doing business as Meriden Gas Turbines, owns the abandoned plant, which includes two buildings, a fuel tank and water tank on more than 36 acres. A 544-megawatt, natural gas-fired generating plant was planned, but financial problems and declining need for power generation halted the work.

    Jacksonville dumpster rental service, Sunshine Recycling, is currently working with Rock & Roll Demolition on a warehouse demolition. Sunshine Recycling of Jacksonville is hauling all discarded concrete to Independence Recycling of Florida, a company that specializes in crushing concrete and asphalt for reuse.

    The project is an interior demolition on a warehouse that was previously home to produce supplier and distributor Fresh Point. It is being renovated by Sysco Corp. as they expand the International Food Group, which distributes to customers outside of the United States. The expansion is expected to create 60 new jobs in Jacksonville. Sysco operates in the US, Bahamas, Canada, and Ireland, distributing foodservice equipment and supplies to businesses in the hospitality industry.

    Sunshine Recycling of Jacksonville is providing 20-yard dumpsters to collect the concrete and is making as many as seven hauls each day. Recycled concrete can be used in highway and road construction as a base layer over which fresh concrete or asphalt is poured. If uncontaminated, it can be recycled into new concrete and larger pieces have been used to control erosion.

    A cottage on Australian Avenue soon will be demolished, after the Architectural Commissions recent, and reluctant, approval.

    This particular demolition while perhaps unfortunate for neighbors of the quaint 1,300-square-foot wood-frame-and-stucco house built in 1928 isnt the problem. Demolition is a homeowners right and, on an island where land value reigns supreme, it is arguably an inevitability.

    The real problem lies in commissioners uncomfortable realization that they simply rubber-stamp demolition orders while holding little, if any, decision-making power. As John Page, director of planning, zoning and building, told them: There is not a lot of discretion from this board to deny a demolition request.

    So despite their feelings that the house holds significant historical value and serves as a nice old reminder of old Palm Beach, as member Richard Sammons said, they had no alternative but to approve this request as they must for nearly all demolition requests.

    The only exceptions involve extraordinary circumstances (that are not related to historic value) or buildings protected by the Landmarks Preservation Commission.

    And with no other boards overseeing demolition requests in this manner, that means no one has the power to deny them. While some oversight might be better than none, oversight without influence amounts to little more than wasted time.

    Architectural Commission members wisely asked Page to reconsider the process, which he pledged to do.

    Asking the Landmarks Commission to get involved sounds like a good start. But that boards required research, documentation and resulting deliberate pace could leave dozens of possibly worthy homes open to razing each year even as demolition requests are likely to increase as the real estate market continues to improve.

    Its possible that simply tweaking the process wont be enough. A careful look at demolition might require that the work of both commissions undergoes review. Together, perhaps, the boards can combine to allow for smarter, quicker scrutiny of properties that may contribute to the islands historical character.

    If residents truly value preserving that character, then they cannot be cavalier about demolition.
