Demolition at the site of the planned Lowertown ballpark is slated to continue after a subcontractor completed a review into its plan for razing the Diamond Products/Gillette building in downtown St. Paul.
The death of a worker at the site Sept. 10 halted the project and triggered the review.
Rachel Contracting, the demolition subcontractor for Ryan Cos. on the ballpark project, handled the review.
"The findings conclude that the current approach is the best way to demolish the remaining structure," said Collin Barr, a president at Ryan Cos.
Ryan Cos. and the city of St. Paul will review the findings and the demolition plan before the remaining demolition work resumes.
Johnny Valek, 61, of Plymouth, a worker for Rachel Contracting, was killed when a section of concrete collapsed on the backhoe he was operating.
Ryan Cos. has said the demolition delay will not affect the construction schedule. The minor league St. Paul Saints baseball team hopes to be in the new $63 million, 7,000-seat stadium for the 2015 season.

PHILADELPHIA - September 26, 2013 (WPVI) -- City Council members hope to make it tougher to get a demolition permit in the wake of a fatal building collapse.
Private building owners seeking demolition permits today don't have to file demolition plans, prove their workers are qualified or show that their taxes are paid.
Councilman James Kenney said the fact demolition contractor Griffin Campbell did not pay workers compensation or unemployment taxes should have been a window into his operation. His subcontractor, Sean Benschop, is charged with involuntary manslaughter for allegedly operating heavy equipment while high on marijuana and painkillers. Both men have criminal records.
A YouTube video taken days before the collapse shows a machine with a claw being used to knock down the facade, and bricks raining down on the open sidewalk. There was also no scaffolding in place to remove an unsupported 40-foot brick wall, which tumbled onto the one-story thrift store, burying the six dead and 13 survivors.
Several lawsuits have been filed against Basciano, a commercial developer hoping to redevelop the block, along with Campbell, Benschop and others. The victims' lawyers also accuse the city of lax oversight of the demolition process, but the city is generally immune from such lawsuits. One of the victims was the 24-year-old daughter of the city treasurer.
Council's report also recommends that city agencies do more to share information, so that Department of Licenses & Inspections workers who issue permits can be sure contractors have paid their city taxes.
"If you're not licensed, if you're not qualified, if you're not paying taxes, you don't deserve a permit," Kenney said.
But council members acknowledged they can only make laws, while Mayor Michael Nutter manages how agencies are run.
Asked why the report holds no individual or department accountable for the collapse, Councilman Curtis Jones Jr., who chaired the review committee, said, "That is not our department."
However, he said he hopes for more cooperation with the mayor and city agencies in the wake of the crisis.

Demolition of the Digby Academy will begin in two weeks.
R.L. Harvey Limited will start tearing down the Red School on Wednesday, Sept. 25 and expects to be more or less finished four days later on Saturday.
The courthouse parking lot will be closed during the demolition for safety and because trucks will be coming and going with debris.
Spectators will be asked to stay back as far as Queen Street.
Digbys special constable Richard Parry says the building itself will come down quickly; the sorting and hauling away of debris will take the majority of the time allotted.

Demolition at Capitol still ongoing -

THE demolition of the two buildings under the Provincial Government is still ongoing to give way for Ayala Land Inc. (ALI) development.
Provincial administrator, Enrique Pinongan, said on Tuesday that the demolition of the old Office of the Provincial Agriculturist Office and Provincial Environment Management Office (Pemo) actually started last Saturday and it is expected to be completed in two weeks.
"It was delayed because of inclement weather," he said.
Pinongan added the building owned by the National Telecommunications Commission (NTC) will be demolished by the agency, but the Provincial Government is willing to do the job if NTC has no personnel to do it.
"Under the rules of the Commission on Audit, the waste material from the demolished buildings will be auctioned off to interested parties, proceeds of which will go to the coffers of the provincial government," he said.
Pinongan said after ALI pays for the 4.1-hectare property lease that covers the portion of the lot beside the PNB along Capitol Road up to Pemo and the areas surrounding the Provincial Capitol, ALI will immediately develop it.
Capitol stands to earn P35.4 million annual rental at P33 per square meter for the 4.1-hectare lot, while the remaining 3.6-hectare lot is covered with the deed of sale between ALI and Capitol.
"Under the agreement with ALI, the developer will pay one year advance and two years deposit," he pointed out.
Earlier, Pinongan, said the clearing of the property is one of the conditions set by ALI before they pay the Provincial Government for its properties for lease.
Pinongan said ALI may pay the Provincial Government for the leased property before this year ends. ALI was originally set to buy and lease 7.7 hectares of Provincial Government property in Bacolod City in 2011 but a suit filed by SM Prime Holdings Inc. against Capitol officials delayed the move.

To race fans he is part of the eBay Motors assault on the British Touring Car Championship, but away from the circuit, Rob Collard has proven himself to be just as successful in his 'day job'.
When not doing battle on track at the wheel of his BMW 125i M-Sport, Rob is the head of his own successful demolition business, which has been built up over two decades to become one of the main players in the field with an annual turnover in excess of 10 million.
But how did a king of demolition become a race-winning driver in one of the most competitive racing series on British shores?
I come from a farming background originally and used to work with my father, he recalls. Over the years, he expanded into waste disposal and also dabbled a bit in demolition, although it was something he didn't enjoy.
I saw something in it though and decided I wanted to do more of it, so elected to set up on my own. It has taken a long time to build up the company from what it was then, and there was a lot of saving that had to go into getting my first digger.
Now we operate something like 50 trucks and 30 diggers, the biggest of which is a 75 ton monster that has the ability to cut through girders and that we use to dismantle tower blocks. That machine alone costs around 400,000 and we've used it on things like the British American Tobacco factory that we dismantled in Southampton where there were 8,000 tonnes of steel to remove.
In the same way that the BTCC is ultra competitive on-track, the demolition business is competitive off it and people will travel all over the country to try and get the big jobs. It's all about building a reputation that allows you to be at the front.
Rob's desire to launch his business saw his early racing career put to one side, with his focus firmly on ensuring that his new venture became a success.
Despite being a championship winner in hot rods, Rob's aim was always to make it in circuit racing, with time spent in Formula Ford before the switch to tin tops in the one-make Vauxhall Vectra Championship. A third place finish in 1999 led to a test with the factory Vauxhall BTCC team, and from then, there was only one series where he wanted to ply his trade.
Initially running his own car in the second tier of the series, because it was 'more cost effective', Rob moved into the main class in 2003 and took the Independents' title before his relationship with WSR the team behind the eBay Motors programme first started.
