    Erie outcry over planned demolition - September 9, 2013 by Mr HomeBuilder

    ERIE, Colo. - After an outcry over the planned demolition of a 116-year-old Erie home, town trustees are now looking into the option of moving it.

    Beneath the peeling pain and broken boards, Erie oldtimer Bill Fletcher sees memories.

    "This was the playground. You had to be careful not to knock the ball into the fence onto Mrs. Charlesworth's flowers or she would get onto you," said Fletcher. "It used to be a really pretty home before they painted it."

    The home at 675 Holbrook St was determined eligible for the National Register as one of the finest examples of Queen Anne architecture in Erie and for its association with several prominent Erie citizens, according to a letter from History Colorado to the town's Mayor.

    Now owned by the town of Erie, in July, trustees voted to tear the house down to make room for future expansion of the town hall next door (which is in the old school building).

    "We are bursting at the seams down here," said Mayor Pro TemRonda Grassi. "We want town hall to stay here. We think that's really important for our downtown area."

    But several members of the historic preservation board protested the town's decision, first filing an unsuccessful injunction and then threatening to resign.

    Members said there are funds available to restore and repurpose the home.

    Christchurch is 108 buildings away from the end of the demolition phase in the city.

    Latest figures from the Canterbury Earthquake Recovery Authority (Cera) show 1503 full or partial demolitions have been carried out since the September 2010 earthquake - 984 in the central city and 519 in the suburbs.

    A further 108 partial or full demolition jobs are scheduled but a handful more could be added to the list when owners and insurance companies reach decisions on whether to repair or knock down.

    Big jobs left on the books include the 13-storey Victoria Apartments in Armagh St and Cathedral Square's Government Life building, while the fate of the 17-storey Forsyth Barr building is still under negotiation.

    Recovery experts agree the rebuild will accelerate over the next 12 months but say anchor projects will be the vital building block.

    Canterbury Employers' Chamber of Commerce chief executive Peter Townsend said private investors and developers were waiting for critical details about the projects to be released before they made long-term commitments to Christchurch. "What we absolutely require is a framework of certainty in which investment decisions can be made in the central city.

    "We need to know when the anchor projects are happening, who is doing them and what they will cost because the truth of it is they can't all happen at once."

    Mr Townsend said economic analysis reports on all anchor projects were needed to "help set the priority levels for each of them".

    Meanwhile, MrTownsend predicted the next three to six months would see an "acceleration towards [insurance] settlement" and an "avalanche of residential building work coming through".

    PETALING JAYA: PKR vice president N Surendran today criticised Federal Territories Minister Tengku Adnan Mansor for claiming that the Sri Muneeswarar Kaliamman Temple in Jalan P Ramlee is a mere shrine and not a temple.

    I am shocked at the contemptuous manner in which Tengku Adnan referred to the 101-year-old temple, he said.

    The temple is embroiled in a dispute with the KL City Hall (DBKL) and a developer over the land it is sited on now. The land in the heart of the city has been earmarked for development, with the temple being forced to move out.

    Earlier today, Tengku Adnan was reported as saying that the Sri Muneeswarar Kaliamman temple was a mere shrine and not a temple. He also said that holy place will only be identified as a shrine and would not be given the entire land which it currently sits on.

    The Putrajaya MP also warned MIC Youth not to politicise the issue for their own political mileage.

    Training his guns against the minister, Surendran said that Tengku Adnan should not conveniently categorise the holy place a mere shrine when the latter was not an expert in Hindu religious buildings.

    He also said that even if the place was a shrine, the area was still a sacred centre for Hindus.

    And Tengku Adnans claim that only an illegal canteen was demolished (last week) is also false. Three shrines within the temple area were smashed, and the deities forcibly and sacrilegiously removed by plainclothes DBKL personnel, said Surendran.

    The Padang Serai MP called upon Prime Minister Najib Tun Razak to sack Tengku Adnan from his post for insulting the Hindus.

    Chamberlain demolition ready to start again - September 9, 2013 by Mr HomeBuilder

    WATERLOO, Iowa --- Demolition at the former Chamberlain Manufacturing plant is set to resume after a six-month delay to address health concerns.

    Officials with the city and Environmental Protection Agency said contractors could be back on site this week to continue tearing up concrete floors and foundations at the contaminated 22-acre complex at East Fourth and Esther streets.

    "EPA is trying to be proactive and let everybody know they're going to be out there working again," said Chris Western, a planner coordinating the city's brownfields program. "We need to get the contractors going."

    Vieth Construction was ripping out foundations under a $470,000 contract in March when crews unearthed something that spread an obnoxious odor through the neighborhood. Testing had already uncovered soil and groundwater contamination in and around the Chamberlain plant.

    Consequently, federal regulators halted work to evaluate air samples and hold several public information meetings with surrounding property owners.

    The EPA reported air samples did not show dangerous levels of contaminants. But a plan was developed to respond more quickly if a similar situation occurs in the future.

    "We have measures in place," Western said. "If we do have an odorous smell we have sampling equipment in place to see what it is."

    Western said contractors will not work in the area where the original smell escaped.

    "We're going to do everything we think is safe," he added. "Chamberlain will need to come in and clean that (spot) up later."

    Chamberlain, a former defense contractor, operated on the site from 1919 until 1994. The city acquired the property in 2005 and began using federal grants to tear down buildings and test for contaminants.

    Downtown parking lot, demolition ordinance amendment drafted - September 9, 2013 by Mr HomeBuilder

    Under the proposal, a property owner wishing to turn land within the IDL into a surface parking lot would need approval from the Board of Adjustment.

    Surface parking lots within the IDL would be allowed only as an accessory use and would have to be on the same property as the principle use.

    Currently, a property owner is not required to provide an explanation for demolishing a structure.

    The proposed ordinance change would allow demolition when a building is determined to be unsafe or the property owner can show the city that he has a construction permit and zoning approval to replace the demolished structure with a new building.

    Otherwise, Board of Adjustment approval would be required before a demolition could take place.

    To receive such approval, the property owner would have to show that the structure is of "no viable economic use" and that the owner has made all reasonable efforts to sell or lease the property to turn a profit.

    The city's demolition requirements for the approximately 200 structures within the IDL that are on the National Historic Register of Places are the same as they are for any other building and would not change under the proposed ordinance changes.

    "Maintaining continuity of the streetscape and having a pedestrian-oriented, vibrant downtown - that's the end goal" of the proposed ordinance change, said city Planning Director Dawn Warrick.

    She said it makes sense for the Board of Adjustment to consider demolition applications because that is what it is set up to do - apply the city's zoning code on a case-by-case basis and provide relief where appropriate.
