THE City Government of Zamboanga has scheduled the demolition of all illegal structures and obstructions in the highways and roads right of way next week.
Mayor Celso Lobregat said the demolition is in line with the circular issued by the Department of Public Works and Highways (DPWH), which has sought the City Governments assistance for the immediate clearing of highways and roads right of way of all illegal structures.
A task group, which composed of the District Engineer as the head and personnel from the City Engineers Office, City Administrators Office, City Mayors Office specifically City Licensing Division and the Zamboanga City Police Office (ZCPO), was formed to oversee the enforcement of the DPWH circular.
According to Lobregat, the task group will make the rounds of the different villages starting from Tetuan to Licomo in the east coast and from Baliwasan to Labuan in the west coast on Monday to check on all illegal structures built along highways.
He said the owners of illegal structures will be given notices to voluntarily clear the highway within one week to ten days after which the task group will be back to undertake the demolition.
The City Legal Office has opined that such illegal structures are per se considered nuisance and that no Court or legal procedure is necessary to enable the task group to conduct the demolition.
Lobregat said the number of structures to be affected cannot be determined as of yet but stressed that the owners/care takers of such structures will be properly notified.
Lobregat had a series of meetings with village chairmen both from the east and west coasts of the City together with representatives from the DPWH, City Engineers Office, ZCPO and other concerned agencies to discuss about the impending demolition. (Bong Garcia)

A multiyear campaign to save the former St. Nicholas Church by a small contingent led by parishioners has come to an end with the demolition of the historic Troy Hill landmark.
The building, which the nonprofit Preserve Croatian Heritage Foundation had fought to turn into a national museum dedicated to immigrants, is expected to be completely torn down in the next 10 days.
"In the 12 years we've been working with the diocese, we've learned that money is their only concern, not the thoughts of their parishioners," said the foundation's chairman, William Vergot, who was married in the church -- as were his two children. "I'm really concerned that the bishop's heart didn't soften to see how great this could be for Pittsburgh."
Tuesday's announcement of the demolition by the Catholic Diocese of Pittsburgh comes one day after the parish rejected a $300,000 offer for the building by the city's Urban Redevelopment Authority, which intended to sell it to the foundation for $1.
The offer was developed for more than a month and made before Christmas. Those with knowledge of the deal said the diocese gave verbal indication that it would be accepted and wanted to close the deal by last Friday. But on Monday, the city learned the offer was rejected.
"I can't understand why in the world they would want this church down so badly," city council President Darlene Harris said. "I can't understand why they wouldn't let them preserve some of their heritage. I can't understand the heartlessness of this."
Ms. Harris said she was also befuddled by the parish's decision to spend money on demolition and therefore open themselves up to liability if it caused damage to the hillside or surrounding area.
"It may cost them a lot more than what it would have if they had given it away," she said.
Bishop David Zubik said the parish, which provided a recommendation to him against the offer, was firm in its decision to demolish the property after the city dropped an appeal to a Court of Common Pleas ruling that granted the parish the right to take down the church. He said the building was in "precarious condition," posed a danger and had cost the parish $360,000 in maintenance since it closed.
"They really felt there could be a catastrophe if the building was not disassembled," he said.

Elfan Ap Reese at the demolition ceremony.

DEMOLITION work on the old Dolphin Square precinct will begin this week ahead of the construction of a new multi-million pound shopping district.
To send a link to this page to a friend, you must be logged in.
Preparation work began before Christmas with the stripping of the old shops interiors and the demolition of one of the units as a test to see the strength of the 1960s concrete.
Kevin Clement, site manager for McLaren Life, said he hoped the demolition would be completed by the end of April or the start of May.
He added: Its going really well. We were originally quite concerned about asbestos but really theres very little.
Councillor Elfan Ap Rees visited the site yesterday (Wed) in a small ceremony before the start of phase three of McLaren Lifes 45million redevelopment.
Question marks remain over what shop chains will fill the completed development, although several restaurant chains have already signed up.
Debenhams had long been linked with a move to the new complex but ruled itself out in November. Harvester, Prezzo, Real China, Nandos and Pizza Express will be joined by First Bowl and Vue Cinemas once building work is completed.

A developer hopes to renovate a vacant downtown St. Louis building that only weeks ago was the focus of a demolition effort.
The building, at 1105 Olive Street, most recently housed Maurizios Pizza, which relocated last year.
Craig Heller, whose developments include downtown loft projects, said Thursday he wants to renovate 1105 Olive but that theres nothing set in stone at this point. A mixture of offices and residences is possible, he said.
The turnabout comes to light less than six weeks after the citys Preservation Board voted to uphold a staff recommendation to deny demolition. Board members agreed with Betsy Bradley, director of the citys Cultural Resources Office, that the building is sound, at least by the standard set by city ordinance.
Developer Larry Deutsch had planned to buy the building and replace it with tenant parking for his Old Laclede Gas Building, at 1017 Olive. He said Thursday he transferred his interest in the building to Heller after the Preservation Board voted against demolition.
Once final paperwork is completed, Heller will own the building, which went through a sheriffs sale last fall as a result of years of unpaid property taxes.
Heller said he has no renovation timetable for the building, adding that the next step will be to get it on the National Register for Historic Places. Register listing would make the buildings renovation eligible for historic preservation tax credits.
The buildings soundness was an issue in a suit a previous owner filed against the contractor that built underground parking next door in 2003 as part of the Louderman Lofts, another Heller project. The suit claimed that the contractor damaged 1105 Olive when it removed part the structures foundation while building the garage. In 2011, a St. Louis Circuit Court jury awarded the previous owner nearly $1.3 million in damages. The case is on appeal.
Deutsch said he had believed up until hours before the boards meeting that demolition would be approved.
At the actual hearing, there was a complete reversal, he said.

ELLIOT LAKE, Ont. - Wrecking crews have begun to demolish the Elliot Lake mall where two people died and around 20 were injured when part of its roof collapsed.
"It's bittersweet," Mayor Rick Hamilton said in a telephone interview with The Canadian Press when asked Thursday about reaction to the work in the small northern Ontario town.
"The mall has always had a close relationship to many of the people who lived (and) who were raised here but at the same time it's a fresh start as well. It's left a lot of bad memories and by and large what I'm hearing in the street is it's high time it's been removed from the landscape of Elliot Lake."
City officials expect the work to take between 40 and 60 days.
Rob deBortoli, the town's chief administrative officer, said the demolition crew must follow strict provincial guidelines. Also, because most of the material will be recycled, workers will have to take the time to sort the debris and ensure it is sent to the right place.
"The demolition will be very controlled, meaning that the mall will be dismantled in a systematic, piece-by-piece process and there should not be any risk associated with any of the material from that site making its way out of the property," deBortoli said.
Lucie Aylwin, 37, and Doloris Perizzolo, 74, were crushed by debris from the Algo Centre mall, which destroyed several of the community's small businesses when the disaster happened on June 23.
The collapse sparked a $30-million lawsuit, an investigation by the Ontario Provincial Police and a public inquiry, which is slated to start next month.
The lawsuit names the owners of the mall, the municipality of Elliot Lake and the provincial government.
