    Some Central Falls High students spend snow day shoveling out those in need - January 29, 2015 by Mr HomeBuilder

    Mayor James A. Diossa came up with the plan to have high school students on the Community Emergency Response Team (CERT), hit the streets with snow shovels. Joshua Giraldo, the citys director of Parks and Recreation, met 10 of the teenagers at the Central Falls Fire Department at 8 a.m. They started off with coffee and donuts before heading out to help those who need help.

    We have been hitting the ground running, Giraldo said. These kids are awesome.

    Three of the students were on Cross Street, paving a path and clearing the driveway for an elderly woman who was stuck in her house. Alex Dominguez, Lesley McBurney and Laura Cuevas, all 17-year-old seniors, took the volunteer work seriously. They wore day-glow vests with the CERT logo.

    I want to give back to my community, Cuevas said. I want to help people who dont have the ability to go outside.

    Added McBurney, We can help people who have health problems.

    Since Central Falls emerged from federal bankruptcy in the fall of 2012, there has been an outpouring of support for the residents in this city north of Providence with 19,400 residents. City officials raised $10,400 through a crowdsourcing platform to buy artsy steel trash cans and recycling bins in Jenks Park, next door to Central Falls City Hall.

    The citys population is more than 61 percent Latino, and the young Hispanic population has been eager to get more involved in turning the 1.3 square mile city around. Many of them volunteer their time to help improve the city.

    Diossa, who was elected mayor in a special election in December 2012, is the states youngest chief executive. Hes just 29 years old.

    The high school students broke off into three separate groups. Aside from shoveling sidewalks, they were also busy helping out the fire department and clearing areas around hydrants. Giraldo said that the teenagers helped dig out the sidewalk and driveway for a family that has a disabled child.

    On Samoset Avenue, the students were clearing sidewalks when a neighbor with a snow blower offered to help them out. He quickly cleared a path for pedestrians.

    TRAFFIC ADVISORY: Expect closed lanes, delays in these areas this week - January 26, 2015 by Mr HomeBuilder

    Traffic backs up in Manatee County during a 2008 highway reconstruction project.

    The Florida Department of Transportation advises drivers in Sarasota and Manatee counties to use caution this week in these areas where road crews may be working:

    Sarasota County

    I-75: From Sumter Boulevard to River Road: Construction project: This project expands I-75 to six lanes. Crews are clearing the median, installing drainage, excavating and building embankment, placing sod on the outside shoulders, and widening bridges at Deer Prairie Creek. Pay attention to traffic signs and barricades throughout the construction project, stay alert, and use caution in the work zone. Estimated completion is summer 2016. The contractor is Conalvias USA.

    I-75 at Mile Marker 196: Maintenance project: Crews are making repairs to the shoulder. The outside northbound lane will close overnight from 9 p.m. to 5 a.m. on Thursday, January 29 while crews are working. Use caution and expect possible delays.

    US 41 at SR 789: Maintenance permit project: The sidewalk located along the west side of US 41 from SR 789 to Ritz Carlton Drive and sidewalk located along the north side of SR 789 from Sunset Drive to US 41 will remain closed until construction of the development located at the corner of US 41 and SR 789 is complete. Pedestrians should follow the established detour.

    US 41 from Marcia Street to Baywood Drive and from Reynolds Road to Gulf Gate Drive: Construction project: Crews are resurfacing the roadway, installing highway lighting, constructing sidewalk and making drainage improvements. Nighttime/overnight lane closures occur from 7 p.m. to 11 a.m. Expected completion is spring 2015. Ajax Paving is the contractor.

    US 41 between Seminole Drive and Durian Road: Maintenance permit project: Crews are pouring curb and gutter for a driveway entrance. The northbound right lane will close from 9 a.m. to 4 p.m. Tuesday, January 20 through Friday, January 30. Use caution.

    US 41 Between south of River Road and north of Biscayne Boulevard: Maintenance contracts project: Crews are making sidewalk repairs. Pedestrians should use caution while crews are working.

    Raymond board delivers split verdict on Cape parking lot - January 24, 2015 by Mr HomeBuilder

    The Raymond Planning Board has delivered a split decision on the town of Frye Islands proposed Raymond Cape park-and-ride facility, delaying once more approval of the long-awaited parking lot.

    The board voted 3-3 on the application Jan. 14, with Greg Foster, Ben Krauter and William Priest in favor, and Robert ONeill, Steve Linne and Bruce Sanford opposed. The split vote effectively tables the application until the boards next meeting on Feb. 11.

    According to Danielle Loring, Raymonds code enforcement administrative assistant, members of the board expressed concern that the proposal violates the towns shoreland zoning provisions relating to off-site parking lots.

    In March 2014, the board denied the island towns original application for a 43-car parking lot and ring road on a 25-acre lot of undeveloped land across from Ferry Landing Road, on the grounds that the proposed four-way intersection with Cape Road and Ferry Landing Road was unsafe and that the proposed parking lot was too small. The advocacy group Friends of Raymond Cape fiercely opposed the original proposal.

    On July 18, Frye Island submitted a substantially modified application for a 50-car parking lot on the same property, this time based on feedback from the Friends of Raymond Cape. The proposal, supported by the advocacy group, eliminates the proposed ring road in favor of walking paths, and replaces the 25-foot light poles with 12-foot lights.

    There are reduced lighting levels in the parking lot, and weve attempted to retain the rural character of the neighborhood by minimizing features like paving and unnecessary lighting, said Mark Gray, Frye Islands design engineer.

    The application also sets the parking lot farther back from Cape Road, in an effort to maintain the areas rural character.

    But board members are concerned that the lot is set too far back, in violation of the shoreland zoning provisions, Loring said. According to the provisions, off-site parking lots shall be allowed if they are within 300 feet of the lot containing the associated permitted use, a measure intended to ensure pedestrian safety. In a memo to the board, the towns attorney, Mary Costigan, suggested that although the proposal does not meet the 300-feet standard, the board could waive the requirement, as the proposal provides a safe pedestrian route to the ferry.

    Theyre kind of like splitting hairs, you know, Loring said, whether or not the standard of meeting the 300-foot access drive could be waived.
