    Sheriff warns of asphalt scam in Adams County - July 1, 2014 by Mr HomeBuilder

    FRIENDSHIP, Wis. -

    The Adams County Sheriffs Office said a group of men has been hitting the county with an asphalt scam.

    Three men in their 20s or 30s have been reported in the southern part of the county, officials said.

    The men told a homeowner they had just finished paving part of Highway 82 and had asphalt left over, according to a release. The men offered to put asphalt at the end of the driveway to let the resident see what it would look like. The men completed approximately 6 feet of the driveway.

    The next day, the men came back and said the homeowner owed them $600, and they could complete the rest of the driveway for $2,500, police said.

    The men had a business card that said Y&B Construction, 1-800-514-9532.

    Officials remind homeowners to check for references, insurance and licenses before working with contractors.

    Plan Board Proposes Paving Code Change Relaxes Code for Some - June 29, 2014 by Mr HomeBuilder

    City officials may relax zoning codes to lessen paving requirements for properties that dont connect to city streets.

    The Union Planning and Zoning Board Monday recommended that the city no longer require a homeowner to pave their driveway before receiving a building permit if the driveway connects to an unpaved private street or state highway.

    A discussion to change the code was prompted by a deannexation request by Ronald and Mary Hartzell, who live on the southern edge of the city of Highway 47 south, north of Meade Farm Road.

    The Hartzells are building a new home on the property where they have lived for more than 30 years. Under the current ordinance, they would be required to pave their driveway before a building permit could be issued.

    Ronald Hartzell told planning board members that his driveway is about 250 feet long.

    Mayor Mike Livengood said the paving code was implemented because unpaved roads can cause damage to infrastructure.

    He added that Hartzells driveway is not connected to Union streets, and not damaging the roadway.

    It is really not dumping onto city streets, said Livengood.

    City Administrator Russell Rost added that the citys concern is to maintain its streets.

    I dont know that the intent of our ordinance is to address state highways, Rost said.

    Leetonia BOE to bid out driveway work - June 27, 2014 by Mr HomeBuilder

    LEETONIA- The Leetonia school board Thursday night decided to develop specifications and bid out the paving of the driveway at the K-12 campus.

    The meeting agenda included the approval of a $22,950 contract with Buckeye Paving & Concrete to resurface the drive at the campus prior to the start of school in August, but the board chose to remove the item after deciding to develop specs for the project so that each estimate will be for the exact same project. The current estimates did not follow a spec sheet.

    The board will have to bid out the project since one of the estimates that a board member wished to accept is over the $25,000 limit permitted without the bidding process.

    According to Schools Superintendent Rob Mehno the drive was not included in the parking lot resurfacing funded by the Ohio Schools Facilities Commission last year after fault was found with the contractor who had completed the work when the campus was built 12 years ago. The OSFC found that the deterioration of the drive was due to natural wear and tear.

    The spec sheet is expected to be developed today and advertisement for bids published the next two weeks, so that the bids can be opened in July and the project completed before the start of school.

    In other business the board discussed its use of facilities policy which credits groups for use of the concession stand during events. The policy can result in the district spending more money than it generates in rental fees, so the board is considering eliminating the credit. The board took no action regarding the issue.

    The board also approved the services of DDTA Services of East Palestine for drug and alcohol testing of bus drivers and the Columbiana County Community Action Agency as the bus physician of record to the annual bus driver physicals; and a $50,133 contract with the Columbiana County Educational Service Center for a school psychologist for 2014-2015.

    Additionally the board approved 2015 temporary appropriations at $2,693,000 and accepted donations $1,000 from the Historical Society for the 2014 Historical Society Scholarship, $2,000 from the Leetonia Eagles for their 2014 scholarship, $4,000 from the Leetonia Ruritan Club for four $1,000 scholarships, $1,500 from the Leetonia PTO for the K-4 Reader's Notebooks, $555.65 from the Leetonia PTO to the Drama Club Fund, $100 from St. Jacob's United Church of Christ for the High School Band Fund, $250 from the Washingtonville VFW for the Band Fund and $50 from Diane Perkins for the Perkins/Totora Scholarship Fund.

    Under personnel, the board accepted the resignation of Cheryl Almy, superintendent secretary/EMIS coordinator and public relations coordinator, effective July 4. The board also approved 10 extended days for guidance counselor Mary Rice for prior to the start of school in August, with board member Larry Duko voting no citing his desire to see the extended days be included in negotiated contracts instead of at the request of the superintendent.

    The board also agreed to maintain a 5 percent pick up of STRS for an employee after the STRS increases 1 percent. The employee will incur the additional 1 percent. Duko voted to support the action, but noted that he believed the district should not be picking up any of the retirement for employees.

    Leetonia BOE to bid out driveway work

    SANDOWN Surplus money from the current district budget will be used to remove the sidewalk and repave the driveway at Sandown North Elementary School.

    The Timberlane Regional School Board approved using $85,000 in surplus funds for the work, which will address safety concerns at the school.

    Probably the most slip and falls of any of our schools have been up at Sandown North, said district facilities manager Jim Hughes.

    The granite curbing for the sidewalk has deteriorated over the years, creating a tripping hazard for those at the school, according to Hughes.

    The work will consist of tearing up the sidewalk as well as repaving the school driveway and parking lot. The sidewalk will then be even with the driveway and delineated with paint, rather than a curb, according to Hughes.

    School Board Chair Nancy Steenson said the safety issue with the sidewalk has been a recurring theme during her four years on the boards safety committee. She said every year has seen insurance claims from people tripping and falling in front of the school.

    Its not a potential safety hazard, it is and has been a real safety hazard, said Steenson.

    Although the planned work extends beyond the pavement near the sidewalk, Hughes said the driveway has been in poor shape for years and it makes sense to do the entire project at once.

    School Board member Donna Green asked if it would be possible to price the sidewalk work separately from the entire paving project.

    Its not worth it, Hughes said. Youll already have the equipment mobilized there. Its better to do it right the first time.

    GATE CITY -- A Tennessee man accused of carrying out a paving scam is wanted on fugitive charges in Scott County after he failed to show up for court last week.

    Frank Edward Small, 54, of Kingsport, was scheduled to appear June 11 in Scott County Circuit Court, but reportedly failed to show. As a result, Small's bond was revoked and a capias warrant issued for his arrest.

    The Scott County Commonwealth's Attorney's Office said it would have asked the court to revoke Small's bond if he had appeared because he had allegedly continued to perform work in Virginia without a contractor's license.

    Small was indicted in May by a Scott County grand jury on a single felony count of violating Virginia business regulations for the third time in three years.

    The charge against Small stems from the fact he performed work without a valid contractor's license. Unlike neighboring states, operating without a contractor's license is considered a crime in Virginia under certain conditions.

    The Scott County Sheriff's Office began investigating Small in early March 2014 after receiving a report from a homeowner in Nickelsville who claimed he was scammed.

    Small allegedly failed to provide an initial estimate before telling the victim he was owed $8,000 for paving his driveway. When the homeowner could only pay $2,200, Small reportedly told him he would be back in two or three days to collect the money.

    Small also has charges pending in Hawkins County, Tenn. for allegedly perpetrating a paving scam there.

    NEW BRITIAN, CT (WFSB) -

    The Bristol Police Department is warning residents a paving company that recently lost its license is continuing to try and solicit customers.

    Residents are being told to avoid using the services of a New Britain-based company called Hot Top Paving. Police said employees of the company have been going door to door asking for work and have targeted the elderly.

    Bristol resident Phyliss Basso said she paid Hot Top Paving owner Brian Crylo more than $6,000 to pave her driveway, and she said he did a bad job. After she contacted the Department of Consumer Protection, she found out there were a number of complaints against Hot Top Paving.

    Dave Neff, of Bristol, said Crylo asked if he could pave his driveway and Neff asked for an estimate. When he went inside to talk to his wife, he heard noises and found someone digging up his driveway.

    "This guy is over here chiseling the driveway, I said 'What are you doing, I didn't have you do any work, what are you doing to my driveway?'" Neff said.

    Crylo, 28, has a long criminal history and has been convicted on at least 15 charges, including larceny and breach of peace. He has been investigated for more than a year and owes consumer protection $30,000, money they paid to homeowners to fix Crylo's mistakes.

    According to police, the Hot Top Paving employees are promising to work, taking money for the proposed work and then never returning to complete the project, and officials with the Department of Consumer Protection said the company no longer has a license to do business in the state.

    "If he ever comes to your door, he's a young guy and he's looking to get work done, tell him you don't want any work done [and] tell him, 'See ya later,'" Neff added.

    He is known to drive an "older model Chevrolet pickup truck, color black with yellow writing 'Hot Top Paving' on the side," police said.

    BRISTOL Police are warning residents about a scam they said is going around the area right now.

    A paving company out of New Britain, going under the name of Hot Top Paving, has been going door-to-door soliciting driveway paving jobs from residents, police said.

    According to The Department of Consumer Protection, this company has lost its license to do business in the state.

    Authorities said the business owner is operating an older model Chevrolet pick-up truck with HOT TOP PAVING on the side printed in black and yellow.

    The individuals promise to do work, police said, then take the money and never return.

    They are specifically targeting the elderly when canvassing neighborhoods.

    If this vehicle is observed, residents are asked to contact the Bristol Police Department at (860) 584-3011.

    "He just pulls up in the driveway, claims he has some asphalt left over from a previous job wanting to get rid of it, and says he'll give us a real good deal on it," said Dresden resident Howard Hicks.

    Hicks explained that Bill Boswell scammed him out of more than $7,000 for a paving job that was never completed.

    Some places on his driveway were left totally uncovered, while others had pavement less than a half-inch thick, with gravel still visible underneath.

    "He paid up front and the guy did half the job, and then stopped and demanded money to do the rest of the job after quoting the whole job at one price," said Dresden Police Investigator Steve Howe.

    Hicks was just one of Boswell's victims. Boswell was arrested Friday morning in McNairy County, so far with only one case of fraud reported there.

    Searching for Boswell on the internet shows his company at different locations across several states.

    One news release even showed Boswell scamming victims over driveway paving as early as 2008.

    "He would make the job look like it was completed and actually days later go out and observe the job to be a very skim coat or just enough to make it look like a job was done," said Howe.
