    Richland supervisors OK $1.9M summer paving plan - April 24, 2014 by Mr HomeBuilder

    Potholed Dickey Road between Route 8 and Meridian Road leads the list of Richland roads slated for facelifts this year.

    Richland supervisors voted April 16 to spend $1.9 million on resurfacing approximately five miles of township roads in the coming months.

    Shields Asphalt Paving of Richland submitted the lowest bid to perform the paving work.

    Richland Township Manager Dean Bastianini praised Tim Shields, president of the local company, for the firm's bid and past performance on township projects.

    He's got an A-team of employees. He takes pride in doing a good job, Bastianini said. We got an excellent price offer from Shields. You'll never see these prices again.

    Bastianini said Shields workers always call the township offices when they encounter a problem during resurfacing projects, such as water-drainage issues that might affect the lifespan of a new road surface.

    Among the forthcoming road-improvement projects, Northern Tier Library's parking lot and driveway will be repaved. The library will pay the $65,927 cost of that project.

    Also scheduled for work are Walcott Drive, Wilshire Court and Northfield Drive in the Richland Highlands housing plan and Kim Lane in the Fairwinds development.

    In Orchard Park, the roads set for resurfacing are Woodhill Drive, Lamont Drive, Mountain Drive and Applejack Drive.

    When paving in hot weather, Bradshaw notes, time becomes less of an issue, as the high temperatures allow the asphalt to remain stable and easy to compact. Paving driveways or pathways in cold weather is when efficiency becomes an issue, because theres a shorter period of time allotted to compact the asphalt; its important for the contractor to work quickly for the best results.

    The weather becomes even more of a factor if the homeowner or client resides in a rural area a distance from the asphalt plant. Contractors must take proactive approaches to not allow the asphalt to cool too much, which becomes more difficult in colder weather, he adds. If at all possible, it is advised that homeowners living in rural communities try to do their asphalt paving during the spring or summer months. This avoids situations where it becomes difficult to keep the asphalt at the necessary temperature for long commutes.

    Wintersville backs Prime Time - April 20, 2014 by Mr HomeBuilder

    WINTERSVILLE - The Prime Time Office on Aging has the support of council.

    Judy Owens, director of Prime Time, addressed council members Thursday night regarding the senior service levy on the May 6 ballot.

    "This levy is very important to the senior citizens of Jefferson County," Owens began. "Prime Time was designated as the provider of senior services in the area and 10 years ago it was determined that we needed more funding. That is when the senior service levy went on the ballot. This will be the third time the levy is up for renewal."

    The difference, Owens noted, is that there will be an increase in the levy.

    "This is the first time in 10 years that we will ask for a 2/10th increase," she stated. "This will carry us into the next five years, especially with the increase in the price of gas and food plus the growing number of elderly in the community. Without this levy, it will be hard to provide services to our community.

    "In 2013, we provided over 200,000 home delivered meals, 600-700 home delivered meals a day," she continued. "More than 50,000 congregate meals at different sites; 14,500 transportation trips to doctors, grocery stores, etc.; 322 units of legal services; and more than 400 exercise classes. We have had to trim down some of the alternate programs over the past 10 years to preserve the food and transportation programs. We currently have 200 people on the waiting list for home- delivered meals."

    Council unanimously passed a motion to support the issue on the ballot.

    Village resident David Cusick then addressed council regarding paving on Tera Manor.

    "During the paving, my driveway was broken up," he stated. "I have talked to Walt Ziemba (village administrator) about this numerous times and I don't want the village to have to pay for this. I want Shelly & Sands to fix the mistake they made during paving. I would like an estimated date when this should be fixed since it has been 10 months since the incident. I have tried to contact Shelly & Sands and they will not speak with me, and they will not answer Walt."

    Mayor Bob Gale told Cusick he would allow two more weeks for Shelly & Sands to fix the driveway.

    Low-cost driveway repairs goal for Somonauk residents - April 19, 2014 by Mr HomeBuilder

    SOMONAUK The village of Somonauk is compiling a list of homeowners in the village who are interested in paving or resurfacing their driveways.

    The brutally cold winter destroyed a lot of driveways this year. The village is compiling its list in an effort to help residents find a company to make the repairs and to get the work done at a reasonable cost. If enough people express interest, the village can negotiate a lower group rate with a single company, resulting in a lower cost for each homeowner.

    Residents who would like to get on the list should call village hall at 815-498-3500 by May 3. Residents on the list will be contacted by a paving company, which will visit each home and give homeowners a bid for the work at the negotiated reduced rate. The cost reduction will be based upon the number of driveways, so the more people who sign up, the lower each persons cost will be. The bid is free, and there is no obligation to hire the contractor or to have the work done once the bid is complete.

    Berkeley Lake to begin road paving program - April 19, 2014 by Mr HomeBuilder

    BERKELEY LAKE A Clark Patterson Lee road paving projects study outlining necessary road improvements in Berkeley Lake was completed last month. On Thursday, during the April City Council meeting, City Administrator Tom Rozier proposed a public works project that will complete the necessary paving projects in phases.

    City Engineer Rich Edinger, at a cost not to exceed $6,900, will prepare the contracts and documents required for the paving projects, ensure smooth driveway transitions, manage the bidding process and serve as project manager for the entire scope of work.

    Roads in Berkeley Walk, Berkeley Commons, River Mansions and a section of Habersham Lane will be improved in the scope of this project.

    Lakeshore Drive drainage project to commence

    Edinger will also prepare a drainage study for the properties located between 243 and 265 Lakeshore Drive, then provide Mayor Lois Salter and City Council members with possible solutions to the drainage problems along that stretch of road.

    A citizen had asked the city to clear debris from the drainage pipe system along these properties, but according to Rozier, that would be a short-term solution only. The city has decided to explore permanent solutions with Edingers advice.

    For a cost not to exceed $4,500, the city engineer will perform the drainage study and report back to city leaders.

    Council members adopted a resolution Thursday, officially declaring Berkeley Lake a Compassionate City.

    Our city has been un unusually compassionate for years. It will be nice to be recognized for that, said Salter.

    The Consumer Prices Index (CPI) rate dropped to a new four-year low of 1.6%, from 1.7% in February, according to the Office for National Statistics (ONS).

    It comes a day ahead of separate ONS labour market statistics which are expected to show that regular pay is rising at a rate of 1.8%, up from 1.3%.

    CPI has not been lower since October 2009, when it stood at 1.5%. The latest fall in inflation was widely expected by economists.

    It is likely to herald an end to a six-year period when pay growth has been lagging behind the rise in the cost of living, effectively shrinking workers' spending power.

    Chancellor George Osborne said: "These latest inflation numbers are welcome news for families.

    "Lower inflation and rising job numbers show our long term plan is working, and bringing greater economic security.

    "But there is still much more we need to do to build the resilient economy I spoke of at the Budget."

    Earnings have not increased at a higher rate than inflation since a brief spike in March and April 2010 and have not consistently been improving since 2008.

    An end to the squeeze will be seen as a watershed moment in the recovery, and likely to be seized upon by the Coalition to blunt Labour charges that the economic upturn has yet to benefit ordinary working families.

    The latest figures showed pressure on households was partly eased by food and non-alcoholic drink inflation falling to a new four-year low of 1.7%. It was last lower, at 1.3%, in February 2010.

    AG Kane warns of home improvement scams - April 12, 2014 by Mr HomeBuilder

    Updated: Friday, April 11 2014, 01:10 PM CDT Attorney General Kathleen Kane is warning consumers to be aware of home improvement scams.

    According to the Office of Attorney General, there is typically an influx of 'transient' contractors offering to paint homes or pave driveways each spring. Kane says the contractors claim to be in the area with excess paving or sealing material and offer to repair or protect a homeowner's driveway.

    In many cases, the materials are inferior and the work performed is shoddy, forcing consumers to pay someone else to correct the job, a press release said.

    Homeowners are encouraged to check with the Office of Attorney General to verify contractor registration. In addition, consumers should also contact the Better Business Bureau, check the contractors' references and obtain multiple estimates.

    The Office of Attorney General's Bureau of Consumer Protection offers the following tips for consumers: Do not let anybody rush you into a home improvement project. Do not do business with contractors who appear at your door unexpectedly and point out problems with your home or offer a "good deal" on repair work. Do not allow any contractor, utility company or "inspector" in your home without confirming their identity. Homeowners, especially senior citizens, should rely on family, friends or neighbors for assistance in hiring a home improvement contractor. Make sure you have a written contract explaining guarantees, warranties, the price of labor/materials and the contractor's registration number and contact information.
