Federal wranglers plan an unusual wild horse roundup near the Nevada-Utah line, where ranchers and rural residents say protected mustangs are knocking down fences and impregnating domesticated mares.

The Bureau of Land Management intends to conduct what it describes as a public safety and nuisance gather of about 120 wild horses beginning next month in eastern Nevada.

The agency typically conducts roundups to reduce herds it says are on overgrazed public lands and in danger of starvation.

In the upcoming roundup, agency officials say they must haul away roaming bands of mustangs wreaking havoc on private property in Butte Valley, and get horses off U.S. Highway 93, where they pose a danger to motorists 120 miles south of Ely.

"Wild stallions have torn down, jumped over or ran through fences on private land owners' facilities which have resulted in injured domestic horses and domestic mares being bred by wild horses," the BLM said in an environmental assessment.

The mustangs also have destroyed sprinkler systems, gardens, lawns, trees and haystacks, the agency said.

The agency says the estimated 1,800 wild horse for the 5,780 square miles at issue is six times the maximum number bureau scientists estimate can be sustained by the public rangeland shared with cattle, sheep and other wildlife.

The BLM makes it clear it's not a typical roundup in the environmental review published in August that envisions cowboys on horseback roping mustangs the old-fashioned way, when necessary, while also using the helicopters, pickup trucks and bait traps, as usual.

Critics say the latest round of gathers at taxpayer expense amounts to welfare for ranchers whose real aim is to rid the range of competition for scarce forage.

Anne Novak, executive director of the California-based horse advocacy group Protect Mustangs, acknowledged the nuisance roundups are legal under the Wild Free-Roaming Horse and Burro Act of 1971. But she said the ranchers are "grabbing at straws to remove native wild horses."

MADRID Spain says nine African migrants were treated for injuries as some 200 tried to scale border fences separating Spain's North African enclave of Melilla from Morocco.

The Interior Ministry said the nine sustained minor injuries in falls during the border rush Wednesday. It said around 70 migrants stayed atop the high fences for several hours.

About 20 managed to get across and enter the city.

The ministry said 2,000 migrants have made it across the border fences in roughly 60 attempts this year.

Those that make it head for the city's temporary migrant accommodation center. They are eventually repatriated or let go.

Spains governing Popular Party (PP) is planning on modifying the Citizen Safety Law now going through Congress to provide a legal basis for on-the-spot deportations of sub-Saharan immigrants at the Ceuta and Melilla border fences.

Immediately forcing migrants back into Morocco once they have made it onto Spanish territory is expressly prohibited under the countrys immigration legislation, which states that, once in Spain, migrants have the right to legal assistance and to be identified in order to check whether, for example, they are minors or have suffered political persecution in their country of origin.

What the security forces do at the Melilla and Ceuta borders are not illegal deportations, the minister insisted

NGOs and Spains Ombudsmen have repeatedly warned about breaches of the rules in the two North African exclaves.

Interior Minister Jorge Fernndez Daz told Congress that the move was less about trying to legalize on-the-spot deportations than about giving legal coverage to security forces trying to stop migrants jumping the border fences.

The role of the Civil Guard in preventing the entry of immigrants is not regulated in an explicit way, he said.

What the security forces do at the Melilla and Ceuta borders are not illegal deportations, the minister insisted. This is rejecting people at the border and not an on-the-spot handover. Neither immigration nor state security force legislation gives legal coverage to these rejections, according to the minister.

In recent years the government has wanted to interpret the area around the Melilla and Ceuta fences as not constituting Spanish territory and there have been clear images of migrants being handed back to Morocco.

To combat the issue, the ruling PP has presented a modification to the Citizen Safety Law featuring an additional regulation stating that immigrants who are detected on the border line that demarcates Ceuta and Melilla territory, trying to cross the border unauthorized in a clandestine, blatant or violent way, will be rejected with the aim of preventing their illegal entry into Spain.

The government hopes the regulation will clear up the legal gray areas of the situation. It is not easy to juggle humanitarian principles and at the same time comply with the law that says that to enter Spain, you have to do it legally, said the minister, who explained that the European Union demanded Spain control its borders some time ago.
