    Highland Township Supervisors approve contracts at meeting - June 12, 2014 by Mr HomeBuilder

    KANE The Highland Township Supervisors approved two contracts at the supervisors meeting on Wednesday night.

    Supervisor chairman Jim Wolfe said the township received only one bid to repave Pennsylvania Avenue in James City. The bid came from IA Construction of Franklin for $113,282.90.

    The supervisors announced at the May meeting the Pennsylvania Department of Transportation estimate for the project was 128,560, which would include widening the thoroughfare. IA Construction was also recently awarded the contract for repaving several streets in Kane.

    Supervisor Paul Burton wanted the bid rejected and to open the bidding again for the project. However, Supervisor Joe Milstead said that times wasting on the project and suggested they accept the bid.

    Damion Bevacqua, an attorney with the office of township solicitor David Pontzer, pointed out that multiple bids were not necessary for the bid to be accepted. The bid was awarded to IA Construction by a vote of 2 to 1, with Burton casting the loan vote to reject the bid.

    The township also received only one bid to replace the carpet at the municipal building with non-slip tile, repair a gutter, and install a sign-in desk inside the front door of the building for visitors. The bid came from K&B Construction of James City, and included the removal of 980-square-feet of carpet and the installation of industrial vinyl flooring, the gutter repair and the desk for $4,300. Again, the bid was accepted by a 2 to 1 vote, with Burton casting the only vote to reject the bid.

    Meanwhile, Burton said that new township road crew employee Frank Gillespie refused to take a mandatory drug test for the township.

    Township roadmaster Kim Kuhn said Gillespie took the test on Wednesday morning. Wolfe said that Gillespie took his urinalysis on Tuesday but it was immediately rejected for not being the correct temperature. He said Gillespie then drank water, waited 15 minutes, and left, claiming he had no time. While Burton wanted Gillespie terminated, Kuhn described Gillespie as a good worker, and opted to wait until the results came back before making a determination on his future.

    Township secretary Christy Reigel said that results of the urinalysis should be available in approximately one week.

    Wolfe said a caveat with Gillespies urinalysis is that the township has no enforceable drug policy. He said that since employment was not advertised as contingent upon passing the drug screening, there may not be much the township could do if Gillespie tested positive.

    Road Closure for East Leg of 15th Avenue/Marchesano Drive and South Main Street Intersection - June 7, 2014 by Mr HomeBuilder

    ROCKFORD (WIFR) -- It is anticipated that on June 9, 2014, the east leg (15th Avenue Bridge) of the 15th Avenue/Marchesano Drive and South Main Street intersection will be closed to traffic so that improvements may occur. Please note that the intersection will remain open to north-, south-, and west-bound traffic. It will remain closed for 28 days.

    The project consists of pavement removal, excavation, roadway re-alignment, PCC pavement, HMA pavement, curb and gutter, landscaped median, multi-use path and sidewalk construction, storm sewer installation, landscaping, street lighting, traffic signal modernization and interconnection, pavement markings, erosion control, maintenance of traffic and all other necessary items to complete the improvements. The project completion date is late 2015.

    IDOT will be coordinating with all applicable governmental agencies throughout the project. The City will relay information as it becomes available.

    Drivers are reminded to obey work zone speed limits and to stay alert for workers when driving through the construction zone.

    Fruitville Road, Bee Ridge Road and State Road 72 between I-75 and U.S. 41. Intermittent lane closures from 7 p.m. to 6 a.m. while crews repair concrete.

    I-75 at Fruitville Road, Laurel Road, Jacaranda Road and Sumter Boulevard. Crews replacing overhead signs. Lane closures between 10:30 p.m. and 6 a.m.

    I-75 at Jacaranda Boulevard and Laurel Road. Crews installing lights. No lane closures expected.

    U.S. 41 at Salt Creek and Myakka River. Crews installing erosion controls beneath bride. No lane closures expected.

    Stillwater residents will be charged more when the city does road work on their blocks in the future. But the city hopes the change wont be drastic.

    On May 20 the city council approved an increase to the portion of road projects the city will charge in assessments to homeowners.

    In recent years, the city has asked homeowners whose properties benefit from reconstruction or resurfacing projects to pony up half the cost of the project. The other half of the money has come from other funds the city had built up.

    Those funds have run out.

    In fact, for the past two years, the city has only done projects on state-aid roads main roads that act as collector streets leading to a county or state highway because the city receives money from the state gas tax to help pay for those projects.

    The shortfall didnt happen without warning, however. When I came here 12 years ago, I told the council then, this is not a sustainable way to fund projects, City Administrator Larry Hansen said.

    About eight years ago, Hansen estimated, he asked the city council to consider other options for funding street projects, and the council at that time rejected the proposals.

    And so we got by, Hansen said.

    LAS CRUCES >> They look a little different, but more safety measures are on their way to U.S. 70.

    Last week, New Mexico Department of Transportation officials and a local construction crew began work on the $1.9 million, four-month job to install concrete barriers on a stretch of the highway near Interstate 25.

    It's the second major project since February 2013 aimed at preventing traffic from crossing over the heavily-traveled roadway, one that cuts through northeast Las Cruces and is infamous, to many residents, for horrific crashes.

    In 2012, four people died in two separate crossover crashes on U.S. 70.

    Months after the second fatal crash, the NMDOT began a $2.5 million project one planned before the wreck installing cable barriers along a 10-mile stretch of the highway.

    This time, for a segment of U.S. 70 closer to town, officials have determined that traditional concrete barriers are appropriate.

    That decision was based on the characteristics of the road in the roughly two-mile stretch between the I-25 interchange and the Rinconada exit, NMDOT spokeswoman Bridget Spedalieri said.

    Expect lane closures while maintenance crews work on the Anna Maria Island Drawbridge on Thursday.

    After the Memorial Day weekend, drivers in Sarasota, and Manatee counties are advised to use caution in the following areas where the Florida Department of Transportation says road construction or other projects are underway:

    CARSON CITY, NV - NDOT has reopened Kingsbury Grade (SR207) to through traffic. The next phase of construction begins Tuesday, May 27 with night work beginning at approximately 9 p.m.

    The closure of Kingsbury Grade that started May 1 resulted in the completion of 5,000 cubic yards of excavation and installation of 2,600 tons of new asphalt and 1,800 feet of new curb and gutter.

    We appreciate everyones patience during this closure, which enabled construction work that usually takes months to complete, to be completed in 23 days, NDOT Project Manager Pedro Rodriguez said.

    Construction continues during the summer months starting Tuesday, May 27 through Friday, Aug. 29, with Kingsbury Grade open to through traffic. However, nighttime construction-related lane closures and delays are expected. The road will be open with one lane in each direction during daytime hours, weekends and all holidays through these summer months with no restrictions.

    The approximately $15 million project will reconstruct pavement and make drainage, safety, curb and gutter, sidewalk, lighting and other improvements on areas of Kingsbury Grade from just east of Daggett Summit (Tramway Drive) to the intersection of U.S. 50 at Stateline. Construction follows a schedule designed to complete the project in an accelerated 12 to 18 months.

    The public can sign up for construction alerts and see additional project information at kingsburyproject.com. A hotline for the Kingsbury Grade Pavement Reconstruction Project has been set-up at 1-844-888-ROAD and messages will be returned within 24 hours.

    In Sparks, Greg Street reopens at 6PM Friday, May 23.

    According to the city of Sparks, drivers will be able to access north and southbound lanes of Greg between Larkin Circle and I-80. Northbound has been closed along that stretch since early March. Only one southbound lane has been available.

    Traffic controls have been in place to accommodate the construction of the North Truckee Drain Realignment Project.
