    Guenter Pleased With Government’s Multi-Million Dollar Investment In Borderland – PembinaValleyOnline.com - June 11, 2020 by Mr HomeBuilder

    Borderland MLA Josh Guenter is welcoming a series of recent provincial funding announcements that will directly benefit the constituency.

    In just the last two weeks, the Progressive Conservative government unveiled planned investments exceeding $16.3 million for various projects and initiatives in Borderland.

    Guenter offers YFC - The Station's Sheridan Sawatzky and Marty Falk their Green Team funding for 2020.

    $12.9 million has been earmarked for three water-related projects under the government's Climate Resiliency and Damage Prevention Fund. The province will spend $7 million to upgrade St. Mary's Road in the R.M. of Montcalm, $2.9 million to expand storage capacity at the GNS East Pumping Station in the municipality of Rhineland and $2.2 million to remedy drainage issues in downtown Altona.

    "The beautiful thing about the way we are approaching this investment is that we the Province are taking one-hundred percent responsibility for funding these projects, meaning that municipal governments are able to re-purpose the money that they had dedicated towards these projects to other priorities," explained Guenter.

    Another $3.99 million will be spent on local infrastructure projects.

    Chip seal/graded aggregate chip seal work is planned for PTH 14 from east of PTH 32 to PR 306 and on PTH 23 in Morris from Leslie Street to PTH 59 at a cost of $1.49 million. An additional $2.5 million will go to rehabilitation work at various spots along PTH 75 from the U.S. border to PR 201 at Letellier.

    Guenter feels this funding is a validation of both municipal and provincial elected officials' efforts to work together for investment in Borderland communities, adding these are critical projects.

    "Our economy is growing, our local communities are growing and we need these important investment dollars to be there to ensure that our infrastructure continues to meet the needs of our communities going forward," he said.

    In addition, the Province is investing $186,808 in community development projects and organizations in Borderland through its Building Sustainable Communities program

    This includes:Dominion City Recreation Accessibility and Insulation Improvements ($75,000)Roseau Crossing Heritage Park Pool Liner Replacement ($56,864)Roseau River Park Inc.     As well, another $$77,946 will go to supporting local youth employment via the Province's Green Team Funding program.

    "I think these investments prove positive that our government recognizes the importance of investing in southern Manitoba," said the Tory MLA. "Ours is a fast-growing, dynamic area that will continue to feature prominently in the province and we need those investment dollars to be there and that's what we're doing," added Guenter.

    Meantime, the Province announced another $13,750 in Manitoba Heritage Resource Conservation Grants for projects in Borderland.

    Division Avenue and S. J St. intersection closes for utility work this week – soundtransit.org - May 24, 2020 by Mr HomeBuilder

    Crews will close S. J Street at Division Avenue to S. 3rd Street to install underground utilities this week. After Memorial Day, the contractor will move to N. J Street and install underground utilities in the N. J St. and Division Ave. intersection during weeknights from May 26 30, 7 p.m. to 7 a.m.

    In other areas, crews continue to install track on Martin Luther King Jr. Way from S. 11th St. to S. 10th St., as well as a sewer line on MLK Jr. Way from 6th Avenue to S. 8th St. On N. 1st St., crews continue to install track, the platform for the Stadium District Station, and curb, gutter and sidewalks. On Division Ave., crews are installing track from Yakima Ave. to I St. Commerce Street is closed in both directions between S. 7th St. and I-705 for utility work.

    Crews may work on Saturday morning, May 23, at Division and I Street, but otherwise will not work during the Memorial Day weekend. Looking ahead, the contractor plans to install track on the west side of Stadium Way near the I-705 ramp and install a water line on Pacific Avenue north of S. 7th St. after Memorial Day.

    COVID-19. The health and safety of all workers on Sound Transits construction sites are of utmost importance to us. Our contractors have primary responsibility for their wellbeing while working on our projects. Sound Transit is actively working with the contractors and construction management teams on all our projects to assure that public health guidelines are being followed.

    Next targets for the rail project: Colton Avenue and Nevada Street – Redlands News - May 24, 2020 by Mr HomeBuilder

    Colton Avenue and Nevada Street in Redlands will be closed from 8 p.m. Friday, May 29, through 5 a.m. Monday, May 29, for work on crossings for the Redlands Passenger Rail Project, the San Bernardino County Transportation Authority reports.

    Similar work has been underway since April 13 on Arrowhead Avenue and D Street and is scheduled to begin on 24 hours a day starting on June 8 on Central Avenue,both in San Bernardino

    In observance of Memorial Day, there will be no construction activity on Monday, May 25.

    The next phase of the project will have crews completing civil work and signal installation at each crossing as well as roadwork activities such as repaving in and around the crossings. This work will require mostly alternating lane closures with the possibility of full closures.

    Motorists are advised to plan ahead, leave early and allow extra time to reach your destination.Pedestrian access will be available. All businesses are open and accessible during construction.

    LANE CLOSURES

    For the next few weeks crews will install storm drain and communication duct bank; install electrical conduit; perform signal work; replace curb, gutter, roadway, driveways and sidewalks, and perform potholing. There will be intermittent lane closures on California Street, Nevada Street, Alabama Street, Colton Avenue, Tennessee Street, Texas Street, Eureka Street, Orange Street, Sixth Street, Seventh Street, Ninth Street, Church Street and University Street. Through traffic/two-way traffic will remain at all times at each location.

    Hwy. 191 work picks up steam; first new pavement applied this week – The Times-Independent - May 24, 2020 by Mr HomeBuilder

    The Highway 191 widening project from north of downtown to the Colorado River continues with work taking place at a variety of locations, including from the Colorado River to Rubicon Trails, where crews have been building a retaining wall to support the shoulder along the highway, as well as for a new sidewalk on the west side.

    Signal installation at the highway and 500 West began Tuesday, May 19. Work to improve the shoulder and add width to the road also is taking place in this area.

    The middle of the highway is where large sections of pipe for storm drainage are being installed. Storm drain work is also being done on the wetlands section, and from 500 West to Cermak Street.

    Businesses in the area might expect temporary water shut-offs as some lines will have to be moved to accommodate the storm drains. They will be notified in advance.

    The first application of new pavement from 500 West to 400 North is expected to occur soon, and work to improve the shoulder and install curbs and gutters on the west side of Highway 191 also will take place on the $20.5 million project.

    LOWELL, Mich. A group of neighbors say their Lowell homes are constantly flooded. They believe the issue is tied to a local nursing home and the lack of storm drains nearby.

    Three homeowners say their basements flood every time it rains. Another says his yard is always filled with water, but his crawl space only gets damp.

    All of the homes are adjacent to Laurels of Kent, a nursing home in Lowell.

    "We're getting run-off off their parking lot and roof that's coming in, just flooding our yards," said Doug Krause, one homeowner.

    The problem has been an issue for a decade for some of the residents, but it was always manageable. Now, they are dealing with water dozens of time each year, which they attribute to the newly re-capped parking lot at the nursing home. The organization re-paved on top of the existing lot, which did not require any permits.

    "They changed the pitch on the parking lot when they repaved it last year to lean towards us now. In all fairness, there is not a city drain until a block down this way, so there is no storm sewer back in their parking lot at all," said Krause.

    Residents say they have flooded about 8 times within the past year or so, with the worst happening since November.

    "I'm concerned for the foundation primarily and then the black mold issue, if I have one," said Amy Marsman. "Also, what if I ever wanted to sell my home? I could never sell that knowing that this happens. That just wouldn't be fair."

    All of their homes flooded earlier this week with the heavy rainfall. It still has not dried out days later.

    "Whenever I see heavy rain forecast, it always makes me a little uneasy," said Melody Kastanek. "If it ends up here, it's going to be in my basement."

    We reached out to Laurels of Kent about the problem. They provided this statement:

    "The Laurels of Kent, like many business owners and homeowners in the City of Lowell and Kent County, have been dealing with the effects of the recent heavy rains and unprecedented levels of ground water. Unfortunately, the collection of water on the Laurels of Kent property and the surrounding properties has been an on-going issue for years. The lack of City storm infrastructure near the properties is the primary problem, as the area relies on surface draining to a nearby creek. All the properties in question contribute to the buildup of water with their watershed from roofs, gutters and yards. In an effort to improve the conditions, over the years we have explored solutions to the drainage issues on our property and our neighbors properties. Specifically, we have paid to connect the neighbors low lying areas along the property line to one of our yard drains. Although this has improved the drainage problems, without City storm infrastructure, the issue will likely continue during heavy periods of precipitation. We certainly share the frustrations of our neighbors."

    We reached out to the city of Lowell, who said the matter is purely a civil issue. They added the infrastructure for the drains is already in place and has been for several decades.

    Marsman, who receives the bulk of the water, called the FOX 17 Problem Solvers in hopes of receiving help. She says she has exhausted every avenue, including allowing the nursing home to install a pump that runs off her electricity.

    "I'm doing everything that I possibly can do, and I don't know what else that I can do," said Marsman.

    Marsman has also considered hiring a lawyer, but says the fees were too high. It included $10,000 base pay, which did not include hiring an engineer or additional lawyer fees.

    Weather permitting, bridge inspections will be conducted on the following structures during the week of May 18, 2020.

    The work will take place between 9 a.m. and 3 p.m. Traffic will be restricted to a single lane in each direction to allow the inspectors safe access to the bridge structures.

    WEDNESDAY, MAY 13

    Culvert replacement work is scheduled to begin the week of May 18, 2020 on Silver Glen Road Bridge over Virgil Ditch No. 2, located about three-quarters of a mile east of Illinois Route 47.

    The anticipated duration for the culvert replacement work is five months. Work will consist of the demolition of the existing culvert and replacement with new box culvert, reconstruction of approach roadway, resurfacing, earthwork, restoration, guardrail, and all other work necessary to complete the project.

    The section of Silver Glen Road between Burlington Road and Illinois Route 47 will be closed during the duration of this project for the safety of the workers and motoring public.

    There will be a detour re-routing traffic using Burlington Road, Empire Road, and Illinois Route 47. Motorists will be asked to follow the posted detour signs. Only local traffic will still be permitted within the road closure.

    All bicyclists and pedestrians are advised to avoid the use of the area during construction for the safety of both the workers and the residents.

    Motorists should expect delays while traveling through the work areas and should add additional time to their commutes. Motorists may want to consider the use of alternate routes while this work is being completed.

    A reminder it is illegal for drivers to talk on a cell phone while driving through a highwayconstruction work zone.

    Traffic will be shifted to a single lane configuration, north and southbound Kirk Road and eastbound and westbound Fabyan Parkway beginning the week of May 4, 2020 weather permitting.

    The lane closures will last about two weeks.

    The shift will push traffic into one lane in all directions in order to prepare and pour the permanent concrete pavement. The shift in traffic will allow workers safe access in order to continue staged construction operations.

    The work is part of the overall intersection reconstruction improvement project, located on Fabyan Parkway from Kingsland Drive to Paramount Parkway, and on Kirk Road about 1,500 feet north and south of the intersection.

    Additional turn lanes and through lanes will increase safety and improve traffic operations of the intersection.

    The anticipated completion date for the project is Sept. 30, 2020. The work consists of tree removal and replacement, earth excavation, storm sewer and drainage structures, water main relocation, hot-mix asphalt pavement, concrete pavement and sidewalk, curb and gutter installation, traffic signal modernization and lighting, shared use path and landscape restoration.

    Since this improvement is at an existing busy intersection, longer-than-normal traffic delays are expected during construction.

    The temporary daily lane closures and flaggers will be in place primarily from 8 a.m. to 4 p.m.

    Motorists may want to consider the use of alternate routes while this work is being completed.

    1PM MONDAY, APRIL 20

    Paving work at the intersection of Randall Road at Weld Road/U.S. Route 20 will resume this week with asphalt milling, weather permitting.

    Crews will be working between 7 a.m. and 6 p.m. Monday through Saturday. Paving operations will immediately follow asphalt milling and are estimated to be completed within two weeks, weather permitting.

    Remaining work comprised of traffic signal work, striping, ramp, and site restoration on Randall and Weld Roads is anticipated to be completed by June 2020.

    As the Randall Road / U.S. Route 20 intersection is a very busy interchange, longer than normal traffic delays should be expected once construction resumes. Motorists should expect long delays while traveling through the work areas and add additional time to their commutes.

    9:45AM THURSDAY, APRIL 16

    Repair work on the Fabyan Parkway over the Fox Bridge will resume the week of April 20, 2020 with this stage anticipated to be completed by mid-June, dependent upon the weather and other construction conditions.

    Work will consist of deck replacement, light pole cleaning and painting, and bridge structural repair and maintenance.

    Overall, bridge construction work will be done in stages. The next stage will be deck paving, which will reduce traffic on Fabyan Parkway to one lane each direction with periodic reduction of traffic to one way traffic as concrete trucks arrive and depart the bridge for an anticipated period starting April 22 to April 24 or later.

    During concrete delivery, traffic will be down to one lane traveling one way, controlled by flaggers.

    Subsequent stages will include daily staging of Fabyan Parkway to one lane of traffic in each direction until the project is completed.

    The annual Kane County Pavement Marking Program will complete contract work the week of April 13, 2020.

    The work shall include installation of urethane pavement markings onto 10 miles of county highways as indicated on the map below.

    They include:

    The countys typical process is to apply paint pavement markings annually on the majority of the countys rural highways and the more durable urethane pavement marking to the high-volume county highways.

    This pavement marking project will improve the visibility of the lane markings for the motoring public. The work is anticipated to be completed by the end of May, weather dependent.

    Temporary daily lane closures will be required from 8 a.m. to 4 p.m. Monday through Friday to safely accomplish this work.

    Lane closures are scheduled to start in the north end of the county, working their way south until all necessary lane lines have been re-striped. The north to south progression may change as weather impacts may dictate alternate striping sequences.

    Temporary flagger control of intersections will be required along the entire route in order to safely accomplish the required work. Please watch for workers, equipment on the roadway and shoulders, anticipate increased travel times and exercise caution while traveling in freshly painted areas.

    9:48AM THURSDAY, APRIL 9

    Silver Glen Road bridge work back in December.

    Construction work at the Silver Glen Road over Otter Creek Bridge, located west of Randall Road, is scheduled to begin the week of April 13, 2020.

    The remaining work, comprised of bridge milling and overlay as well as miscellaneous site work, will be done under daily lane closures.

    The expected duration of work is about two months.

    The contractor will be using both roadway shoulders along the bridge to temporarily store vehicles and equipment during the working hours of 7 a.m. to 5 p.m. Monday through Saturday. The bridge milling and overlay process may have portions of the bridge that are closed past 5 p.m., in order to let material cure.

    During this time, travel over the bridge will be one lane in each direction, for the duration of this process. Motorists and bicyclists are to be cautious and be alert for equipment within the roadway shoulder areas and the workers walking within these areas.

    All bicyclists and pedestrians are advised to avoid the use of the area during construction, for the safety of both the workers and the residents.

    As always, KDOT officials remind drivers that it is illegal to talk on a cell phone in a highway construction work zone.

    Sidewalk repairs and other miscellaneous activities are under way at the intersection of Randall Road and Stearns Road/McDonald Road, as well as the intersection of McDonald Road and Briargate Drive.

    Drivers should expect temporary daily lane closures of outside through lanes and outside right turn lanes, with flaggers directing trafficfor the safety of the workers and the travelling public between the hours of 7 a.m. and 5 p.m.

    The work may take up to one month to complete.

    KDOTs annual resufarcing program is scheduled to begin the week of Monday, April 13.

    Construction work hours will be from 7 a.m. to 5 p.m. Monday through Friday, requiring temporary daily lane closures and flaggers directing traffic for the safety of the workers and the travelling public.

    The resurfacing process is part of KDOTs annual maintenance to increase the longevity of county roads.

    The program will consist of milling and resurfacing, structure adjustments, curb and gutter replacement work on portions of roads, guardrail replacement, and application of pavement markings. This work is anticipated to take about six months to complete.

    Listed below are the portions of roads to be resurfaced with curb and gutter replacement noted.

    The above-mentioned roads will remain open during construction, but may include temporary daily lane closures and flaggers, primarily on Orchard and Randall Road and on Big Timber, Plank, and Huntley Road.

    8:20AM THURSDAY, MARCH 26

    Kane Countys Division of Transportation continues to make improvements while traffic is light during the COVID-19 emergency.

    Traffic signal equipment upgrades are scheduled for 29 intersections along Fabyan Parkway, Orchard and Randall Roads from Mill Creek Drive east to Raddant Road, and Mill Street south to Jericho Road, starting the week of March 30, weather permitting.

    The work will be conducted in two stages and is anticipated to be completed by midMay 2021.

    The improvements will involve removal and modification of traffic signals and street lights, handicap ramps and pedestrian crossings.

    Stage one work, which will include upgrades to sidewalk, pedestrian crossings, and new traffic signal foundations taking three to four weeks at each intersection and may result in temporary daytime lane closures and disruptions of traffic at the intersections.

    Work will be done during the hours of 7 a.m. to 3:30 p.m. Monday through Friday, weather permitting, and will start at Fabyan Parkway and Mill Creek Drive and Fabyan Parkway and Branson Drive. Work will then proceed east.

    Below are the 29 intersections that will be improved and are listed from north to south. This list is for informational purposes only, and does not represent the order of work:

    The second stage of work will involve the removal of existing traffic signal mast arms and the installation of a yellowflashing phase signal heads to the existing traffic signals at all locations.

    This work will require the temporary shutdown of traffic signals with the control of the intersections replaced by fourway stop signs for about four to six hours per intersection.

    During this work phase, traffic traveling through the intersections shall experience longer than normal traffic delays. Additional press releases will be provided to the public before the second phase begins, warning them of this upcoming work.

    Motorists should expect delays during the first stage of the work and are encouraged to pay attention to temporary lanes closures and flaggers around the work area. Motorists may want to consider seeking alternate routes during the second stage portion of the traffic signal upgrades.
