    Newport News council approves capital plan with $34.85 million in Tech Center funding - January 15, 2015 by Mr HomeBuilder

    The City Council Tuesday in a 5-2 vote approved a $475 million five-year capital plan, including $34.85 million in city money to accommodate the Tech Center research park and potential Jefferson Lab expansion, about $13 million of which to be spent in fiscal year 2016.

    The Tech Center funding will come back to the council for consideration later this year after the bond authorization is in place, City Budget Director Lisa Cipriano said.

    Councilwomen Pat Woodbury and Saundra Cherry voted against the proposed plan, citing concerns with transparency about the Tech Center project, and other projects cut or delayed in the plan, such as overdue re-roofing and HVAC replacements at schools, rebuilding Huntington Middle School and the Grissom Library and Denbigh streetscaping.

    "I find it to be very unbalanced," Woodbury said. "We can't always say 'build it and they will come.' They may not. And then what?"

    Cherry said, "I do believe that if we, as a city, are to do anything worth doing, and desire support from its residents, that there must be very clear transparency. Making out all the costs as much as possible for all phases of a project and how the project will enhance the quality of life for all of its residents."

    City Manager Jim Bourey defended the plan and emphasized the potential economic benefits of Tech Center.

    "At build out, projected revenues coming from the entire Tech Center development would be estimated at $8 million to city revenue every year," Bourey said. "Please be assured that the money in the (capital plan) is not going to be given to the developer."

    The $34.85 million in Tech Center city funding would go toward unnamed infrastructure improvements and relocating the school division's bus facility, which would need to be moved if Jefferson Lab is chosen to receive an expansion. In addition, the city is also seeking about $7.7 million in federal and state grants for the job. In the plan passed last year, $18.4 million in city funding was included for the project.

    Nearly a dozen residents and officials came to address the council about the proposal, many expressing concerns about the city's transparency, several referencing meetings in summer 2013 when the project was presented, where John Lawson, president and CEO of Tech Center developer W.M. Jordan, said the project would require no city funding.

    Lawson has since said he was speaking only about the 44-acre retail and residential portion of the project, which is under construction now and privately financed.

    Kilgore College asbestos work almost completed - January 8, 2015 by Mr HomeBuilder

    An environmental consulting firm hired to oversee asbestos abatements at Kilgore College said Wednesday that almost all of its projects at the college have been completed.

    There is some work at the Rangerette Gym that should be completed this weekend, ERI Consulting Inc. President Larry Snodgrass said. All of the work at Dodson Auditorium has been completed.

    ERI Consulting began an inspection of the colleges buildings following allegations of asbestos exposure from Physical Plant Coordinator Dalton Smith in November. Smith alleged several areas on campus had asbestos exposure and named other areas where asbestos and other hazardous materials had been mishandled.

    The firm said in December that hazard assessments and air quality tests showed the colleges buildings are safe, but future asbestos abatements and repair work were needed.

    Snodgrass said the work, which was done over Christmas break, was performed by Air Quality Associates of Tyler.

    We did have one more project that we recommended at the colleges library, Snodgrass said. I cant speak for the college to say if they are going to do the project or not. We recommended some small projects in the mechanical rooms of the library.

    He said his firm recommended work in the Randolph C. Watson Library be completed within the next 12 months. If the college agrees, he said, work could begin in the summer.

    As far as the abatements/renovations over the holidays, everything has been completed that was recommended by ERI to be completed within 30-90 days, college spokesman Chris Craddock said. The only thing left is to remove a pipe underneath the Rangerette Gymnasium floor.

    The abatement projects are costing the college about $32,000 including ERIs fee, Snodgrass said.

    The main work done was in Dodson Auditorium on the HVAC (Heating Ventilation and Air Conditioning) duct, he said. There is the old cork insulation with a black mastic that holds the cork together. Its non-friable but we removed the materials with the highest potential to be disturbed.

    Democrat James Tedesco scored an upset, come-from-behind victory when he defeated Republican incumbent Kathleen Donovan on Nov. 4 after a hard-fought campaign. His win, plus the reelection of Democratic Freeholders David Ganz and Joan Voss, means Democrats will control both the county executive office and the Freeholder Board for the first time in four years starting Thursday.

    PASSAIC COUNTY

    The Passaic Valley Water Commission, which until 2014 had discussed and approved most aspects of a controversial plan to drain three Garret Mountain reservoirs without public input, took on what appeared to be a spirit of collaboration by years end. After a series of contentious public meetings where opponents blasted the plan to drain the reservoirs and replace them with giant concrete tanks, the commission in November resolved to work with Newarks water authority to merge two reservoirs into one system, thus saving the scenic Great Notch reservoir from being drained and replaced by two 20-million-gallon tanks. A federal rule designed to ensure safe drinking water is driving the plan, which has gotten state approval, but opposition still is running strong against the plans first phases, which would drain the Stanley Levine and New Street reservoirs.

    The borough and the PBA finalized a three-year police contract in June, which covers 2014-16. The contract calls for a 2 percent raise for two years and a 1 percent raise for one year. The agreement came after months of hard negotiations. Neither the borough nor the police got what they wanted, said officials. The police had sought 2 percent raises per year while the town was leaning toward zero percent.

    School Board Set To Vote On Tulsa Schools' $415-Million Bond Issue Proposal - December 15, 2014 by Mr HomeBuilder

    The Tulsa Public School board is scheduled vote on a record bond issue package at their meeting Monday evening. School officials say the $415-million bond issue would allow the district to upgrade almost all of its facilities.

    Tulsa Public Schools officials say the east side of town has been growing fast and the district needs to find options to accommodate all the new students associated with that growth.

    If the school board says 'yes' Monday and if voters then approve on March 3, 2015, the bond issue would address a number of issues according to the district:

    Officials say technology is also a part of the bond issue with about $150 per student set aside for access to computers or tablets.

    Preliminary capital project discussions underway in Souderton Area School District - December 13, 2014 by Mr HomeBuilder

    The Souderton Area School Districts operations committee discussed some of the upgrades the district is looking into for 2015 through 2020. A majority of the proposed projects were brought to the committee last spring; however, district staff wanted to update the board on a few additional projects added to the list.

    The capital projects, many of which focus on school safety and energy efficiency, include upgrades specific to each of the schools in the district, as well as districtwide improvements, according to the five-year capital projects plan presentation given by Business Affairs Director William Stone.

    Through the course of the next five years, the district upgrades are projected to cost $10 million.

    The projects will be funded from the capital reserve, which is currently housing $750,000, and the general fund budget, but the general fund figures could change based on the annual budget reviews, Stone said.

    Other monies the district is slated to receive and possibly allocate toward capital projects include an estimated $6 million from the sale of the former Souderton Area High School building, as well as an estimated $1.85 million from the sale of the former Lower Salford Elementary School building. Both properties are under an agreement of sale.

    In addition, a projected $1.9 million in assigned fund balance will also be available, the presentation outlined. There is a possibility that unassigned fund balance transfers may be directed toward capital projects, but thats pending 2015-16 budget reviews, Stone said.

    Each school has a series of upgrades being proposed for the next five years that consist of things like paving repairs in the school parking lots, HVAC, lighting, security camera and generator upgrades and upgrades to the gymnasiums, the presentation outlined.

    It appears that Indian Valley Middle School will see the most repairs in the next five years with upgrades like a new emergency generator, library and modular roofing repairs, auditorium upgrades and painting, sidewalk and curb repairs, exterior door replacements and track installations slated for the school, according to the presentation.

    A few more projects have been added to the list for several of the other schools. E. Merton Crouthamel Elementary is slated for renovations that call for safety and equipment upgrades to bring the building up to code. Stone highlighted the fact that the district is scheduled to receive the results from a feasibility study in January or February of next year, after which the district will assess the design, pricing and construction of the building, he said.
