You may not be able to do anything about the weather, but you can do something about the mess the winter may have left on your lawn.
Now that spring has sprung, homeowners are finding that the grass underneath all the brush and snow has been compacted down due to the heaviness of the snow.
Usually the snow comes and goes during the winter, said Carol McAlister, owner of Yard N Garden in Fenton. This winter, the snow came early while the grass was still growing in the fall, and it held on and got heavy.
In some areas, leftover snow actually smothered the grass underneath, causing snow mold, a fungal condition that should go away on its own in a few weeks, with regular fertilizing and proper mowing. Fertilizing will help it push through and outgrow the disease.
So now, its time to shake things up a bit by raking the grass gently. Its important that youre gentle with raking, because spring is a sensitive time of year for your yard. The soil is spongy, the plants are tender and weather is unpredictable.
Get the clippings off the grass, mulch it with your mower, and get things moving again, said Mike Fenton of Royalty Services, a full-service lawn company in Fenton. Then re-seed the grass where there are bare spots.
Cool-season grasses, dominant in the tri-county area, can be planted as soon as the air temperatures get into the 60s and soil temperatures are in the 50s. Make sure theres no frost, said Fenton. Plant as soon as temperatures allow, to give seedlings a chance to get established before hot weather hits.
After the grass is up, fertilize.
Fertilize, fertilize, fertilize, said Fenton. The first application can go on right now. Use a pre-emergent fertilizer to give it some new life and keep crabgrass from growing. Pre-emergent fertilizers work for about three months, so homeowners should plan to reapply again during the summer.
Begin mowing your lawn as soon as it needs it, but keep in mind that grass blades do best when you cut no more than a third of the blades length at a time.

What to do (and not to do) to revitalize your grass
With a swing to warmer weather, the attention of the City's Property Maintenance staff is shifting from snow removal to nuisance vegetation. City ordinance requires that lawns be kept shorter than 8 inches in height and noxious weeds be controlled.
When the City receives a complaint about land being neglected, the City investigates the complaint with a site visit. If the complaint is valid, the property owner is sent a courtesy letter asking that the nuisance be corrected. Generally, property owners are given seven days to correct the problem. Only one courtesy letter is sent on a property per year.
The City then re-inspects the property on or after the due date. If the problem has not been corrected, a City Code Enforcement Officer issues a $100 citation for the violation. In addition, the City has contracted with lawn mowing and weed spraying services who correct the violation. The property owner is billed for the work, and if the bill is left unpaid, the cost is assessed against the property.
Residents are encouraged to report potential nuisance vegetation violations by calling 978-6900 during normal business hours, or leave a voice message after hours or on weekends. Potential violations also can be reported online at http://www.siouxfalls.org/weeds.

PABLO The Kerr Elder Program is facing funding problems for their summer services. When an extended winter storm hit the Flathead Indian Reservation in February, the program was forced to spend more of their allocation on snowplowing, gas, and propane assistance for tribal elders. Now, they are faced with a smaller budget, forcing them to cut services such as lawn mowing.
The Kerr Elder Program provides essential services for elders that meet the age eligibility and income guidelines. Any tribal elder that is 55 years of age or older with a documented disability, or is 60 years of age or old, and meets the income guidelines, can receive assistance through the program. They provide essential services that range from repairing cooking ranges, water heaters, to installing ramps and walk-in shower, gas and propane assistance, to snowplowing and lawn mowing. The program currently serves 871 elders.
The Kerr Elder Program receives an annual $335,334 allocation based on the tribal councils discretion. $60,000 is budgeted each year for snowplowing costs, but currently the program has spent $105,000 this year due to the winter storm; $46,000 over budget. 31 percent of their budget has been spent in only the first quarter of the year.
To offset the unexpected winter costs, the program is cutting several summer services. Starting immediately, they are no longer accepting requests for: car repair, insurance (home or auto), lawn mowing, carpet installation, new furnaces, rent assistance, and tires. The cost of mowing lawns averages $4,788.80 per month, says, Mike Pierre, Division Manager, There is a high cost associated with lawn mowing, and we are considering it a non-essential service for now, due to our limited budget.
The program says they will be able to provide some services, like small house modifications. Elders can go through the Home Care Program through the Kerr Elder Program and Indian Health Services for meal preparation services.
They advise elders to seek assistance from family members, and organizations like the Lake County Council of Aging of Ronan.
Kerr Elder Program is encouraging volunteers to help with their program; they partner with the Fatherhood program currently, but still accept volunteers. Individuals in need of filling mandatory community hours can also volunteer.

If youve got a lawn and hate to mow, beware the lawn service ghosts.
Ghosting is an insiders term used by lawn care professionals to describe workers who promise to come out and treat a homeowners lawn but who dont actually do any work.
Homeowners whove been ghosted will find service flags stuck in their lawn and a receipt in their mailbox, but not much else. Complaints about ghosting and the splash and dash -- which is like ghosting, except a little bit of fertilizer or herbicide is thrown around -- abound on online lawn care forums.
Some consumers are catching on. More than 3,500 complaints were filed last year in the Better Business Bureau network against various lawn care services, including gripes about shoddy workmanship, contract issues or problems with billing and collections.
Either the grass [problem] is not cured or the lawn is not any better than before they came or the contract is never-ending, so they get stuck in that long-term contract, said Steve Bernas, CEO of the Better Business Bureau of Chicago and Northern Illinois, citing some common complaints.
David Feeney of Land O Lakes, Fla., caught a lawn ghoster shortly after installing a home security camera in 2010. On the video he posted to YouTube, which stops and starts when motion is detected, an employee from a lawn service can be seen driving up to Feeneys house, placing a flag in the yard, knocking on the front door and leaving without doing any work, as he looks over his shoulder.
The lawn really looked great, and I think that was probably why the guy decided not to do anything, Feeney told the ABC News Fixer. It was a Friday afternoon. Maybe he wanted to get done early and go have a beer.
I was pretty shocked, Feeney added.
After Feeney examined the video and the $42 bill for the nonexistent service he complained to the lawn service, which apologized, withdrew the bill and let him cancel his account.

For 10 years, the Downtown Auburn Business Improvement District has provided a number of services to the city at theyearly tune of $40,000.
These services include garbage pulling, lawn-mowing of city parks and the installation and maintenance of flowers across downtown, said Connie Reilley, executive director of the Downtown BID.
The partnership has been conducted over two-year agreements and Reilley said the Downtown BID once again requires a two-year agreement authorized by the Auburn City Council so these services can continue.
However, the organization may only get a one-year deal this year.
The Auburn City Council will consider renewing the Downtown BID's contract for these aesthetic services on a one-year basis. The previous contract expired in December and the Downtown BID's funds will only last until June.
The renewed deal would call for $40,000 to be supplied to the Downtown BID from April 3, 2014 to June 30, 2015.
"That will do us for this year, but it would put us right back where we are now for 2015," she said.
Reilley said a two-year deal primarily benefits the Downtown BID's flower program. This year, the Downtown BID would have ordered flowers in February to be installed downtown in time for the Memorial Day Parade.
"If the funding stops in June of this year, I wouldn't have the money to water and maintain the flowers for the rest of the fiscal year," she said.
Reilley said such an agreement also provides the organization an additional year before negotiations need to occur again.

WEST LIBERTY, Iowa West Liberty has a city manager, but officials are still working on turning that interim position into a permanent one.
Interim City Manager Lawrence McNaul, who is also West Liberty's Police Chief, was picked by the City Council on March 15 for the top administrative post, and the contract was expected to be an agenda item during last Tuesday night's council meeting but Mayor Robert Hartman reported City Attorney William Sueppel hasn't submitted the documents due to illness.
"My goal is to have a contract back next council meeting (April 15) to vote on," Hartman told the council.
The figures show West Liberty will save thousands of dollars by hiring a private contractor to mow Oak Ridge Cemetery, but the figures aren't as clear when it comes to Parks and Recreation property.
The documented cost to the city in mowing the cemetery last year was $27,500. The council Tuesday night approved a $15,400, one-year agreement with Grasshopper Lawn Care of Tipton to provide mowing services in the cemetery. But the council did not accept the $33,460 bid from Grasshopper to mow Parks and Recreation properties because the city's figures aren't as clear.
A memo from McNaul estimates the Parks and Recreation mowing cost for 2013 to range between $33,389 and $46,943. As an example, McNaul explained that a city employee mowing at the Dutton Athletic Complex might be called away to perform maintenance at a ball diamond, and the cost division between tasks hasn't been well maintained. The council accepted McNaul's recommendation for the Parks and Recreation Department to continue mowing for one more year, getting a stronger grasp of time, expenditures, and needs involved.
"We never kept a good record of time spent mowing," McNaul told the council. "It would be my recommendation this year that we keep it with Parks and Recreation."
The Bi-State Regional Commission exists to provide regional planning for the five counties it serves and to provide technical assistance for its members, the group's executive director, Denise Bulat, told the council Tuesday night.
Bi-State, headquartered in Rock Island, serves Muscatine and Scott counties in Iowa and Rock Island, Mercer, and Henry counties in Illinois. Around $380,000 of its $2 million budget comes from dues paid by members; West Liberty's annual dues are $1,080.
Bulat, a Muscatine native, told the council Bi-State was founded in 1965 to do transportation planning but expanded to do economic planning as well. "We prepare a comprehensive economic development plan for the five-county area every five years," she said. "We prepare the West Liberty Fact Sheet. We're working with WeLead (West Liberty Economic Development Agency) to update this sheet."
