    Q: I laid down sod a year ago. I think it is Kentucky    blue grass. I cut it once a week. However, the grass doesn't    seem to grow very rapidly even though there has been sufficient    rainfall. What is the problem and what is your suggestion?    (e-mail reference)  
      A: There are several possibilities. The grass is not      fertilized or the nitrogen level is too low. The soil may be      too compacted or there is excessive thatch. It could be a      characteristic of the cultivar you used or a there was a      natural slowdown after seed head formation. I would start by      giving the lawn a light application of fertilizer. We do this      on our football fields around the end of June to kick up      vegetative growth somewhat. If you have a difficult time      driving a spade into the lawn, then it could stand aeration.      If the lawn seems spongy, then check for thatch accumulation.      About a half-inch is normal or something to shoot for. Too      little or anything significantly more than that indicates a      problem. Another possibility is the excessive use of      pesticides.    
    Q: I have a question about a lawn that won't grow. It's    on the north side of my house and gets very little sun. I've    tried reseeding. I'm wondering if landscaping the area with    stone mulch would be a good idea (less work, more economical)    rather than keep trying to grow grass. If so, what kind of    stone mulch would you recommend? I don't want it to look like a    playground with pea rock. (e-mail reference)  
      A: I strongly advise you not to use stone mulch. The      stones migrate to other areas of the yard and create heat      islands. Stone mulch leaves no surface for recreation or      relaxation. It also collects dirt where weeds will grow. You      have not been using the right grass seed. Look for fine leaf      or creeping red fescues because they are the most      shade-tolerant grasses. You couldn't have more shade than I      have on the northern exposure of my own backyard. The grass      is shaded by the house, a large Ponderosa pine and an Amur      maple tree. I am successfully growing an attractive turf      cover of creeping red fescue in that area.    
    Q: I am wondering if you think it is a good idea to plant    oats with grass seed. Someone recommended this to me as a way    to get a lush lawn and protect the grass as it grows during the    summer. If so, how much oats would you mix in with the grass    seed? (e-mail reference)  
      A: Mixing oats with grass seed, especially when      hydroseeding, is at least as old as I am, which is pretty      old! I don't know that there has ever been a formula for how      much oat seed goes with grass seed. We just threw a few      handfuls into the hydromulcher to get the effect we wanted      and get paid faster. If you want a hard figure as a      guideline, I would suggest about 1/2 pound per 1,000 square      feet of area being seeded.    
    Q: A few years ago, I noticed some very lush, green grass    on my front yard with mushrooms growing in it. Now those spots    have died and seem to be expanding. What can I do about it?    (e-mail reference)  
      A: I would rake those spots to rough up the soil      surface, overseed and cover lightly with mulch.

    Q I was very troubled to see this sight along southbound    Interstate 880 after the Bay Bridge maze. On the curve before    the first Oakland exit, there is a LAWN planted. Really? In a    drought, Caltrans plants lawn? You've got to be kidding me. Can    you find out the rationale for this? Absolutely shocking.

    A This is part of a stormwater management treatment plan to    collect runoff from the freeway, and the area will not be    watered. The road is slanted so that the all water runoff    pollutants are collected into the approximately 1-mile-long    treatment area. Caltrans has curbed water use by 30 percent _    its goal is 50 percent _ but will complete what it considers    essential landscaping to prevent water pollution or erosion.    They will use mulch or gravel, or drought-tolerant native or    nonthirsty plants.  
    In addition, the California Transportation Commission has    allocated $47 million in emergency funds to continue installing    smart sprinklers on state property that automatically adjust to    weather conditions, soil moisture or broken pipes. And 34    landscaping jobs have been postponed.  
    If you see any broken water pipes or leaking irrigation    systems, go to http://www.dot.ca.gov/ and click the "Be    a Water Watcher" icon to submit a maintenance service request.  
    Q Oh Gary, the irony! On a trip to Fresno I see the roadside    message "SEVERE DROUGHT. LIMIT OUTDOOR WATERING," which I don't    have a problem with, until I see the same message on Highway    152 nestled among acre after acre of almond trees. Might as    well change it to read: "SAVE A NUT. DON'T FLUSH."

    1. California Gov. Jerry Brown Defends Farms'    Water Use, Warns Changes May Come  
    Days after taking the unprecedented step of ordering mandatory    water-use reductions throughout his state, California Gov.    Jerry Brown defended his executive order's treatment of the    state's agriculture industry and its use of water in an    interview with ABC's "This Week."  
    Brown said California's farms are "providing most of the fruits    and vegetables of America," as well as jobs for the state's    most vulnerable residents. Though agriculture accounts for only    2 percent of California's economy, it consumes 80 percent of    the state's water, according to the Public Policy Institute of    California, a nonpartisan think tank.

OGDEN, Utah (ABC 4 Utah) Ogden City Water Utility is reacting to  what it is calling a "severe water shortage" due to a combination  of unusually warm weather and an inability to treat water at  Ogden City's water treatment plant.  
    Ogden City    has been reconstructing its water treatment plant since fall of    2014. The plant normally operates from mid-May through the end    of September each year.  
    The water treatment plant operates seasonally to meet demand    during the irrigation season. Pipe leaks recently discovered    near the water treatment plant and other issues have resulted    in delays with completing the project. These delays, coupled    with peak demand anticipated to occur earlier than normal, have    created the potential for a severe water shortage.  
    City officials recommend residents strongly consider delaying    the operation of lawn sprinklers until later in the season.    Once lawn watering begins, residential and commercial lawn    watering is to be limited to one-half inch (1/2) of water    every four days during the months of April and May.  
    As always is the case, lawn watering is prohibited between 10    a.m. and 6 p.m. Swimming pools should be allowed to drop four    inches (4) below full capacity and covers should be in place    when the pool is not in use.  
    Hard surface washing, such as sidewalks and driveways, is    prohibited.  
    Washing personal vehicles at home, especially where water    will    run off of the property, is highly discouraged. The first    violation of mandatory restrictions will result in a $125 fine.  
    The second violation carries a $250 fine and each subsequent    violation carries a $500 penalty.  
    Commercial and industrial users are encouraged to reduce water    use by 25%.  
    Other suggestions include the following:     Daily watering should be avoided as residents are counseled    to water at most every other day.     Long run times on sprinkler cycles is discouraged.     Irrigation systems should be kept in good repair.     Landscape water should not be running off property.     KARACHI: The Karachi Metropolitan Corporation on Friday    demolished and sealed four wedding lawns constructed illegally    on as many amenity plots allotted decades ago for other    purposes.  
    One of the wedding halls was owned by Muttahida Qaumi Movement    leader Babar Ghauri, whose party condemned the action and    blamed Local Government Minister Sharjeel Memon for    victimising MQM leaders and workers on the pretext of an    anti-encroachment drive.  
    Sources said that these plots had been allotted three to four    decades back and were being misused for over a quarter of a    century.

    A KMC spokesperson told Dawn that Administrator Saqib Soomro in    exercise of powers of the City Council conferred on him through    a governments notification dated Dec 7, 2011 allowed the KMC    and defunct KDA on March 30 to cancel the lease of all such    amenity plots which were not being used for the purposes for    which they had been allotted.  
    They said that Mr Ghauris Florence Marriage Lawn in North    Nazimabads Block H was built on an amenity plot, ST 2, which    was originally allotted to Dr Abdul Jamil Khan on Dec 8, 1964    for the construction of a hospital to provide medical treatment    to the poor and deserving patients.  
    They said that on Jan 5, 1993 the amenity plot was transferred    to Mr Ghauri, Khurshid Ahmed and Ms Badri Sadri by Dr Khan.  
    The defunct Karachi Development Authority (KDA) had issued    show-cause notices regarding the transfer of the plot and    repeatedly warned the beneficiaries that the said plot could    only be used for the construction of a hospital. However no    heed was paid to the KDAs warnings in the years to come.  
    On Friday, the KMCs anti-encroachment department demolished    the marriage hall and other construction on it and took    possession of the plot.
