    BARTOW | Chandra Frederick will return to county government this fall as the new director of Polk's Building Division.

    In other action Tuesday, the County Commission: - Approved a $220,000 host agreement with USA Matches Inc. for the 2014 International Practical Shooting Confederation World Shoot, scheduled in October at Universal Shooting Academy near Frostproof.

    - Approved the change in the county's growth map from business park to residential on 124 acres at the edge of the Green Swamp Area of Critical State Concern south of Minute Maid Ramp Road 1, which is south of Interstate 4 and U.S. 27.

    - Approved a $312,000 agreement with Select Medical Rehabilitation Services to provide therapy at the Rohr Home.

    - Renewed the $584,632 contract with Tri-County Human Services to provide services for alcohol and substance abuse and mental health.

    - Approved a contract totaling $783,121 to support work at five volunteer clinics.

    - Approved a memorandum of understanding between the County Commission and the Behavioral Health Court and the Public Defender's Office.

    - Approved the Polk County Workforce Development Board budget.

    - Appointed Wanda Hollingsworth to the Citizens Health Care Oversight Committee.

    - Appointed Dan Williams as an alternate to the Board of Adjustment.

    Mumbai, Sep 1: Union Minister for Power, Coal and New and Renewable Energy Sources, Piyush Goyal launched the the 'Pradhan Mantri Jan Dhan Yojana a National Mission on Financial Inclusion in the city, simultaneously with the national launch at New Delhi.

    The primary objective of the Pradhan Mantri Jan Dhan Yojana is to provide bank accounts to every household in the country and make available basic banking services like cash withdrawal and deposit, money transfer, balance enquiry, RuPay Debit card facility and extending mobile banking facility.

    Speaking on the occasion, Goyal said, "Financial inclusion has been the priority of the NDA government and has observed that extension of banking services to all households would promote savings and contribute to overall economic growth." He said, "By announcing the launch of Pradhan Manti Jan Dhan Yojana, Prime Minister Narendra Modi has given a gift of empowerment to the poor of the country."

    Goyal added that financial inclusion is not just the responsibility of the state or the bank managers. He said that it should be a people driven programme, with participation of every citizen. "Historically, middle class brings transformation in the society. It has now to take lead to inculcate banking habits among those who provide necessary services to it," the minister added.

    Calling for citizens participation for making the scheme successful, he said, "Ask your maid servant, washerman or the driver to open a bank account and try to make payments to them through cheque and then imagine the multiplier effect, it would have!"

    Kindness and respect go a long way in reducing cases of maid-related violence in the Kingdom, said several Saudi experts. We have to make maids feel at home in our families, one said. Experts have voiced their professional opinion amid recent calls made by Saudis for maid-free homes in the wake of increasing cases of violence involving domestic workers in the country. A foreign maid in Meesan, south of Taif, recently killed her Saudi sponsor, while another maid stabbed to death her Sudanese employer in Jeddah. Several reports have also surfaced about maids beating and abusing Saudi children. Many Saudi families depend largely on foreign maids for various services. More than 2 million maids work in the Kingdom. According to the Labor Ministry, nearly 715,000 maids were recruited in 2013 alone. Maids have become part and parcel of the Saudi social set-up and most families with working women are unable to live without them. Fuad Kawther, a Saudi aviation engineer, said his family has never faced any problem with their maid since they assign her specific duties. Unfortunately, some families treat their maids like slaves and ask them to do all sorts of work. They have to cook, look after children, clean the house and even take care of domestic pets, among countless other chores. This is the crux of the problem, he told Arab News. He said many families would not be able to get rid of maids for several reasons. Even Aysha, the wife of Prophet Muhammad (peace be upon him), reportedly used to employ maids, so there is nothing wrong in having maids, but we have to treat them properly. We should not overburden them like we often do now. Wala Al-Ashry, a psychologist with Princess Nora University in Riyadh, stressed the need to study maids mental and social conditions before recruiting them. Maids may abuse children for several reasons, including depression, personal problems and mental diseases. Cultural difference may also pave the way for behavioral changes. Some of these maids may simply be too young to know how to take care of children properly, she said. She said geographical and environment factors also affect behavior. Harsh housemaids will negatively impact the children they come into contact with and affect their overall upbringing, she said. Families should also make sure maids are free from mental and contagious diseases, she said. We have to deal with maids politely, give them free time and allow them to keep in touch with their families back home regularly. In short, we should never forget that maids are human beings just like us with needs and moods. Fahd bin Ali Al-Zahrani, a crime researcher, said people commit crimes for several social factors. Many families do not treat maids properly, leaving them depressed and vengeful against children and other family members. Most families leave their children with maids all the time, increasing tension and depression and with it, the risk of violence. Nawal Hausawi, a psychological consultant, said many families can avoid employing maids if their men are ready to support their women in handling various household affairs. Saudi women demand maids because they cannot do all the work at home alone without their husbands support, she said. Hausawi stressed the need to provide proper training to newly recruited maids for three months. We should not allow our children to abuse domestic workers. Some cultures consider children giving orders to older people an insult, even if that person is a maid. We have to teach our children to depend on themselves and respect elders. She said Saudi families can do many things to alter negative attitudes. We can ask them to join us while eating at restaurants, give them money from our yearly charity obligations or simply, try to make them feel at home. At the same time we can install cameras inside our homes, since kindness does not equate with compromising our safety.

    Many expat families in the Kingdom continue to express concern over the increasing price of housemaid services offered by labor recruitment agencies. Demand continues to soar as recruitment agencies in the Kingdom face a major shortage in the number of domestic maids. Riyadh-based labor recruitment agency Saudi Manpower Services (SMASCO), for instance, has raised prices in comparison with last year. Employers used to pay SR1,260 per month for housemaid services, which has since risen to SR1,580. Some agencies even insist that employers pay close to SR46,000 in salaries and admin costs in full in advance while signing a two-year contract. Saima Qazzafi, a Pakistani mother of three in Riyadh, needs domestic help. She visited a recruitment agency and was told that there are no housemaids available for the next three months. Only housemaids from Kenya are available, who are limited in number due to high demand. I was shocked to find out the price of the total package, which is way too much, she said. I am traveling in three months and doubt I can find someone reliable by that time. Qazzafi then considered hiring a part time maid independent from the agency. She spoke to several Sri Lankan part-timers who are in the Kingdom on their own visas. They charge anywhere between SR2,700 and SR3,000, she said. They also demand SR25 per hour and the taxi fare to and from my house. Sameera Arshad, a housewife in Riyadh, also told Arab News of the bitter experience she had hiring housemaids from agencies. Arshad is also struggling to find domestic help since prices increased. Some agencies stipulate that we pay SR8,000 to SR10,000 to transfer the housemaids residency permit (iqama) onto my husbands iqama, she said. Apart from the monthly salary, we will also be burdened with extra charges, such as iqama renewal and medical bills. Another labor recruitment agency in Riyadh stipulates that employers pay up in advance after signing the two-year contract without offering an installment-based payment method. Zubda Nazir, a Pakistani housewife in Riyadh, expressed her concern over the lack of payment options after she visited the agency. Nazir is struggling during the summer holidays in Riyadh with four young children and no domestic help. How can we pay a lump sum that we cannot afford? she asked. The salaries of the heads of our families are not as high because of our nationalities. This is a major risk factor because we would be stuck with the maid we get regardless of her performance and reliability.
