CALDWELL, Texas - With the clock ticking on the start of another school year, Caldwell ISD officials say there may not be enough time to clean up the mold found inside the elementary school before the first bell rings.
Caldwell board members planned to announce the company they're contracting with to get the mold cleaned out of the school at Tuesday night's meeting, but cleanup has yet to begin.
Caldwell ISD Superintendent Dr. Timothy Cuff said the holdup isn't because they've been idle during the Summer months. He said between the district and the lawyers, the road to cleanup is a long one.
"It's just amazing at how much paperwork there has to be," said Cuff. "And believe me, I've been frustrated too with the whole system. But everybody has to make sure that everything is in place, because, when the job is done, we want it done right."
Mold was discovered in some of the school classrooms in March. It was determined to be non toxic, but some of the students had complained of headaches and unexplained rashes. The school was shut down before the school year ended, and students were moved to area churches.
The school is on a suspended foundation. Cuff said over time, water collected underneath the foundation and some of it seeped through tiny cracks in the floor, causing the mold issue.
"Now, what we'll be doing is extracting the water out through dehumidifiers, and keeping it pretty dry under there," said Cuff.
Cuff hoped the process of cleanup and renovation would be completed by the start of this school year, but now he has his doubts.
"Can I one hundred percent guarantee it? I can't. I wish I could," said Cuff.
Cuff said the remediation, or cleaning process, is phase one. Phase two will cover any renovations that need to be made. The school board will announce a contract with a different company for phase two at next Tuesday's meeting.

DECATUR The onetime lessee of the Eagle Creek Resort at Lake Shelbyville has filed a three-count lawsuit against the state of Illinois, and is seeking $100,000.
The rules of the Illinois Court of Claims where the three-count suit was filed by Michael Ballinger of Decatur, president of BMDD Resorts cap most claims against the state at $100,000.
Four years ago this month, Ballinger was awarded the lease to take over the resort complex near Findlay, about 70 miles southwest of Champaign-Urbana.
The latest suit continues a mostly legal odyssey that began five years ago this month, when a judge shut down the mold-infested conference center and 138-room lodge.
A year later, on July 7, 2010, the state Department of Natural Resources formally awarded to BMDD a 21-year lease to operate the lodge, conference center and golf course. The 18-hole golf course reopened almost immediately but none of the other facilities has opened for business.
And four months ago, BMDD sent a letter of termination to the DNR after the agency and state and local officials had indicated their displeasure with the lack of progress on reopening the resort. In the meantime, the golf course remains open, although it has another operator, and the remainder of the 27-year-old complex is still shuttered.
In his lawsuit, filed last month by Decatur attorney Mark Morthland, Ballinger made three claims against the DNR.
First was that the state committed fraud by refusing to disclose to potential leaseholders that in addition to the mold problem, Eagle Creek also had a defective sewage system.
"The plaintiff was informed, after execution of the Lease, that the Defendants contracted to have the raw sewage removed from the Resort on a nightly basis. The sewer system that was in place was unable to pump the raw sewage," the suit says. "On or about one year after the execution of the Lease a representative of the (DNR) informed the plaintiff that the entire sewer system needed to be replaced at a cost of nearly $1 million, however they did not intend to correct or replace the sewer system."
BMDD said it had invested $3.1 million over the last four years for improvements to the golf course, plus mold remediation and architectural and engineering costs.

GENEVA The future of the coroners building and its closed morgue remained uncertain Friday as Kane County Board members considered Coroner Rob Russells budget request for 2015.
Board Chairman Chris Lauzen, along with members of the Judicial and Public Safety Committee, were reluctant to discuss long- and short-term plans during a discussion in which Russell was absent.
Russell was called away from the meeting before he could present. Ken Shepro, an attorney acting as his financial consultant, spoke to the committee instead.
Preliminary numbers call for a budget of $949,547, which includes 5 percent nonunion staff raises and increases for pathologist fees. It is a 9.4 percent increase over the 2013 budget, which was used as a comparison.
Shepro noted the budget summary doesnt take into account the arrangement with the DuPage County Coroners Office. Forensic operations have been outsourced to DuPage County since mold was found in the Kane County morgue last month.
Russell has said he intends to seek direction from the committee about his options: investing in new equipment for the existing facility or beginning plans for a new building, which could lead to a prolonged relationship with DuPage.
The cost of using DuPage Countys facilities for one year is estimated at $83,050, but savings on morgue supplies could reduce the expense by $50,000, Shepro said.
Meanwhile, capital cost estimates are $75,000 for a new freezer and cooler; $42,000 for a used X-ray machine; $15,000 for a key card security system and unknown costs for an HVAC system, mold remediation, and the demolition and construction related to the new equipment.
In a written report to the committee, Russell said Don Biggs, the countys operations staff executive, and representatives from Mechanical Inc. recently visited his office.
However, the conversation dealt only with the cleanup [remediation] and removal, not a complete plan to reuse this facility, Russell said. Significant financial and policy concerns remain.
