A sign at Fire Station 5 on Dec. 13 warns of mold contamination. The station is in the middle of a mold remediation project.(Bill Husa/Staff Photo)
All Chico E-R photos are available here.
CHICO -- A growing concern, however accurate or outlandish, is that the underlying goal of mold remediation at Fire Station 5 is to find a reason to close the station and use it as a tool to downsize the Fire Department.
"We are throwing out a conspiracy theory and hoping that it's wrong. But it seems like the more that goes on, the worse it gets," said firefighter Ken Campbell, a member of the firefighters' union.
The station is currently in the middle of a mold remediation project, for which the City Council allocated $25,000. At the direction of the Fire Chief Keith Carter, firefighters have been temporarily relocated to an on-site trailer so service to the area will be uninterrupted.
Firefighters believe some city officials have an agenda to downsize the Fire Department for budgetary savings and closing the fire station proves a tool to make that happen, Campbell said.
"Let's have an honest public discussion where everybody can have input and is apprised that this is the goal and asked is the public OK with this," he said. "We work for the public, and we work for the councilors under the direction of the public."
At Tuesday's City Council meeting, Public Works Director Ruben Martinez said the mold investigation has spread beyond its three initial areas and funding is being used for further investigation. The extent of necessary remediation is still unknown.
The major problem is a lack of communication, Campbell said.
With such lack of transparency, he said, a leading fear is the mold problem will reach the point where firefighters cannot use the station a concern echoed by Councilor Sean Morgan on Tuesday.

MT. PLEASANT The city can move forward on fixing a mold problem at the towns fire station with the approval of a new lease agreement.
The city commission green-lighted an updated 50-year lease Tuesday with the Maury Regional Airport Authority and terminated a previous contract with Maury County. The lease comes with a renewal option after 50 years, and the airport retains ownership of the building.
The city fire hall, 1158 N. Main St., is on property the airport owns. The fire department and EMS personnel vacated the fire station in November because of growing mold problem. Operations were relocated to a facility at 1540 Trilogy Lane.
City Manager Michelle Williams said the county built the fire hall in the 1980s, and the airport owns the land. The county also used to run the EMS service, but now Maury Regional Medical Center does.
City officials wanted to make sure who owned the building before proceeding with the mold remediation.
We didnt want to put money into something that we were not sure who owned and how long we would lease, Williams said. We decided that we need to figure this out.
Williams previously estimated that fixing the mold problem would cost the city about $100,000. The city and MRMC will pay for correcting the mold problem with a 75-25 percent split, respectively. MRMC will also pay 25 percent of utility and other bills for both the temporary and currently vacant fire facilities, Williams said.
The city is seeking a USDA Rural Development Loan and Grant opportunity to help offset repair costs, but that pursuit is still in its beginning stages, Williams said.
City Attorney Tom Hardin said the Airport Board would have to approve the measure for it to be finalized. Upon approval, the lease will go into effect on Jan. 1, he said.
The Maury County Regional Airport Authority board will meet Thursday night and discuss the matter, Airport Manager Paul Turner said.

After months of discussion, Cheltenham School District has announced a plan for its middle school students to move into four new locations after the discovery of mold at Cedarbrook Middle School.
The district announced Dec. 16 that students will be divided into four campuses: Gratz College, Elkins Park School, Cheltenham Elementary School and Cheltenham High School.
Gratz College, 7605 Old York Road in Melrose Park, will house the majority of students with two eighth-grade teams and one seventh-grade team approximately 375 students. As of Dec. 16, Gratz College had given the district a letter of intent to allow Cheltenham to lease space there; a contract had not been signed yet, and the district did not provide any details on the cost.
In addition to the Gratz campus, Cheltenham High School will house one eighth-grade team of about 125 students, and Elkins Park School will accommodate one seventh-grade team of another 125 students. Finally, Cheltenham Elementary School will hold one seventh-grade team of 125 students.
Other locations the district considered renting space from were Arcadia University, Salus University, Glenside-Weldon School, 500 Virginia Drive in the Fort Washington Office Park, KI School, DeVry University, John L. Kinsey School, New Covenant Church and Bishop McDevitt, among others, according to a PowerPoint the district presented.
Cheltenham expects some additional personnel may be needed to meet the needs of students at different locations. Sports programs should not be affected greatly by the move, and Gratz is allowing the middle school to use its theater to perform the spring musical Shrek, according to the district.
Back in July, the mold problem reared its head during routine building maintenance, and in September, the district completed a full mold remediation of the school and allowed students back into the school a bit later than the regularly scheduled return date to school.
Currently, Cedarbrook has closed down 10 classrooms and the cafeteria due to the mold. Students eat their lunches in the auditorium.
The plan is to keep students divided at four campuses for about a year to a year and a half. Then, they would be brought back together at a temporary location. Superintendant Natalie Thomas said an entirely new, mold-free Cedarbrook would take about four years to construct, according to officials with whom shes consulted. Continued...
Its not ideal, but we want to make sure their academic and extracurricular programming stays intact and that we are here for them. As a family, were going to take care of this, said Susan OGrady, director of communications and development.

Due to mold, the children's room in Ukiah Library was recently shut down. In connection with it, My Cleaning Products suggested two products that could help the public kill mold safely anywhere it may be.
According to a report from ukiahdailyjournal.com dated December 14, 2013, the children section was shut down on Friday at 11 am, My Cleaning Products relayed. The closure, it shared, followed the discovery of the fungus and the inspection of Mendocino County Risk Management Division of the county's General Services Agency.
It was said in the post that the mold was found in the windows throughout the building, related MCP. However, it detailed that extensive fungus was discovered in the room for the children, even on its wall and ceiling. And as it suggested, it was its effects to the kids' health that particularly got the area shut down for the moment.
Here is an excerpt from the post Mold Found in Ukiah Library by My Cleaning Products.
A mold growth was recently discovered in Ukiah Library. And because of it, the management was forced to shut down its section for the children.
The fungus was actually found in the windows of the whole library. However, the worst of its presence was discovered in the children's room, where it was seen growing even in the area's wall and ceiling.
MCP commented that it was a good thing the affected room was promptly closed as children, along with elders and people with weak immune systems, are most vulnerable to mold presence. However, it stressed that doesn't the rest of the population must not worry of its presence as it could still cause anyone a health problem.
Because of that, My Cleaning Products advised the public to be watchful of mold signs. And if any of them is encountered, it advised everyone to find and kill mold immediately. That, it said, would prevent the worst of its effects.
To do that, the company cited that one could hire a mold exterminator. However, it stated that it could be too expensive for others as a single professional mold remediation now costs around $1000.
