    The Canadian Cancer Society, B.C. and Yukon, is calling for regulations that would make outdoor patios of bars and restaurants as well as beaches, parks and playgrounds smoke-free.

    The society is urging current MLAs and all parties candidates to follow the lead of four other provinces and 30 B.C. municipalities by making a commitment to strengthen the tobacco control regulation to include greater protection in outdoor areas. Enhanced smoke-free public places are also supported by the BC Lung Association and the Heart and Stroke Foundation, which make up the Clean Air Coalition of BC.

    During national non-smoking week, we are urging policymakers to do one thing to enhance tobacco control and help prevent cancer expand regulations around smoke-free public places, said Barbara Kaminsky, CEO, Canadian Cancer Society, B.C. and Yukon. There is no safe level of exposure to second-hand smoke, a fact supported by the U.S. Surgeon General and Medical Health Officers Council of B.C. Children, teens and adults should be protected when they play outdoors.

    Tobacco use remains the largest single preventable cause of death and disease in B.C., killing more than 6,000 British Columbians each year. Second-hand smoke is linked to the death of up to 140 British Columbians each year. In total, tobacco use costs the B.C. economy $2.3 billion annually.

    We know that smoke-free outdoor places increase the motivation for smokers to quit or cut back, said Kaminsky. With the majority of people starting to smoke before the age of 18, eliminating smoking in public places creates healthy role modelling so youth are less likely to even consider taking up the habit.

    The Canadian Cancer Society has been a supporter of B.C.s Smoking Cessation Program, including quitnow.ca, which has seen almost 150,000 orders for nicotine replacement therapies placed in just over a year.

    We believe the government has made great strides to helping reduce smoking rates in our province but we need to do even more, she said. Protecting British Columbians from the harmful effects of second-hand smoke outdoors and from exposure to smoking behaviours needs to be a top priority for all politicians.

    Fred Nelson owns Freddie's Place in South Austin. His outdoor seating area outnumbers what he has inside his restaurant.

    For the most part, Nelson says he doesn't hear too many complaints.

    "There are people who are militant nonsmokers. If someone is smoking a cigarette within 50 feet of them, it bothers them," Nelson said. "I'm a nonsmoker. Even still, I don't believe they should intrude on our rights any more than they do."

    Nelson says he tries to accommodate customers disturbed by the smoke.

    The idea of keeping smokers off patios hasn't yet made it before the City Council, but it has smokers like Jason Watson worried.

    "If you give them this, they are going to take it further," Watson said.

    Watson says he is trying to quit. In the meantime, he's considerate of those around him and never smokes near his daughter.

    "If I am smoking a cigarette and there are several people eating dinner around me, of course I will go somewhere where they are not," Watson said.

    But he feels an outright ban on smoking outside restaurants and bars could lead to laws controlling what he does on his own property.

    AUSTIN (KXAN) - The city of Austin could consider expanding its smoking ban. Some want a ban to prohibit smoking on outdoor patios at restaurants and bars.

    Austin Travis County Department of Health and Human Services Department says they first learned of the push from the city commission, Early Childhood Council.

    General manager Garrett Edwards at Doc's on South Congress Ave. says he thinks banning smoking outside on patios is crossing the line.

    "We only allow it on the designated area which is the outward most part of the patio," Edwards said.

    But those restrictions in place at Doc's might not be smoke-free enough anymore.

    People eating at Cain and Abel's in west campus Thursday had mixed views.

    "That second hand smoke is pretty bad," said Aber Kanafani.

    "I dont personally smoke myself, but I think its fine on a patio," said Gulmina Shah, "I dont think theres anything wring with it."

    Health and Human services says Early Childhood Council is asking the city to consider this outdoor ban--freeing the air of second hand smoke.

    "It's estimated over 7,000 chemicals, including 250 that are known to cause harm, and 69 known carcinogens," Dr. Phil Huang with Health and Human Services said of second hand smoke.

    Aspen City Council considers replacing downtown parking spaces with patios - January 9, 2013 by Mr HomeBuilder

    Aspen City Council on Monday tentatively agreed to consider installing small patio areas in place of parking spaces downtown to encourage pedestrian activity and provide more outdoor dining. If council gives the final go-ahead, city staff will install the patios, called parklets, before the winter seasons end as part of an experiment to prioritize pedestrian and bicycle use over cars downtown. Developing a master plan to address the issue is one of councils top 10 goals for 2013. The main parking spots being considered for parklets are located on Hopkins Avenue between Mill and Monarch streets, which is known as Restaurant Row. The idea is that the parklets, which are fairly inexpensive to build, would temporarily replace parking spaces, said Chris Bendon, the citys community development director. That could in turn increase the vitality of downtown because it would provide more outdoor space for pedestrians, Bendon said. The newly created dining area swould be offered to adjacent restaurants for a fee, he said. Pricing would be modeled off of the system the city currently uses to fill the patio space on the Hyman Avenue mall, he said. Bendon declined to go into specifics about the fees because that information will be presented in greater detail at a future work session, he said. Councilmen Adam Frisch and Torre had reservations about experimenting with parklets. Frisch argued that other municipalities use them to create a pedestrian friendly breathing space in urban settings that are surrounded by concrete. Aspen doesnt have that problem, he said. Torre argued that if the city provided a new outdoor dining area to one restaurant over another, the extra space could give that business an unfair advantage. It also would negatively impact surrounding eateries because they would suffer from having one less parking spot for potential customers, he said. I just have a concern about this, Torre said. I think of the ways to reduce auto traffic and encourage pedestrian [use]; this is probably not my first choice. Mayor Mick Ireland was in favor of trying the parklets. They could turn out as successful as the patio space on the Hyman Avenue mall, which also started as an experiment, he said. What will be the outcome of the experiment? Ireland asked rhetorically. I dont know. Its an experiment and I think we ought to try it. Councilman Derek Johnson agreed with Ireland and suggested that staff reach out to local businesses and ask them if they would be open to the idea before coming back to council with a proposal. Although a date hasnt been set, the concept will be presented in more detail in a work session this month or in early February. Councils other top 10 goals for 2013 include creating a smoother process for start-up businesses, participating in an alliance with other local agencies to create an affordable and accessible health insurance model and working with housing associations to help them fully fund their individual capital reserves.
