    CONTENTIOUS: A helicopter drops 1080 poison in a forest to eradicate pests.

    A threat to contaminate baby milk formula with pest-control poison 1080 has been labelled "completely illegal and stupid" by a 1080 opponent.

    "Anybody protesting should do it through the proper legal methods ... never anything that should promote unrest," said Jonathan Scott, of Rolleston, Canterbury.

    "It [poisoning milk powder] is something that would be completely abhorrent to me."

    Police revealed on Tuesday that Fonterra and Federated Farmers received threatening letters last November, along with milk packages that tested positive with the poison.

    The letters threatened to contaminate infant formula and other products if New Zealand did not cease to use the poison by the end of March.

    Peter Salter, who ran as the West Coast-Tasman candidate for the Ban 1080 party in last year's election, said he was shocked to learn about the "extreme" nature of the protest.

    "The fact someone has resorted to something like this is a shame," Salter said.

    "But it doesn't surprise me because ... the dairy companies don't test for 1080 in the milk powder in the first place.

    The government won't be negotiating with whoever's behind a threat to contaminate infant formula with 1080, Prime Minister John Key says.

    It's been revealed on Tuesday that anonymous letters were sent to Fonterra and Federated Farmers in November last year, along with small packages of milk powder which have since tested positive for concentrated 1080.

    The letters threatened to contaminate infant and other formula with the poison unless New Zealand stopped using 1080 for pest control by the end of March.

    Mr Key says there's no chance the government will stop using 1080 once the deadline passes.

    He's also ruled out any negotiations with the person behind the threat.

    "If you start negotiating with eco terrorists, then that's a technique people could use for any particular issue that they don't like about the government," Mr Key said.

    "We use 1080 because it is the best product to deal with the two issues that we have: the impact of rats, stoats and possums that are other predators to our natural birdlife, and because we want to control tuberculosis.

    "Without it we'd have serious issues on another front."

    The government has become more cautious about its use of 1080 in recent years, Mr Key said.

    He added that Forest and Bird is one of the groups that supports the use of 1080 and the parliamentary commissioner for the environment has conducted an inquiry into it.

    Pest control budgets have been slashed by a quarter by local authorities, prompting expert warnings of a plague of 'super-rats'.

    Information released to Labour by councils has revealed deep cuts in the amounts being spent on controlling vermin.

    Across 200 local authorities in England, pest control budgets have been cut by 24.4 per cent on average since 2010.

    There has also been a 16 per cent cut in the amounts spent on street cleaning.
