THE Cebu City Rivers Management Council (CCRMC) issued a cease-and-desist order against the construction of a retaining wall that Chong Hua Hospital is building.
CCRMC Chair Jose Daluz III said the construction had to be stopped because it encroached on the Guadalupe River.
The wall seems to be in the middle of the river.
Daluz said there was misinterpretation in the construction of the retaining wall.
Instead of having the wall repaired, another retaining wall was constructed as a reinforcement.
Atty. Dean Decal of Chong Hua Hospital said CCRMC asked them to stop the construction early this month and the hospital respected that.
The construction was halted since the order was received.
Daluz said he received word from the hospital that it will not continue the construction until the issue will be resolved.
The former councilor said an agreement between the Cebu City Government and Chong Hua Hospital has to be penned before construction can resume.
Decal said the Office of the Building Official already gave the hospital clearance for the construction but with a provision that a clarification be issued by the Department of Public Works and Highways (DPWH)-Central Visayas.

THE Cebu City Rivers Management Council (CCRMC) wants the P1-million retaining wall built by a private hospital in the city to be demolished.
This, after they found out that the wall has encroached on the middle part of the Guadalupe River.
Aside from that, the retaining wall has no permit from the City Government.
The retaining wall is 35 meters long and is being constructed by the Chong Hua Medical Arts.
The CCRMC learned about the retaining wall after a complaint was filed before them by Engr. Serafin Uy.
Santiago Ortiz Jr., lawyer of Uy, said the construction of the retaining wall has already encroached on his clients property and has limited the flow of the rivers water.
Rainy season is already here. This ongoing construction is abetting disaster by narrowing the river and its curve design can cause the water flow towards my clients property. Lives may be endangered, he said.
Last June 6, the CCRMC inspected the site and recommended the demolition of the retaining wall.
Uys camp, however, lamented that the recommendation has not yet been implemented. A copy of his complaint was then given by Uy to Sun.Star Cebu.
Sun.Star Cebu tried to get a comment from CCRMC chairperson former city councilor Jose Daluz III but he cannot be reached for comment as of yesterday.

Dozens of people attended a meeting where developers and engineers discussed the construction of a retaining wall and walkway area in Bellefonte.
Developers and residents say it's about time something is done to the area.
"We're dealing with an area of Bellefonte that's been plagued by some devastation," says Scott Russell, the Vice President of Buchart-Horn Engineering, the company responsible with designing the waterfront project. "It's been a long time in the making."
The plans show a higher wall and a walk way with room for developers to build behind. Residents say, even with the wall, they think the area is still likely to be impacted by flooding.
"The flood plane is the flood plane," says Mike Prendergast, a man who lives in Bellefonte. "It's going to be the same after they get through building it. It's going to be just a little more contained, that's all."
Designers with Buchart-Horn say their plan should increase visitors and business to the area while stabilizing the stream front.
That's something Josh Etters, who works at Gamble Mill, hopes will happen.
"I think it'll bring more people into the area," says Etters, a manager at the tavern. "Businesses and new attractions bring people in so it'll be great for the local economy."
Some residents weren't convinced about the project, citing concerns about the wall's lack of beauty.
Russell says the group hopes to begin construction on the new waterfront area by 2015.
