Come July 1, not everyone will be able to hang out a shingle and call themselves a roofing contractor.
A new state law, called the Kansas Roofing Contractor Registration Act will require residential and commercial roofing contractors to register with the state. The law is aimed at protecting Kansas home and building owners from "unscrupulous activity," especially after a severe storm, DV Douglass Roofing co-owner and Kansas Roofing Association President Steve Douglass said in a press release.
The law will become part of the Consumer Protection Act, which is administered and enforced by the Attorney General. It also will create a registry in the Office of the Attorney General.
Douglass, who co-owns Douglass Roofing with his three brothers, said the law closes a "doughnut hole" in the Midwest, with Kansas being the only state without a roofing contractor registration law. The law applies to contractors statewide, as well as those from out of state.
"Every roofing contractor, regardless, will have to register," Douglass said. There are a few exceptions such as if someone is repair their own roof, or there is a handyman exemption where someone adding a room onto a home and tacking on a "few shingles" wouldn't have to register.
"That's what we as the Kansas Roofing Association have requested that everyone starts from scratch and registers," Douglass said. He said Kansas loses $2 million a year in sales tax from contractors who come in and bring materials from out of state.
"This will help ensure these guys are paying the same as the one in Kansas and help protect the elderly," Douglass said.

DENVER--(BUSINESS WIRE)--
Two Johns Manville (JM) energy-generating and energy-saving asphalt roofing projects were awarded top honors in the 2013 Asphalt Roofing Manufacturers Associations (ARMA's) third annual Quality Asphalt Roofing Case Study (QARC) competition.
American Roofing & Metal Co., Inc., of Louisville, Ky., received the Bronze award for its American Life & Accident Insurance Co. project a sustainable 2-ply JM modified bitumen system topped with a vegetative green roof.
Ultimately, this JM-modified bitumen system was chosen due to its durability, watertight properties and the ability to include a leak detection feature over the JM cover board. The result: the largest green roof in Kentucky, estimated to cut the buildings heating and cooling costs by a minimum of 20 percent.
McEnany Roofing and Contracting, Inc., of Tampa, Fla., received Honorable Mention for its Saint Petersburg College of Natural Science and Math Building project: a roof integrating a hybrid JM SBS/BUR system with a JM thin-film photovoltaic system. The project successfully converted the roof of the LEED-Gold Certified building into an energy-generating asset for the campus.
The projects highlighted in the QARC case study competition reinforce the Johns Manville commitment to making buildings more energy-efficient, said Katherine Domenico, JM product manager and delegate to ARMA. The benefits of energy efficiency within commercial structures are immeasurable, and we pledge to continue our focus on offering innovative, energy-efficient solutions to our customers.
The national QARC awards program seeks to recognize innovative asphaltic roofing solutions in North America. It is the only national awards program in the country that honors outstanding new commercial and residential asphaltic roofing projects.
