WAPELLO, Iowa Repair work on several buildings on the Wapello school campuses that were damaged during an April hailstorm will finally begin, after the Wapello School Board approved several bids on the work during its meeting Wednesday.
The largest bid accepted, contingent upon approval from the schools insurance carrier, was one from Triple C Roofing Inc., Woodbine. The company bid $97,971 to repair damaged foam roofs at the elementary and secondary campuses.
The board accepted the Triple C Roofing bid after agreeing a lower bid from Pella Roofing and Insulation, Vinton, had not been properly submitted. Officials said the Vinton firm split what was directed to be a single bid into two parts. Although the total bid of $92,200 was lower than the Triple C bid, officials said they could not legally accept it. Board chairman Duane Boysen abstained from the vote because he was listed as a reference by one of the companies.
A $14,260 bid from Shafer Construction, Wapello, was accepted for the repair of the administration building roof. Other bids submitted for this work included $15,300 from Myers Construction, Sperry; and $30,466 from SG Construction, Mediapolis.
Shafer Construction also received the nod from the school board to repair damaged asphalt roofing, vinyl siding and miscellaneous gutter replacement on several buildings. Its bid for the work was $19,850. Myers Construction submitted a $30,490 bid on the work.
Shafter Construction was also the low bidder to repair the greenhouse roof and sidewalls. Its bid for this work was $9,270 for the roof and $14,316 for the sidewalls. Myers Construction bid $10,800 for the roof repairs and $14,400 for the sidewalls.
Myers Construction won the general lighting and HVAC equipment repairs with a bid of $44,200. Odessa Mechanical Contracting, Wapello, bid $45,430 on that work.
The school board also accepted a $9,032 bid from Daktronics, Brookings, South Dakota, for a new football field scoreboard. The cost, which will be covered through a donation from the Pepsi Company, does not include installation, which officials estimated would be around $4,400.
A bid for two cameras and other surveillance equipment in the schools new weight room was also accepted by the board. J&S Electronic Business Systems, Burlington, submitted the low bid of $5,525.
Per Mar Security, Davenport, submitted a bid of $5,995.

Engineers tested the integrity of the Causeway Bridge foundation by applying enough force to crack a piece of the southbound concrete siding on a ramp below the bridge.
Wednesday's test will help Texas A&M Transportation Institute engineers decide what type of new barrier will best prevent trucks and cars from crashing over the side of the southbound bridge.
With one of the test mounts on top, the concrete cracked under 27,000 pounds of force.
The possible new traffic rail would go on top of the existing concrete. Causeway Commission General Manager Carlton Dufrechousaid, when crashes have happened, cars have driven up over the concrete and through the pedestrian handrail, so the new rail will be designed to prevent that from happening
"When a vehicle hits it, we obviously don't want to see any defamation or damage to the rail. We want to see the vehicle contained and redirected," said William Williams with the Texas A&M Transportation Institute.
The test showed that the existing concrete would break under pressure before the particular mount, which Dufrechou said is a great sign.
"The new rail design, this indicates, is actually more robust and stronger than the existing concrete barriers, and they have never failed in any crashes we've had in the 50-plus years of the causeway," Dufrechou said.
Dufrechousaid down the line, it will eventually be up to commuters to decide if they would like to pay for the safety upgrades. However, for now the question is which mount would be best.
Engineers from Texas A&M Transportation Institute tested three types of mounts and took into account safety, cost and ease of installation.

The top two floors of the three-story, 7,425-square-foot mansion at 360 Mountain Home Road in Woodside are reported to be resting on steel beams above a large empty space where the foundation, basement and first floor used to be. It's been an active construction site for months, but now its future, including the lowering of those upper floors onto new first-floor framing, is uncertain.
As of July 3, the site was posted with a stop-work notice from the town. The Planning Commission had approved the project in November 2013 as a remodel. But, alerted by staff about the missing floors, the commission met on July 2 to discuss whether actions at the site were consistent with what had been approved.
The mansion made news in November 2012 when it was sold for $117.5 million, a new U.S. record for a single-family home, according to news reports at the time. Staff reports list the owner of the 8.74-acre property as SV Projects LLC.
After a lengthy public hearing that included testimony from construction managers, the commission voted 6-1 to continue the matter to a date uncertain and referred it to the planning director, who then issued the stop-work order. Commissioner Elizabeth Hobson dissented.
Included in the vote was a recommendation to send the project back to the Architectural and Site Review Board, essentially back to square one. The remodel, according to some commissioners, had evolved into a demolition.
Planning Director Jackie Young told the Almanac that the original resolution will be returning to the Planning Commission along with an "alternate resolution of denial" based on the July 2 discussion.

Original plans called for replacing the white wooden siding on the main house with beige stone siding, installing roofs of gray slate, and adding oval windows in various locations. An upper-floor balcony would be enclosed under a slate dome.
Those are the plans being implemented, Noel Manerud of the Mill Valley firm Van Acker Construction told the commission. The missing first floor reflects the need to strengthen the framing, as does the missing foundation, he said.
Such insights came through "discovery" as the project advanced, Mr. Manerud said. The commission caught the project at a "moment in time," he said. "We needed to temporarily remove that framing which was in place on the main level to ... restore it, augment it. ... We're effectively caught mid-stream between that temporary removal and installation of shoring (to support the stone walls)."

the bharatiya janata party leaders were trying to go to kanth village to hold a maha panchayat (large assembly of people) which has already been banned by the state government. tensions had escalated in kanth after members of two communities on june 27 clashed over installation of loudspeakers at a religious place. the loudspeakers were subsequently removed by the administration acting on complaints by the other community.
the akhilesh yadav government had banned the meeting and had ordered the district administration to take all necessary and prohibitory measures to contain spread of communal tensions. siding with the aggrieved community the bjp had announced holding of the maha panchayat on july 4 which led to the akhilesh yadav government deploying heavy police force in the region to prevent any trouble.
assailing the move bjp state president laxmikant bajpayi who took over the protests a few days back alleged that the state government and the district administration were out to appease a certain community.
as the two proposals submitted by the party had been denied they were now headed for more intense protests he added. bjp state unit spokesman vijay bahadur pathak said: this government cannot be allowed to go all out to appease one community and trample upon the feelings of others.
he further alleged that yet again like in muzaffarnagar the state government had failed to sort out a minor issue and had allowed it to spin out of control a result of which is the public anger in the region. congress legislature party (clp) leader in the state assembly pradip mathur however alleged that the bjp was trying to foment trouble in the state with an eye to the 2017 state assembly elections.
they have to be stopped at all cost specially to protect the secular fabric of the state he added.
this cat and mouse game has been going on for long and was at play during the lok sabha elections... if the state government was serious about secularism they should act tough against the bjp and its leaders said the bahujan samaj party leader.
